THIS IS A COMPETITION IMPRACTICABLE PROCUREMENT BECAUSE (attach additional page if needed): 
For the past several months, the Board and the Recorder have attempted to negotiate a new 
SSA. Those negotiations have been unsuccessful. This leaves the Board, and its Elections 
Director, without an agreement with the Recorder concerning how elections will be conducted. 
The Special Primary for the Congressional District 7 Special Election will be held on July 15, 
2025, less than one month from now.
Based on the very specific subject matter, elections, separations of power, statutory 
construction and communications, this is the only firm qualified and able to represent the Board 
of Supervisors ay this time.
The rates are comparable to outside counsel firms on contract with Maricopa County.

exempted by law.  I have reviewed the information and materials relevant to this procurement of goods and  services,
