This application requests an amendment to the Centerpoint Planned Area Development (“PAD”) to allow the development of a resort and entertainment venue. The new VAI Resort is expected to be the largest in Arizona once built and comprised of a variety of entertainment, dining and retail attractions for both day and night-time activities. In total, the development is planned to have 1,091 hotel rooms and suites, theme park, concert venue, and a semi-public swimming pool. The VAI Resort PAD is intended to provide a superior land plan. Developing the Project will create opportunities to maximize the freeway access and synergy of other entertainment venues in the area. The PAD regulations are tailored to the proposed development and enable the creation of Arizona’s largest resort and entertainment experience. INTRODUCTION Regulatory Provisions | 6 VAI Resort The VAI Resort PAD amendment has been prepared pursuant to Section 5.900-PAD-Planned Area Development of the Zoning Ordinance of the City of Glendale in order to establish the regulatory framework for this master plan development. This PAD amendment is intended to supplement the Centerpoint PAD by providing additional zoning regulations, permitted uses, development standards and design guidelines for the VAI Resort property. The PAD amendment includes background information to illustrate the intent and scope of the development. Future plans and documents with specifi c designs for the future development will be processed through the City’s process in accordance with Section 3.600-Design Review. Provisions not specifi cally regulated by the VAI Resort PAD are governed by the City’s zoning ordinance. The Applicant seeks to develop the Property in accordance with the Centerpoint PAD with modifi ed development standards to meet the heightened level of expectation for guests and patrons within this entertainment corridor. This PAD only modifi es zoning ordinance regulations as it relates to VAI Resort and the balance of regulations shall apply to the remainder of the Centerpoint PAD. Unless a use or standard for development is specifi cally revised herein, the Zoning Ordinance of the City of Glendale, Arizona as adopted and periodically amended, is applicable to the VAI Resort PAD amendment (“Zoning Ordinance”). That said, it is the intent and purpose of this PAD amendment to establish the permitted uses, development standards and amended provisions of the Zoning Ordinance that will govern VAI Resort. REGULATORY PROVISIONS General Plan Conformance | 7 VAI Resort Glendale’s General Plan land use designation on the entire Property is “CCC” (Corporate Commerce Center) and Parks and Open Space (POS). This proposed mixed-use project fi ts within this existing “CCC” designation, but an amendment to the Glendale General Plan is necessary for the 10-acre portion currently designated as POS. A separate General Plan Amendment application is pending with the City of Glendale (GPA23-02). The CCC designation allows for a mixed-use center with complimentary community and specialty retail, hotels, restaurants, major medical facilities, entertainment and destination uses serving the region, urban housing and employment. The fi nal identifi cation of uses is defi ned by the overall Mixed-Use project itself. The proposed PAD amendment is also compatible with the existing and emerging development in the surrounding area that includes an existing Westgate City Center, Tanger Outlets Mall, Zanjero, Main Street, Glendale Corporate Center, Sportsman Park, State Farm Stadium, Gila River Arena, all along the Loop 101 Freeway including the City’s municipal airport. This PAD provides an excellent opportunity for a variety of users with freeway frontage and good freeway and arterial roadways access, especially with the opening of 95th Avenue between Cardinals Way and Camelback Road. Customers and users for the site will have numerous access options. This proposed PAD allows for a mix of uses with opportunities for jobs, entertainment, offi ces, shopping, and hospitality. As previously mentioned, the potential mix of uses in the zoning request could include retailers who want to be close to VAI Resort, as well as commercial, offi ce, and lodging opportunities to capitalize on the nearby shopping and entertainment area. Based upon the analysis provided above, we believe the proposed rezoning is consistent with the overall intent and goals of the City’s General Plan land use designation of CCC and will be benefi cial to the surrounding area. GENERAL PLAN CONFORMANCE Planned Area Development Plan | 8 VAI Resort The intent of the VAI Resort PAD is to allow a mix of commercial retail, restaurants, entertainment, hospitality, offi ce, employment and multi-family in accordance with this PAD document. The purpose of the proposed PAD amendment is to create specifi c standards to guide the development of the Property. The property enjoys approximately 1/2 mile of the Loop 101 freeway frontage and full visibility from the Freeway. This request seeks to amend the PAD to allow for the development of a resort and entertainment focused, mixed-use development, which implements the greater intent of the City of Glendale’s vision for development along the Loop 101 Freeway corridor. This PAD