SFY26 Budget Narrative

The budget narrative should provide a clear and concise description of how amounts were determined, including
calculations, for each proposed line item in the Line-Item Budget. If a budget category does not apply, either leave

Personnel Services: $1,525,767

Salaries for 9 FTE Child Care Health Consultant, 6 FTE Child Care Nurse Consultant, 2 FTE Registered Nurse - Child
Care Health Consultant, 1 FTE Early Childhood Health Consultant Nursing Supervisor, 1 FTE Early Childhood
Health Consultant Nursing Lead, 0.2 FTE Early Childhood Nurse Consultant Nurse Lead and 0.7 FTE CCHC
Administrative Operations Specialist.

The Maricopa County Department of Public Health (MCDPH) uses a placement in range system to determine
salaries, utilizing an average, rounded salary. Salaries are determined based on the number of years of nursing
experience or health educator experience. A majority of the CCHC Nurses are at the mid-range, with several very
experienced nurses falling within the top range. The total FTE of CCHCs (Nurses and Health Educators) is
budgeted using an average, rounded hourly pay rate multiplied by 2088 payroll hours. Please note that the
average rounded rates are being utilized to reflect an anticipated 3% average salary increase for Maricopa
County employees in FY2026. All personnel positions indicated on the attached personnel table are permanent
positions.

Employee Related Expenses: $571,091

Fringe Benefits are calculated at a fixed benefit rate of $13,632 per FTE for medical insurance coverage and a
variable benefit rate of 19.65% of total salaries, comprising 6.2% FICA, 1.45% Medicare, and 12% Arizona State
Retirement System (ASRS) contributions. These variable benefits have been calculated using Maricopa County
rates for the fiscal period July 1, 2025, through June 30, 2026.

Professional and Outside Services: $2,000
For contracted services for various safety trainings or speakers (l.e., CPR, guest speakers for
meetings/professional development for staff).

Travel: $18,000

Used for state mileage compensation for travel to childcare centers for work-related activities and other events
related to CCHC work/employment with MCOPH. Out-of-state travel includes costs for transportation, lodging,
and meals for work-related conferences. Mileage reimbursement and travel-related expenses for in-state and
out-of-state travel will follow the State of AZ Travel policy at: https://qao.az.gov/state-arizona-accounting-
manual-saam - Travel Policy (Topic 50) & Reimbursement Rates (Section 95).

Aid to Organizations or Individuals: In the event that this application represents collaboration and you will be
utilizing subcontractors (including subgrantees) to perform various components of the program, include a list of
subcontractors, programmatic work each subcontractor will perform, and how costs for each subcontractor are
determined.

Other Operating Expenses: $63,087

Rent and occupancy are budgeted for $22,142 for office space at 4041 N. Central Ave. Phoenix, AZ 85012.
Professional development for staff, such as workshops, webinars, and conferences relevant to health and safety
and/or early childhood education. Cell phone and communication services are budgeted for $11,856. VPN service

and wireless hotspots are utilized for teleworking and to provide staff with Internet access while working with
clients in the community. General office supplies such as paper, pens, markers, post it notes, notebooks,
calendars, binders, flash drives, etc., Program supplies such as books, physical activity equipment, diapers,
gloves, wipes, updated resources materials, batteries, technology equipment (speakers, HDMI cords, extension
cords, etc.) all used for training, demonstration, modeling, technical assistance, and policy development. Zoom
subscriptions for virtual meetings with childcare programs and trainings for statewide CCHC events. A Canva
subscription is used to create handouts, training materials, and other flyers that are distributed to CCHC staff
and childcare centers. Additionally, professional development opportunities are available throughout the year
for CCHCs and/or CCHC leadership to attend conferences or workshops, enhancing their knowledge of early
childhood education, CCHC competencies, and health and safety topics. These opportunities help advance the
CCHC program.

Non-Capital Equipment: $5,000
This will be used to purchase replacement equipment such as laptops, desktops, and projectors, as needed, due
to expiring warranties or routine wear and tear.

Administrative/Indirect Costs: $218,495

Maricopa County utilizes a cost allocation system which is comprised of 2 components. The county-wide portion
includes the costs allocated entirely to administration. The department cost pool consists of costs that benefit
all Department of Public Health planning services, including finance and procurement, human resources,
grants/contracts, and agency liability insurance. The indirect rate is derived annually based on the expenditures
of the previous year. The indirect rate for MCDPH is budgeted at 10% which is $218,495.
