SCOPE OF SERVICES — NORTHERN PARKWAY ~—103" AVENUE TO 91°" AVENUE

The Maricopa County Department of Transportation (MCDOT) has requested the following
additional services from TYLin International (Consultant).

e Prepare contingency roadway designs and traffic operational analysis to assess the
performance and feasibility of implementing improvements that would avoid the need
to acquire Tohono O'odham (TO) Tribal Land in the event the land rights cannot be
acquired in time to meet the federal funding deadline.

e Additional design analysis to remove the existing stilling basin at the reinforced concrete
box culvert per ADOT's request.

e Additional USA easement coordination required to complete the twenty-three (23)
Bureau of Reclamation (BOR) packages as directed by Salt River Project (SRP) to date.

e Additional right-of-way coordination and meetings with property owners to support
acquisitions.

e Additional requests to review deeds and map underlying land ownership, review Title
Reports and Title Commitments to aid in USA/BOR land acquisition

e Attend regular check in meetings with MCDOT Project Manager, Utility Coordinator and
Maricopa County Real Estate Development (MCRED) lead agent for the project.

e Additional developer coordination (Seven-Eleven, 9433 W Northern, Animal Control
Center).

e Additional Drainage coordination to address offsite flows between 103 Avenue and
New River.

e ITS relocation in advance of the TT0372 roadway project to facilitate SRP-Irrigation
construction

Project Location
The project limits along Northern Avenue are between 103 Avenue and 91% Avenue.
Length of Services

The contract time for the overall TT0372 Northern Parkway contract is 1,188 days from issuance
of the original NTP. This contract change order is not requesting any alteration of original
contract time.

Section 100 Project Management
100.6 Project Progress Meetings

The original contract budget for project meetings (progress meetings, stakeholder meetings
and utility coordination meetings) has been expended by the design team based on requests
from the various MCDOT departments, stakeholders and utility owners over the duration of the
contract to date. Since the project's kickoff meeting on April 5, 2021, Consultant has attended
125 meetings where records of attendance and discussion have been kept.

This change order will establish budget for the Consultant to attend meetings for the remainder
of the final design phase as necessary to facilitate approval of the project's clearances and
PS&E. These meetings include, but are not limited to, recurring coordination meetings with Flood
Control District, recurring check in meetings with MCDOT Project Management, Property Owner
meetings to aid in land right acquisition, recurring check in meetings with SRP-Land, Irrigation

and Construction Groups. Hours provided in the cost proposal for this task are for all meeting
types and assume the Consultant team shall have between 1 and 3 representatives in
attendance at each meeting. Key meetings for status updates, resolution of project issues and
to facilitate key decisions/direction for the remainder of the project are anticipated to occur with
the following (anticipated number of meetings for establishing budgetary information shown in
parenthesis):

Section 500 Utilities and Railroad
500.18 General Utility Coordination

Consultant shall provide additional USA Easement legal description packages per direction from
SRP. Twenty-six (26) packages have been created to cover the project limits as requested by
SRP-Land to date.

Additional services have been requested for Consultant to provide one overview exhibit, one GIS
shape file of land areas and to add Schedule B title commitments on each of the 26 legal
description packages once approved by SRP. Additional services have been requested for
Consultant to map property deeds to confirm underlying land ownership.

Additional coordination meetings and legal description revisions have been required due to
SRP’s multiple iterations of legal description review and comments.

Consultant has coordinated vertical design for developer's third-party utility installations.
Consultant has provided calculations of vertical design at utility crossing locations. Consultant
has, and shall going forward, submit survey request to MCDOT Survey to stake hubs to control
electric installation. Consultant shall monitor offsite construction progress and notify MCDOT
Survey to as-built survey the installation.

Consultant shall coordinate with ADOT, Peoria, Glendale and MCDOT to develop contract
documents to facilitate the construction relocation of the existing Number 9 ITS vault at the
southwest corner of SR101L and Northern Avenue in advance of SRP-Irrigation construction.

Section 800 Technical Memoranda and Reports
800.1 Traffic Analysis

Consultant’s Subconsultant, Burgess & Niple, Inc. conducted and documented traffic
operational analysis evaluating the performance of multiple initial phases of the fiscally
constrained alternative to avoid impacting TO land.

Consultant provided information to subconsultant to aid in the development of the analysis and
report. The following are the four scenarios that were analyzed:

e The fiscally constrained alternative that achieves the maximum amount of the ultimate
condition within budgetary constraints.

e Two alternative initial phases evaluated for the fiscally constrained condition. Each of
these alternatives was evaluated operationally through a sensitivity analysis where
operational performance of the alternatives were assessed in five year increments up
through the year 2050.

