There is no known opposition. There are no outstanding concerns 
from reviewing agencies. The SUP fits the character of this quasi-
industrial area. The site is surrounded by aggregate mining activity 
within the river which will eventually cease and transition to open 
space. The interim nature of the request allows it to fit the 
designation of this site under the White Tank Grand Avenue Area 
Plan of Open Space. The Commission motion included a longer 
SUP validity period of 25 years with condition ‘c’.

Recommendation: 
On 1/9/25, the Commission voted 5-0 (motion by Vice-Chairman 
Lindblom D1, seconded by Montoya D5) to adopt a motion 
recommending the Board of Supervisors approve SU240010 
subject to conditions ‘a’ – ‘h’: 
 
a. 
Development of the site shall be in substantial conformance with the Site Plan entitled 
“Harmony Ln Residence“, consisting of 1 full-size sheet, dated September 24, 2024, except 
as modified by the following conditions. Staff may determine slight refinements to remain 
in substantial conformance with the approved site plan.  Minor and major amendments to 
the site plan will be determined in accordance with Chapter 3 of the Maricopa County 
Zoning Ordinance. 
 
b. 
Development of the site shall be in substantial conformance with the narrative report 
entitled “Ruff Diamond Storage – SU240010”, consisting of 4 pages, dated November 6, 
2024, except as modified by the following conditions.

c. 
This special use permit is valid for a period of 25 years and shall expire on February 12, 
2050, or upon termination of the use for a period of 90 or more days, whichever occurs 
first. All site improvements associated with the special use permit shall be removed within 
90 days of such expiration or termination of use. 
 
d. 
Prior to issuance of a building permit, written confirmation will be required from the 
emergency fire protection jurisdiction having authority that the facility has been designed 
in accordance with their regulations and requirements, and that emergency fire protection 
service will be provided to the facility. Prior to issuance of the certificate of occupancy, 
local fire protection jurisdiction review and approval will be required. 
 
e. 
The following Planning Engineering conditions shall apply: 
 
1. Engineering review of planning and/or zoning cases is for conceptual design only. All 
development and engineering design shall be in conformance with Section 1205 of 
the Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain 
Regulations for Maricopa County; MCDOT Roadway Design Manual; and current 
engineering policies, standards and best practices at the time of application for 
construction. 
 
2. Condition Detailed Grading and Drainage Plans must be submitted with the application 
for Building Permits. 
 
3. For sites located within the County’s Urbanized Area, a Storm Water Pollution 
Prevention Permit (SWPPP) from the County will be required prior to issuance of any 
construction permits. This does NOT preclude the requirement to obtain a Notice of 
Intent to Discharge (NOID) from the State (ADEQ), as may be required. 
 
4. Retention basins with stormwater depths exceeding one foot shall provide one foot of 
freeboard. 
 
5. All retention basins shall drain within 36 hours per County requirements. 
 
f. 
Noncompliance with any of the conditions assigned to the approval of this Special Use 
Permit by the Maricopa County Board of Supervisors may be grounds for revocation in 
accordance with the requirements and procedures as set forth in the Maricopa County 
Zoning Ordinance.  
 
g. 
The property owner/s and their successors waive claim for diminution in value if the 
County takes action to rescind approval due to noncompliance with conditions. 
 
h. 
The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner.  The granting of this approval allows the property to 
enjoy uses in excess of those permitted by the zoning existing on the date of application, 
subject to conditions.  In the event of the failure to comply with any condition, and at the 
time of expiration of the Special Use Permit, the property shall revert to the zoning that 
existed on the date of application.  It is, therefore, stipulated and agreed that either 
revocation due to the failure to comply with any conditions, or the expiration of the Special 
Use Permit, does not reduce any rights that existed on the date of application to use, 
divide, sell or possess the property and that there would be no diminution in value of the 
property from the value it held on the date of application due to such revocation or

expiration of the Special Use Permit.  The Special Use Permit enhances the value of the 
property above its value as of the date the Special Use Permit is granted and reverting to 
the prior zoning results in the same value of the property as if the Special Use Permit had

