RESOLUTION NO. R23-56 
 
A RESOLUTION OF THE COUNCIL OF THE CITY OF 
GLENDALE, 
MARICOPA 
COUNTY, 
ARIZONA, 
AUTHORIZING AND DIRECTING TO NEGOTIATE AND 
EXECUTE THE MASTER SERVICES AGREEMENT FOR 
HOMELESSNESS 
SERVICES 
UNDER 
THE 
HOME 
INVESTMENT PARTNERSHIPS PROGRAM AMERICAN 
RESCUE 
PLAN 
ACT 
(HOME-ARP) 
WITH 
CENTRAL 
ARIZONA SHELTER SERVICES (CASS) AND TO RATIFY 
EXPENSES THROUGH THE EFFECTIVE DATE OF THE 
AGREEMENT AT A FUTURE COUNCIL MEETING.  
 
WHEREAS, on June 22, 2021 the city entered into contract (C21-0580) with Central 
Arizona Shelter Services (CASS) to provide services for residents living in the city at risk of or 
experiencing homelessness; and  
 
WHEREAS, homelessness throughout the nation and the city continue to persist and this 
problem requires innovative solutions to allow those experiencing homelessness or are at risk of 
experiencing homelessness obtain and maintain permanent housing through a variety of services 
necessary to achieve long-term sustainable housing and financial stability; and 
 
WHEREAS, the city continues to negotiate an agreement that requires additional time to 
ensure terms for performing partners to meet contract outcomes; and 
 
WHEREAS, CASS has been a performing partner in their execution of services outlined 
in their contract to date; and 
 
WHEREAS, as a member of the Maricopa HOME Consortium, the city is entitled to a 
$2,876,844 allocation of Home Investment Partnerships Program American Rescue Plan Act 
(HOME-ARP) funds to address homelessness in the city; and  
 
WHEREAS, on December 14, 2021 City Council provided consensus direction to 
allocate a portion of the city’s HOME-ARP funds to support the GHSA; and 
 
WHEREAS, on April 11, 2023, City Council passed Resolution No. R23-19 authorizing 
execution of Amendment No. 5 to contract no. C-11449 with Maricopa County to secure the 
city’s HOME-ARP allocation;  
 
WHEREAS, the Parties desire to direct the city to negotiate and execute the Master 
Services Agreement for Homelessness Services under the Home Investment Partnerships 
Program American Rescue Plan Act (the “Agreement”).  
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: 
 
SECTION 1.  That it is deemed in the best interest of the City of Glendale and the 
citizens thereof that the city negotiate and execute the Master Services Agreement for

Homelessness Services under the Home Investment Partnerships Program American Rescue Plan 
Act (HOME-ARP) with Central Arizona Shelter Services (CASS) for an amount not to exceed 
$2,136,844, with a term of June 28, 2023 through June 30, 2025 with an option to renew for a 
two-year (2) period, and to ratify expenses from the effective date of the agreement at a future 
council meeting.  
 
 
SECTION 2. That the Agreement and associated expenditures will be brought forth to the 
City Council for ratification at a future date. 
 
SECTION 3.  That the City Manager or designee and the City Clerk are authorized and 
directed to execute and deliver any and all documents necessary to effectuate said this 
commitment on behalf of the City of Glendale.
