RESOLUTION NO. R24-128 
 
A RESOLUTION OF THE COUNCIL OF THE CITY OF 
GLENDALE, 
MARICOPA 
COUNTY, 
ARIZONA, 
AUTHORIZING AND DIRECTING THE ENTERING INTO OF 
AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY 
OF PHOENIX FOR THE INSTALLATION, OPERATION, AND 
MAINTENANCE OF A FLASHING YELLOW OPERATION 
AND POSITIVE OFFSET AT UNION HILLS DRIVE AND 51ST  
AVENUE IN THE CITY OF PHOENIX.  
 
 
WHEREAS, the City of Phoenix owns, operates, and maintains the signal on 51st Avenue 
and Union Hills Drive intersection; and 
 
WHEREAS, the placement of the Positive Offset and Flashing Yellow Signal Operation 
will help promote traffic safety in the area; and 
 
WHEREAS, the City of Phoenix will be the lead agency overseeing the construction of the 
project; and 
 
WHEREAS, the City of Phoenix will continue to operate and maintain the signal at Union 
Hills Drive and 51st Ave; and 
 
WHEREAS, some of the project components will be located within the Jurisdiction 
Boundary of the City of Glendale. 
 
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: 
 
SECTION 1.  That it is deemed in the best interest of the City of Glendale and the citizens 
thereof that an intergovernmental agreement with the City of Phoenix for the installation, 
operation, and maintenance of a flashing yellow signal operation with positive offsets at the 
intersection of 51st Avenue and Union Hills Drive, be entered into, which agreement is now on file 
in the office of the City Clerk of the City of Glendale. 
 
SECTION 2.  That the City Manager or designee and the City Clerk be authorized and 
directed to execute and deliver any and all documents necessary to effectuate said Agreement on 
behalf of the City of Glendale.