Project Summary: 
 
1. 
The applicant is proposing an RV storage facility on a Rural-43 zoned residential parcel but 
located in an area just west of the Agua Fria River. The area has taken on a quasi-industrial 
character with the neighborhood surrounded by aggregate mining activity within the river.  There 
are multiple entitled vehicle storage facilities in the vicinity. This includes a facility bordering the 
property to the west which was entitled under Z2021096. The site is located within the White Tank 
Grand Avenue Area Plan with a land use designation of Open Space. The subject facility will 
feature 48 parking stalls with three ADA spaces with concrete and asphalt paving. The existing 
single-family residence will not be part of the facility. Entrance to the site would be provided via a 
keypad system. The site will be operated by two employees on weekdays from 8:00 am to 5:00 
pm and be screened by 6’ CMU walls with a singular steel gate at the front of the property along 
Harmony Ln. 
 
2. 
The applicant is not requesting any deviations from the existing Rural-43 zoning standards 
beyond the SUP request for RV storage.

specifically designated for preservation in an unaltered, natural state which only offer passive 
recreation.

areas of large‐lot residential development in areas with a semi‐rural or agricultural character. 
Most rural residential areas were developed prior to annexation into the city, or during the early 
years of city development and expansion starting in the late 1980s. These areas developed 
organically in smaller tracts of land. They highlight the City’s growth over the years and are a 
reminder of our agricultural past. They may have alternative or reduced streetscape standards in 
recognition of the desired character. In some areas, the land uses are predominantly agricultural 
and occupy large areas for the raising of crops, fowl and/or livestock. 
 
Public Participation Summary:

posting of the property and the notification to the adjacent property owners within 300’ of the 
subject site. The applicant did not receive a response from their public outreach efforts. Staff has

Staff Analysis:

Staff supports this proposal as it fits the character of the neighborhood. There are multiple 
adjacent facilities of the same type of outdoor storage uses. There is a clear demand for such 
facilities in Maricopa County given the number of similar proposals that have been entitled in 
recent years. This area seems especially appropriate for these facilities given its remoteness 
from the newer platted subdivisions of Peoria.  The territory within the river terraces will not 
experience residential subdivision development. It will continue to experience these types of 
interim commercial/industrial uses until the surrounding mining/extraction activity runs its 
lifespan over the next decades and ultimately transitions to recreational and natural open space. 
 
Recommendation:

Staff recommends the Commission adopt a motion recommending that the Board of Supervisors 
approve SU240010 subject to the following conditions ‘a’ – ‘h’:

Purpose of Request 
The purpose of this request is to obtain a special use permit for the establishment of an RV 
parking area on the property located at 11717 W Harmony Ln, Sun City, AZ 85373. This 
project aims to provide a designated and secure location for RV storage while enhancing the 
overall visual appeal of the area. 
Description of Proposal 
The proposed use of the property will be solely for RV parking, with operations managed by 
two employees on-site Monday through Friday, from 8:00 AM to 5:00 PM. This project is 
focused exclusively on creating a secure and dedicated RV parking area without altering the 
existing residential structure. 
The parking area will feature 48 designated RV spaces, ensuring sufficient capacity for 
clients. The entrance will be accessible through a 6-foot tall electric metal gate, providing 
both privacy and convenient access. Customers will use a keypad entry system to enter the 
gated area, where they will be guided by staff as needed to park their RVs in their assigned 
spaces. 
To enhance durability and ensure long-term performance, the new driveway will be 
constructed from 6-inch thick, fiber-reinforced concrete with a compressive strength of 4000 
psi. This material selection provides a robust surface capable of supporting the weight and 
frequency of RV traffic. 
Additionally, the entire property will be enclosed by a 6-foot tall block wall, enhancing privacy 
and security for all users. The RV parking area itself will be built using asphalt milling, 
designed to withstand varying weather conditions and maintain a neat appearance. The 
design aims to integrate seamlessly with the existing environment, employing neutral tones 
and materials that harmonize with the surrounding properties. 
Relationship to Surrounding Properties 
To the left of the property lies a junkyard, while an existing RV parking area is situated to the 
right. The surrounding properties are zoned for similar storage uses, which aligns with the 
proposed RV parking area. The establishment of this designated RV parking will not only 
create a structured and secure storage option but also improve the neighborhood's visual 
appeal, particularly compared to the current empty lot adjacent to the junkyard. This 
development holds the potential to increase property values in the vicinity. 
Recent trends in the area have shown approvals for similar storage and parking facilities, 
indicating community support for developments of this nature. 
Location and Accessibility 
The property benefits from accessibility via major roads and is conveniently located near 
public transportation routes, making it easy for residents and visitors to reach. Essential 
services and amenities, including shopping centers and healthcare facilities, are also in close 
proximity.