amendment creates a unique mixed-use environment for a wide variety of land uses including but not limited to commercial retail, restaurants, entertainment, hospitality, offi ce, employment, and/or multi-family residential uses within the context of circulation and common landscape themes. PLANNED AREA DEVELOPMENT PLAN I. Purpose and Overview All uses (and prohibitions) outlined in the Centerpoint PAD, Sections F through H shall continue to apply. This PAD amendment allows additional uses including commercial retail, restaurants, entertainment and concert venue, theme park, semi-public swimming pool, hospitality, and offi ce uses as part of the overall VAI Resort/ hotel development. The Planning Administrator, or designee, shall determine if uses not expressly listed in the Centerpoint PAD or this amendment are signifi cantly similar or dissimilar to particular uses listed within this PAD. Any uses similar to and not more detrimental than the uses permitted herein shall be subject to Planning Administrator interpretive administrative approval. Uses that are found to be similar shall meet the same requirements as the related use listed in the matrix. II. Permitted Uses Planned Area Development Plan | 9 VAI Resort All Performance Conditions outlined in the Centerpoint PAD, Section G shall continue to apply. This PAD amendment proposes an additional performance condition as follows: III. Performance Conditions As refl ected through Table A below, the development standards for the VAI Resort PAD amendment are similar to the Centerpoint PAD except as may be modifi ed to facilitate the development. The permitted heights and intensity will permit the development of a highly attractive and superior project at a scale appropriate for development. The requested development standards are intended to allow this Property to bring together the VAI Resort in a cohesively planned setting. While some residential homes exist next to the employee parking for this site, the applicant proposes to build a 6’ perimeter wall to screen that area. The existing perimeter streets and freeway act as appropriate separation between existing and proposed uses and already provides large building setbacks from any other adjacent development. Density and intensity in urbanized areas, near employment and retail centers on a major freeway, is typical, appropriate, and desirable. IV. Development Standards Live events, including, without limitation, shows, festivals, concerts, sales, corporate events, and other indoor/ or outdoor public gatherings (the “Live Events”) are permitted subject to an annual noise management plan approved by the City by December 31st. A noise management plan shall include: 1) Description and locations of noise monitoring equipment; 2) Real time noise monitoring and reporting of the average noise level in 1-hour periods; 3) An active trial period to identify system improvement and make adjustments as needed to speakers and noise monitoring systems; 4) Annual calibration of noise monitoring stations and equipment; 5) Procedures and policies to respond resident calls and complaints. Live events may be exempt from the provisions of the Glendale City Code provided that the event is operating in accordance with the conditions of the noise assessment and noise management plan approved by the City. If the City receives what it deems a signifi cant amount of citizen complaints related to Live Events (within reasonable discretion), the City may request the applicant modify its noise assessment and noise management plan to address such complaints, and the applicant will make all necessary and reasonable adjustments in response to such request to the City’s reasonable satisfaction and approval. Open space includes, but is not limited to lawns, decorative planting, walkways, active and passive recreation areas, playgrounds, fountains, swimming pools, wooded areas, water courses, perimeter landscaping, plazas and rooftop amenities. **Prior to the City’s issuance of permit(s) for vertical construction of building(s), the developer shall submit FAA form 7460-1 to the FAA Regional Offi ce for the FAA’s determination of whether such building(s) height would be a hazard to aviation and what additional conditions (if any) are recommended by the FAA. Building heights must comply with any terms required in the “No Hazard Determination” such as installing and maintaining any required lighting. ***If additional parking relief is required beyond the ratios outlined in the table above, a “Shared Parking Model/Parking Study Justifi cation” analysis may be submitted by the owner for administrative approval by the City for an additional reduction. Planned Area Development Plan | 11 VAI Resort The perimeter landscape setbacks are reduced because of an internal loop road that wraps the property and is necessary for site circulation and emergency access. However, additional landscaping is still provided along 95th Avenue and Missouri Avenue setbacks, and within the excess Right-of-Way along Cardinals Way. However, the intent of VAI Resorts is to provide as much greenery and theming elements wherever possible. PAD Deviation Justifi cation Landscape Setbacks The zoning code requires landscaping islands and plantings within the parking