Consultant coordinated with subconsultant and MCDOT to inform assumptions on future year
conditions and obtain latest travel demand model from MAG to update traffic forecasts.
Consultant developed a total of three (3) additional graphical exhibits for use in the traffic
analysis memo; one graphical exhibit for the fiscally constrained alternative and one graphical
exhibit for each of the two alternatives that avoid impacting the Tohono O'odham Tribal Land.
The graphic developed during the Scoping Phase was utilized for the ultimate condition.

800.2 Drainage Report

ADOT requested removal of the existing stilling basin located at the outlet end of the box culvert
at the east side of SR101L. MCDOT requested drainage analysis be performed to determine
feasibility of removing the stilling basin, which acts as an energy dissipater within the drainage
channel. Consultant coordinated with MCDOT, ADOT and subconsultant, J2 Engineering to
provide analysis of the hydraulic effects associated with removing the stilling basin. Results of
the analysis were documented in a separate drainage report specific to the ADOT Channel
crossing of Northern Avenue.

Additional drainage coordination is required to confirm the drainage design concept between
103" Avenue and New River. Drainage design maintaining conveyance of existing offsite flows
while minimizing the roadway inundation have been developed and presented. Once design
concept is agreed upon with MCDOT, Peoria and Glendale the needed land rights will be
established, and design will be completed for 95% Submittal.

800.5 Tohono O'odham Land Avoidance Alternatives Analysis

Consultant developed two alternative design concepts that avoided impacts to the TO land. One
roll plot was developed for each alternative and submitted to MCDOT for review by the project
partners. The two alternative design concepts were then evaluated by subconsultant B&N as
part of the traffic operational analysis and documented in the traffic analysis memo.

Consultant developed construction cost estimates of each alternative for the project partners
to utilize in decision making.

Consultant coordinated potential interim utility relocations, specifically SRP-Irrigation interim
relocation design avoiding the TO property.

Consultant analyzed the compatibility between the ultimate project and the two alternatives that
avoid impacting the TO land to determine interim construction needs or any features that would
need to be removed and reconstructed with the ultimate project. Consultant developed a
roadway model utilizing the ultimate Northern Parkway vertical geometry with the revised
design cross section. Consultant identified interim construction needs and _ provide
documentation.

Section 900 Right-of-Way
900.18 Right-of-Way Acquisition Coordination

Consultant has been requested by MCRED to provide additional exhibits, attend meetings and
provide support in the negotiations of rights-of-way with the various property owners.

Consultant has been requested to review Title Reports and Title Commitments to confirm they
match legal description and exhibits for the USA/BOR land acquisition.

Additional effort has been requested to develop more legal descriptions than anticipated for the
USA/BOR land acquisition to facilitate SRP-Irrigation relocation. There have been 26 legal
description packages requested by SRP-Land to define the various underlying land ownership.
In addition, there have been 22 review iterations of these legal description packages by SRP-
Land to date. The team anticipates completing this phase in April 2025 and submitting
packages to the BOR for approval. Additional effort has been required from Subconsultant,
Wood Patel to develop legal descriptions. This additional effort is included with this contract
modification.

Section 1100 Plans, Specifications and Cost Estimates

Subconsultant, Burgess and Niple, has prepared detailed Maintenance of Traffic (MOT) plans
for the western limits of the project beyond the 103 Avenue intersection to match into the full
depth limit of the TT0600 project to the west. The additional sheets prepared to account for this
have included typical sections, plan sheets, profile sheets and signing and pavement marking
sheets. The corridor model was also extended westerly to address the extended western
terminus.

The Consultant has also revised the project plans to include the various developer driven
improvements between 103 Avenue and the New River impacting several of the sheet types
already prepared.

1100.4.13 95 % Intelligent Transportation Systems (ITS) Design & Plan
Development

Subconsultant, Y2K Engineering LLC will prepare the ITS relocation design and plans to relocate
the Number 9 ITS vault in advance of SRP-Irrigation construction. Consultant will work with
Subconsultant to provide 95% Plans, Specifications and Cost Estimates as requested by
MCDOT. Five (5) plan sheets are anticipated to be needed. Cost Estimate bid items and Special
Provisions will be developed as requested and will align with any existing JOC contracts.

1100.7.13 Sealed Intelligent Transportation Systems (ITS) Design & Plan
Development

Consultant shall develop Sealed Plans, Specifications and Cost Estimates in accordance with
Section 1100.4.13.

SCOPE OF SERVICES — PROJECT SPECIFIC

Project Overview

The Maricopa County Department of Transportation (MCDOT) has requested services from TY
Lin International (Prime) to prepare construction documents for the project. Burgess & Niple,
Inc. (Consultant) is a subconsultant to Prime and will provide roadway engineering, traffic and
lighting engineering and utility relocation design services. Prime has contracted with other
subconsultants to complete other discipline work. The Prime and its subconsultants are herein
referred to as the Design Team. MCDOT, the City of Peoria, and the City of Glendale are herein
referred to as the Project Partners.