Circulation System 
On-site circulation will be facilitated by a defined driveway and the designated RV parking 
area, ensuring smooth ingress and egress. The existing road infrastructure is adequate to 
support the property, and no significant off-site improvements are deemed necessary. 
Development Schedule 
The development will proceed in a single phase, with an estimated timeline for completion of 
six months from the start of construction. 
Community Facilities and Services 
Although Sun City, Arizona, does not have its own school district, it is served by the Peoria 
Unified School District. Residents will have access to nearby parks and recreational facilities, 
alongside community amenities such as shopping centers, healthcare facilities, and public 
libraries. 
Public Utilities and Services 
Refuse collection in the area is managed by private companies, with Parks and Sons being 
the most popular provider. The property will likely utilize their services for waste 
management. Regarding sewage and water, the residential home operates on a septic 
system, and the RV parking area does not currently include sewage disposal measures. 
However, if future needs arise, underground storage containers will be installed for sewage, 
which can be pumped out by service providers. The property will fall under the jurisdiction of 
local police and fire departments, ensuring timely emergency responses.

Engineering Review has reviewed the first plan and report routed for review on

The following stipulations will apply: 
 
1. Engineering review of planning and/or zoning cases is for conceptual design 
only. All development and engineering design shall be in conformance with 
Section 1205 of the Maricopa County Zoning Ordinance; Drainage Policies and 
Standards; Floodplain Regulations for Maricopa County; MCDOT Roadway 
Design Manual; and current engineering policies, standards and best practices 
at the time of application for construction. 
 
2. Detailed Grading and Drainage Plans must be submitted with the application 
for Building Permits  
 
3. For sites located within the County’s Urbanized Area, a Storm Water Pollution 
Prevention Permit (SWPPP) from the County will be required prior to issuance 
of any construction permits. This does NOT preclude the requirement to obtain 
a Notice of Intent to Discharge (NOID) from the State (ADEQ), as may be 
required. 
 
4. Retention basins with stormwater depths exceeding one foot shall provide one 
foot of freeboard.  
 
5. All retention basins shall drain within 36 hours per County requirements.

A Minor Plan Review application must be submitted for any existing system(s) if being 
utilized and if the applicant believes the existing system(s) are adequate in size to support 
the new use; otherwise, a new septic permit/install may be required.

Staff has received a request from the applicant for a change to condition ‘c’ of the staff 
report that would allow for an additional five years to be added to the SUP’s expiration 
date for a total validity period of 25 years. The applicant has requested this change to 
allow for financing of the project. Staff would note that the 20 year validity period 
proposed by the staff conditions is in-line with other facilities within the area, including 
the facility next door at APN 503-67-861D. 
 
The requested change to condition ‘c’ is as follows: 
 
c. This special use permit is valid for a period of 20 25 years and shall expire on 
February 12, 2045 2050, or upon termination of the use for a period of 90 or more 
days, whichever occurs first. All site improvements associated with the special use 
permit shall be removed within 90 days of such expiration or termination of use.
