RESOLUTION NO. R23-57 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN MARICOPA COUNTY ADMINISTERED BY ITS HUMAN SERVICES DEPARTMENT AND CITY OF GLENDALE, CONCERNING THE AMERICAN RESCUE PLAN ACT, CORONAVIRUS STATE AND LOCAL FISCAL RECOVERY FUND. WHEREAS, Maricopa County, through its Human Services Department, solicited requests from local jurisdictions to distribute American Rescue Plan Act, Coronavirus State and Local Fiscal Recovery Fund (“ARPA”) funds to supply gap financing to affordable housing developments currently planned or underway in the County; and WHEREAS, the city submitted proposals to obtain ARPA funding to support four qualifying affordable housing developments located in the city; and WHEREAS, Maricopa County awarded $7,211,000 in ARPA funds to provide gap financing to the following affordable housing developments; $950,000 to the Villa Manuel “Lito” Pena project under development by the Cesar Chavez Foundation; $2,861,000 to the 67 Flats project to be developed by Dominium; $1,000,000 to the Juniper Square project to be developed by Dominium; and $2,400,000 to the Unity at West Glendale project to be developed by TWG; and WHEREAS, these funds must be committed to the city through an Intergovernmental Agreement prior to subsequent recommitment to each Developer that will receive ARPA funds; and WHEREAS, completion of these projects is critical to addressing the affordable housing needs of the city and will add 790 units to the city’s supply of safe and affordable housing and are anticipated to house nearly 1,500 low-and-moderate income residents; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1. That it is deemed in the best interest of the City of Glendale and the citizens thereof that the Intergovernmental Agreement Between Maricopa County Administered by its Human Services Department and the City of Glendale concerning the American Rescue Plan Act, Coronavirus State and Local Fiscal Recovery Fund be entered into. SECTION 2. That the City Manager and City Clerk are authorized and directed to execute and deliver all documents necessary to effectuate this commitment on behalf of the City of Glendale.