lot every 10 spaces. This PAD proposes to delete the parking lot islands for on-site parking. This design was based off the existing Cardinal’s parking lot and helps to maximize the on-site parking. As an entertainment user and theme park, there is a greater need for parking mass quantities of persons, and the city has typically accommodated this with other similar large event parking lots. The employee parking area east of 95th Avenue will have 5’-wide islands at the end-caps of parking rows only. Landscape Islands in Parking Lot The development provides approximately 5,639 spaces both on-site and off -site which exceeds the parking demands (4,263 spaces on average; 4,872 spaces maximum) per the Parking Analysis Report provided by EPS group. Below are the parking areas and their respective supplies to be provided. If the applicant desires additional spaces for its operations, the applicant will secure additional off -site parking in coordination with the City of Glendale. Parking The proposed development will provide signifi cantly more parking spaces than both the average and maximum calculated typical parking demand. It should be noted that these calculations represent the estimated demand and do not explicitly account for the eff ects of shared parking that is likely to occur, i.e. fl uctuation in demand for diff erent uses resulting in less parking needed at certain times. It should also be noted, similar to the concurrent Traffi c Impact Analysis, special event traffi c was not included. The event traffi c and parking accommodations will be evaluated under a separate plan, as requested by the City, on an annual basis. It should be noted this plan is subject to change as event traffi c becomes more defi ned related to concerts, special events, and other nearby concurrent stadium events. TABLE B: Parking Totals Design Guidelines | 12 VAI Resort The provisions of this section seek to create a foundation for design that will ensure development of an attractive, high-quality mixture of architectural styles. Buildings will feature creative applications of materials, colors and textures. The design of each building within the overall development will be complementary, so as to create a harmonious blend of styles. This will be accomplished through the use of compatible materials and colors, while creating a strong individual design identity consistent with each building’s individual use and purpose. The design guidelines and standards proposed herein are intended to provide an overall vision for the character of the project. The property contains four hotel buildings, attraction facilities, retail and restaurants each showcasing a mixture of “Rhinestone White” EIFS (Exterior Insulation & Finish System), stone veneer cladding along base walls and column surrounds, and all glass is a blue hue. Fenestration planned for each building is specifi c to its relationship with site lines and viewing angles. In this specifi c project, buildings are referred to as “Isles” as listed below. Building Design TABLE C: Building/“ISLE” Identifi cation Design Guidelines | 13 VAI Resort The visual impact of a building depends not only on its size, but also on the relationship between its height, length, and width including such features as prominent entries, windows, color and materials. Articulation of the facade on all four building sides. Building wall articulation shall be required on buildings with appropriate details and elements to recognize the pedestrian scale environment and a sense of place. Acceptable modes of articulation may include per building facade: Any pitched roof structure shall use concrete tiles or “pre-fi nished” metal roofi ng or other acceptable material as approved by Planning Division. Flat roofs shall be non-refl ective material (minimum SRI of 78 for non-occupiable roof patios). Variation in roof lines, architectural elements, change in materials, parapets and/or other signifi cant roof or canopy form, or other form of architectural treatment as approved by the Planning Division is encouraged to reduce the scale of buildings. Roof size, shape, material, color and slope should be coordinated with the scale and theme of the building. Parapets will be used for concealing fl at roofs. Three-dimensional cornice treatment (where appropriate) or other similar detail that enhance the building architecture is encouraged. All roof mounted mechanical, elevator equipment and satellite dishes will be screened from public view on the adjacent public streets of Cardinals Way and 95th Avenue. It is understood that it is not possible to screen such roof mounted equipment from some level of public view on the adjacent 101 Freeway, however, reasonable eff orts will be made to minimize the level of visual impact from the Loop 101 through screening, painting, color or other acceptable measures. • Changes in the horizontal wall plane. • Changes in the vertical wall plane. • Variation in the roof lines and form. • Introduction of signifi cant signage elements. • Use of balconies. • Use of ground level arcades and covered areas. • Use of protected and recessed entries. • Use of vertical elements on or in front of expansive blank walls. • Use of pronounced wall plane off sets and projects. • Use of vertical