The scope of work outlined addresses modifications necessitated by the MCDOT’s formal
request to revise the originally approved roadway design parameters, including but not limited
to traffic operational analysis, corridor access modifications for private development, corridor
modeling, and cross-sectional elements. Changes will require a modification of prior design
deliverables for compliance with updated project requirements and jurisdictional standards.
The revised scope will encompass recalibration of horizontal and vertical alignments,
collaboration with Design Team partners to reanalyze the drainage systems, and adjustments
to traffic control plans to reflect the amended design intent. The associated deliverables—
including plan sheets, quantity calculations, and constructability reviews—will be regenerated to
integrate the revised specifications. ;

The Derivation of Cost is provided in Appendix B&N - A. The scope and cost included herein
document the effort remaining to prepare the construction.

SECTION 400 PROJECT COORDINATION

The Consultant will coordinate with the Design Team, MCDOT, Peoria, Glendale, and developers
regarding developer driven improvements and resulting modifications to the design.

A Maricopa County Animal Care and Control facility may be developed south of Northern Avenue
between 103rd Avenue and the New River. B&N will coordinate with the Design Team and
Project Partners to determine design impacts. Coordination efforts include multiple internal
design team meetings, conceptual exhibit development, and multiple meetings with the Project
Partners, developer, and developer's representatives.

A commercial development is planned for the southwest corner of the Northern Avenue TI with
Loop 101. The commercial development will be completed in advance of TT0372. The
Consultant will coordinate with the Prime and commercial development to determine design
modifications that are necessary to the TT0372 construction documents.

The Consultant will meet and coordination with the Project Partners to update and revise the
MOT concept.

TRANSPORTATION -

SECTION 800 TECHNICAL MEMORANDA AND REPORTS

MCDOT and Prime requested additional traffic analysis to determine the performance and
feasibility of phased improvements to avoid near term impacts to the private property south of
Northern Avenue, between SR 101L and 91st Avenue. Consultant will conduct and document
traffic operational analysis evaluating the performance of multiple initial phases of the fiscally
constrained alternative.

The Consultant will evaluate alternatives with each reflecting a different fiscal scenario. The
four scenarios are:
e The ultimate condition recommended from the TT0573 SDR
e The fiscally constrained alternative that achieves the maximum amount of the ultimate
condition within budgetary constraints
e Two alternative initial phases evaluated for the fiscally constrained condition. Each of
these alternatives will be evaluated operationally through a sensitivity analysis where
operational performance of the alternatives are assessed in five year increments up
through the year 2050.

The Consultant will coordinate with Prime, MCDOT, Peoria, and MAG to inform assumptions
about the future year conditions. MAG will provide the Consultant with the latest travel demand
model to update traffic forecasts. The ultimate condition and fiscally constrained alternatives
will be reevaluated using these new forecasts as these forecasts make use of MAG’s new
Activity Based Model, account for increased telecommuting rates, and contain the latest
employment and population data.

The Consultant will develop three exhibits to show the intricacies of the fiscally constrained
alternative as well as the two initial phase alternatives. The Consultant will document the
analysis in a traffic analysis memo which will be reviewed by MCDOT. The Consultant will
address comments and incorporate them into the final traffic analysis memo.

SECTION 1100 PLANS, SPECIFICATIONS

The Consultant will include additional design sheets to cover the extended project limits west
of 103rd Avenue. The contract was previously amended to extend the western limit to 103rd
Avenue. During the development of the 95% plans, MCDOT determined that the western
terminus of TT0372 should extend beyond 103rd Avenue to match the full depth limit of the
TT0600 project to the west. Additional sheets include typical sections, plan sheets, profile
sheets, and signing and pavement marking sheets. The Consultant will extend the corridor
model to the west to address the extended western terminus.

The Consultant will revise sheets to include developer driven improvements between 103rd
Avenue and the New River. These improvements impact the typical section, plan sheets, profile
sheets, and median staking sheets. The Consultant will revise the design and sheets in the same
geographic area to account for the change in the approach to address on-site and off-site
drainage. The Consultant will revise the corridor model between 103rd Avenue and the New
River to address the developer driven changes and the drainage modifications. The Consultant
will develop exhibits to support Design Team discussions with the Project Partners to select the
drainage design to be incorporated into the construction documents.

TRANSPORTATION

The Consultant will revise sheets to include developer driven improvements along Northern
Avenue and along Ramp A in the southwest quadrant of the Loop 101 TI. These improvements
impact the plan sheets, profile sheets, median staking sheets, and jointing detail sheets. The
Consultant will revise the corridor model to incorporate the developer driven changes.

The Consultant will include additional design sheets to detail ADA features within the TI area
not previously included in the TT0372 contract.

The Consultant will update and revise the MOT plans and specifications per Project Partner
direction.

The Consultant will develop quantities for the work listed in Section 1100.4 and provide unit
pricing for items unique to these limits of work. The Prime will be responsible for incorporating
these quantities and unit prices into the final Engineer's Estimate.
