NkdkJdXPPEBannerEnd Subject: Victims of Crime Act (VOCA) Victim Assistance - FFY 2025 Invitation to Renew July 11, 2024 Organization: El Mirage Police Department Project Title: Victim Assistance Unit Renewal FFY 2024 Application ID: VOCA-2024-EMPD-00012 FFY 2025 DPS-VOCA Renewal Award: $118,602.00 VICTIMS OF CRIME ACT (VOCA) VICTIM ASSISTANCE FUNDS (CFDA 16.575) FFY 2025 RENEWAL As subrecipients of the Federal Fiscal Year (FFY) 2024 Arizona Department of Public Safety (DPS) Victims of Crime Act (VOCA) Victim Assistance grant funds, organizations may elect to renew current project(s) for FFY 2025 (October 1, 2024 - September 30, 2025). To renew, subrecipients must complete the renewal application process in DPS’ System for Administering Grants Effectively (SAGE). Renewal applications will open July 11, 2024, and must be submitted by 3:00 p.m. (MST) on August 8, 2024. Who is eligible to apply? Subrecipient agencies that received a FFY 2024 DPS-VOCA subgrant award agreement are eligible for renewal. The FFY 2025 renewal award amount is identified above and is based on the agency’s FFY 2024 award amount. There will not be a competitive grant solicitation process for the FFY 2025 award period. What services and/or activities can be supported with VOCA grant funds? Services and/or activities within the original scope of the subrecipient’s FFY 2024 award may be supported in the FFY 2025 renewal application. Attached is a copy of the subrecipient’s originally awarded FFY 2024 application for the project referenced above. When completing the FFY 2025 renewal application, subrecipients must include the same line items and amounts awarded in the FFY 2024 budget. What is the amount of available funds and the award period? FFY 2025 renewal applications will be for the term of October 1, 2024, through September 30, 2025. It is anticipated that approximately $39 million will be awarded (contingent upon federal funding availability). How/Where can applications be completed and submitted? Renewal applications will be accepted only through submission via SAGE. A renewal application must be submitted for each project; applications/subawards cannot be combined. Renewal applications are due by 3:00 p.m. (MST) on August 8, 2024. Please reference the FFY 2025 SAGE Renewal Instructions document (attached) for detailed instructions on initiating, completing, and submitting the renewal application. What is the VOCA Victim Assistance Grant Funding Schedule? Below is an approximate timeline of the renewal application process: July 11, 2024: Renewal Application Announcement; application process open in SAGE August 8, 2024, 3:00 p.m. (MST): Application Deadline September 2, 2024: Phase II/Contract Process begins October 1, 2024 – September 30, 2025: Grant Award Period Who can I contact if I need assistance? All recipients of federal funds, regardless of the type of entity or the amount of money awarded, must provide assurance that they will not discriminate against any person on the grounds of race, color, national origin, disability, religion, sex, or age in any program or activity funded in whole or in part by federal financial assistance. The recipient must certify that it will comply with all applicable non-discrimination laws and regulations and must submit this assurance when accepting a DPS- VOCA Assistance award. Specifically, the statute that governs the U.S. Department of Justice (USDOJ) Office of Justice Programs (OJP) funded programs or activities, the Victims of Crime Act of 1984 (34 U.S.C. 20110(e)) prohibits such discrimination, as follows: No person shall on the ground of race, color, religion, national origin, handicap, or sex be excluded from participation in, denied the benefits of, subjected to discrimination under, or denied employment in connection with, any undertaking funded in whole or in part with sums made available under this chapter. All recipients of OJP funding must also comply with the USDOJ regulations on Partnerships with Faith-Based and Other Neighborhood Organizations, 28 C.F.R. pt. 38. These regulations prohibit organizations from using financial assistance from the USDOJ to fund inherently religious activities. While organizations can engage in non-funded inherently religious activities, they must be held separately from the USDOJ funded program, and customers or beneficiaries cannot be compelled to participate in them. The regulations also make clear that organizations participating in programs funded by the USDOJ are not permitted to discriminate in the provision of services on the basis of a beneficiary’s religion. The Assistant Attorney General of OJP has delegated the enforcement of civil rights compliance of all OJP grantees to the Director, Office for Civil Rights (OCR). The Director has civil rights enforcement responsibilities and determines through established policies and procedures whether any person is being excluded from participating in, denied the benefits of, subjected to discrimination under, or denied employment in connection with the program or activity receiving OJP funds on these grounds. Where such discriminatory actions are found through compliance reviews or complaint processing the recipient agency may be determined to be in noncompliance for violation of the law and of its signed assurances. If attempts to secure voluntary compliance through negotiations are not successful, the sanction of suspension or termination of funding is required by statute. Some specific forms of discrimination that are prohibited are set out in the OJP program statute’s implementing regulations 28 CFR 42.203.