accents and focal points. • Change in use of materials or color to provide a clear distinction between roof, body and base of a building. • Variation in storefront windows and material diff erentiation. • Changes in predominant material use. • Other form of building facade articulation as approved by the Planning Division. Roof Design Design Guidelines | 14 VAI Resort All buildings shall have a minimum of one clearly defi ned main entrance which incorporates a minimum of 2 of the following elements: Entrances • Arches • Overhangs • Canopies or porticos • Recesses/projections • Raised parapets • Peaked roof forms • Signage • Entrances framed by outdoor pedestrian features or enhanced landscaping • Architectural features such as tile work and moldings integrated into the building structure to frame the entryway. • Other acceptable architectural element as approved by the Planning Division. There will be a mix of architectural materials throughout the project. Approved exterior wall materials include the following list, unless otherwise expanded with approved by the Planning Division: • Marble, or other natural stone • Tile cladding • Direct applied EIFS • Concrete, pre-cast or poured in place • Glass • Metal panels and/or trim • Metal and composite panels • Metals (polished and rusted) • Perforated metals and meshes • Stucco • Exposed fi nished structural steel • Stone • Masonry • Green-Screen/Green walls including trellises to reduce excessive radiant heat in pedestrian areas. • Or other acceptable method as approved by the Planning Division. Building Materials Design Guidelines | 15 VAI Resort Pedestrian crossing area shall have a diff erent color, texture or material to defi ne these areas with one of the following methods: Paving Materials Design • Stamped concrete or asphalt • Interlocking concrete pavers • Stained concrete • Integral colored concrete. • Water proofi ng stone matrix Thematic walls and fences shall be utilized to provide a cohesive project as approved by the Planning Division. Up to 8-feet tall walls are permitted except a 15-feet wall may be permitted near the SRP facility on Camelback Road Approved wall materials include the following list, unless otherwise approved by the Planning Division: • Metals, wrought iron, view fencing, steel tube (polished and rusted). • Architectural masonry products as CMU, integral color CMU, textured CMU. • Architectural masonry bricks and veneers. • Architectural metal works, stand alone or integrated into masonry walls. • Stucco or synthetic applied to all exposed surfaces of masonry CMU. • Poured in place concrete with direct applied EIFS Lighting shall comply with Section 35.4.400 of the Glendale Unifi ed Development Code unless modifi ed by this PAD (including lighting types, locations, intensity and hours identifi ed on Exhibit 8) or by other city exemptions. All exterior lighting on the site is to be shielded from view of the light source off -site to the extent feasible. Parking lot fi xtures and wall lights shall not exceed 25-feet in height. Lighting which may exceed dark sky ordinance is shown at locations atop the MATTEL attraction and Aerobar, generally identifi ed on Exhibit 8. Fixture counts may vary on a per show location or activation basis. The Theatrical Fixtures for the Aerobar are as follows: Main project entry points shall be created to convey the identity of the development. The main project entry points shall be designed as part of the overall entry plan which locates driveway locations, driveway widths, landscaping and paving details and shall be part of the Design Review application when that portion of the overall property is submitted to the City for review and approval. Wall/Fences Design Lighting Design Main Project Entry Points 1.) Elation Pixel Bar 120, they are 6.5’ long LED Bar with a max Lumen output of 168. 2.) Elation Proteus Brutus is a moving head spot fi xture with a 75000 Lumen Output LED Source. 3.) Elation Proteus Rayzor 1960 is a moving wash fi xture with a 8823 Lumen Output LED Source. • The Elation Proteus Brutus will be mounted to the top of the roof structure for the Aerobar and will point towards the sky and onto the attractions. • The Elation Proteus Razor 1960 will also be mounted to the Roof Structure of the Aerobar. • All theatrical lighting fi xtures will be fully controlled by the DMX protocol and can be run on various timings and diff erent confi gurations. • A theatrical fi xtures will be used to dynamically light up the Aerobar with diff erent lighting eff ects and color options deemed appropriate by operations to enhance the riders experience on the Aerobar Attraction. • Theatrical Fixtures do not have any type of photocell attached and will not be illuminated during daytime operations. • (Cutsheets Attached) Landscape Design | 16 VAI Resort Landscaping shall be designed to complement the building architecture overall design theme for the site. All planting materials will comply with the City’s low water use plant palette and the City’s landscaping minimum size requirements per Sections 35.4.103 through 35.4.105 of the Glendale Unifi ed Development Code. Enhanced landscaping will further defi ne potential building entries areas as indicated in this document. The plant palette will consist of a variety of drought-tolerant tree, shrubs and ground cover species and a colorful combination of shrubs and ground cover to enhance and complement the visual appearance of both the individual buildings and overall development. More specifi c details regarding plantings, types, locations and quantities will be a part of the future design review application where they will address the actual planting size and specifi cations. In addition, all planting material shall be fi nished with a natural topping in accordance with Sections 35.4.103 through 35.4.105 of the Glendale Unifi ed Development Code. LANDSCAPE DESIGN The perimeter landscaping shall incorporate the use of shrubs and ground covers that will provide a sense of identity and be compatible with the environmental conditions of the area. Drought tolerant trees, shrubs and ground covers shall be incorporated along all site edges. Specifi c Perimeter Treatments Entries into the site shall be clearly identifi ed as project entry points with the use of enhanced landscape materials. These may include increased plant massing, themed plant species as well as site walls consistent with the project. These may include native trees, with shrub accent and ground cover plantings, landscaped mounds, site walls and directional signage. Site Entrances On-site parking areas shall comply with the Landscape Islands in Parking Lot section of this PAD document and provide 5’-wide landscape islands at the end-caps of parking rows only. Each landscape island shall contain at least (1) tree or groupings of shrubs and ground covers with a minimum width of fi ve (5) feet measured from back of curb to back of curb, except if a photo-voltaic system is used in a parking fi eld. If such photo-voltaic system is used in a parking fi eld, then no landscape planter or plantings shall be required underneath the photo- voltaic covered area. Shrubs within the planter island of an on-site parking area shall be maintained to a height no greater than three (3) feet, and all trees within such planters shall maintain a minimum clearance of fi ve (5) feet from the lowest branch to the adjacent grade elevation. Wherever possible, the required number of landscape planters shall be distributed or located within the parking areas to enhance the proposed development project. The landscaped area within these planters may be used to satisfy general planting requirements. Parking Lot Landscaping A mixture of diff erent hardscape and paving materials shall be integrated into the site to emphasize key focus areas. These areas may include major vehicular entrances, pedestrian crossings, and/or pedestrian plazas. Architecturally themed signage, screen walls and decorative elements will be selected to integrate with the overall character of the development. Hardscape Design Signs & Wayfi nding | 17 VAI Resort All sign provisions outlined in the Centerpoint PAD, Section L shall continue to apply. This PAD amendment proposes additional signage provisions as outlined below and in the attached Comprehensive Sign Package. All signs shall comply with sight visibility requirements. A general framework is provided in this PAD amendment to ensure that the designs are appropriate for the project as a whole. Signage should not only include text that identifi es the name of the business but may also incorporate the use of graphics and forms that provide identity, where appropriate, for the uses. Signage will be a vital and integral tool in creating and framing the environment for VAI Resort. A unique signage package is proposed that allows business identifi cation, on and off -site advertising, art, graphics and freestanding signs to tie into the building architectural landscape of VAI Resort. The signage necessary to provide identity, name recognition, corporate branding and visual advertisement. Digital Billboard Signs will also be an important part of this signage hierarchy to generate interest and excitement for future businesses and the master plan itself. At the perimeter of the site, signs shall be designed to be easily read from both adjacent freeways and arterial streets. Signs along the 101 freeway may advertise on-site and off -site uses. All signs shall be regulated by the Signage Design Guidelines set forth in this PAD amendment under the governance of the Master Developer and/or its Assignee and the City of Glendale. All signs may face the freeway. Specifi c signage for individual building(s) and fi nal sign locations will be part of the Design Review process SIGNS & WAYFINDING These provisions are also meant to ensure an overall consistency in signage that protects the properties within the development and the unique identities of the uses and tenants. F. Digital Billboards Infrastructure | 20 VAI Resort VAI Resort is located at a major intersection of two signifi cant arterials: Cardinals Way and 95th Avenue. When combined with convenient freeway access at Cardinals Way, as well as Camelback Road, this development is very accessible for the general public both regionally and locally. The arterial street and freeway network already exist in the area. The pedestrian sidewalk framework exists on both sides of 95th Avenue adjacent to overall property. No sidewalk exists along the south side of Cardinals Way adjacent to the overall property. Sidewalk and required street improvements for the south half of Cardinals Way will be done when development adjacent to Cardinals Way occurs. Internal pedestrian walkway and connections to the City’s street sidewalk network and fi nal half-street improvements which may include streetlights, deceleration and driveway locations will be submitted when that portion of the property is submitted to the City for Design Review. INFRASTRUCTURE Circulation A traffi c impact analysis was prepared in accordance with the requirements of the City of Glendale, and submitted separately to the City of Glendale. The project generates more than 1,000 peak hour trips. The opening year for the proposed development is considered as 2025 for this analysis. The analysis study years include existing and horizon years 2025, 2035 and 2045 (20 years after opening). The weekday PM peak hour and Saturday peak hour (late afternoon) were studied since they correspond to both the peak operation of the proposed development and the adjacent roadway peaks. Traffi c Full build-out of the proposed development is anticipated to generate 24,507 weekday daily trips (entering/exiting) with 2,552 trips (entering/exiting) during the Weekday PM peak hour and 3,069 trips (entering/exiting) during the Saturday Peak Hour. Internal trip reductions were applied to specifi c uses within the development. TRIP GENERATION: Full build-out of the proposed development is anticipated to generate 24,507 weekday daily trips (entering/exiting) with 2,552 trips (entering/exiting) during the Weekday PM peak hour and 3,069 trips (entering/exiting) during the Saturday Peak Hour. Internal trip reductions were applied to specifi c uses within the development. EXISTING LEVEL-OF-SERVICE: The movements and approaches at the study intersections will operate at level-of-service ‘E’ and above during the weekday PM peak hour and Saturday peak hour of the horizon years with the exception of the Loop 101/Cardinals Way, 95th Avenue/Cardinals Way, 91st Avenue/Cardinals Way, 91st Avenue/ Camelback Road, 95th Avenue/Camelback Road and 99th Avenue/Camelback Road intersections. FUTURE LEVEL-OF-SERVICE: It is recommended to review and optimize existing corridor traffi c signal cycle lengths and traffi c signal phasing. This includes developing various plans for the weekday, weekend and event time periods. Cardinals Way and Camelback Road are currently programmed with coordination and 145 second cycle lengths during the PM peak hour and 120 second cycle lengths on the weekend. The level-of-service at the Loop 101/Cardinals Way and 95th Avenue/Cardinals Way intersections could be improved by reevaluating signal timing with future conditions. RECOMMENDED MITIGATION MEASURES: Infrastructure | 21 VAI Resort A future connection to the Loop 101 from the west side of the development is under consideration. This analysis does not account for a potential Loop 101 connection, and therefore makes conservative recommendations with the assumption that all traffi c will enter/exit the site from 95th Avenue. Camelback Road: The daily traffi c volume on Camelback Road is projected to reach 47,000 vpd in horizon year 2045 with background traffi c only and will approach capacity as a four and fi ve-lane roadway warranting a six-lane section. To achieve acceptable levels of service at the study intersections on Camelback Road, three through lanes in each direction are warranted in the horizon year. VAI Resort – Glendale, Arizona - 2 - Traffi c Impact Analysis –September 2024 The 91st Avenue/Cardinals Way, 91st Avenue/Camelback Road, 95th Avenue/Camelback Road, and 99th Avenue/Camelback Road intersections will experience delay with the growth of traffi c volumes. The site traffi c will have an additional impact at the 95th Avenue/Camelback Road and 91st Avenue/Cardinals Way intersections, since they are entryways to the site driveways on 95th Avenue and the parking garage on Montebello Avenue. In addition to three through lanes in each direction on Camelback Road, the following additional turn lanes are recommended: 91st Avenue and Cardinals Way " Northbound dual left-turn " Eastbound right-turn " Westbound dual left-turn " Maintain existing turn lanes 91st Avenue and Camelback Road " Northbound dual left-turn " Northbound right-turn " Westbound right-turn " Maintain existing turn lanes 95th Avenue and Camelback Road " Dual southbound left-turn " Dual eastbound left-turn " Maintain existing turn lanes including dual southbound right-turn lanes provided with existing conditions 99th Avenue and Camelback Road " Northbound right-turn " Dual westbound left-turn " Dual southbound left-turn " Southbound right-turn lane " Maintain existing turn lanes With the above improvements, the movements and approaches at the study intersections are anticipated to operate at level of service “E” or better. Phasing | 22 VAI Resort The proposed project may be developed in a single phase or in multiple phases. Each phase will be subject to the City’s normal Design Review process. At the time individual development is proposed, development shall be processed through the City’s Administrative Design Review process for that phase and show how the proposed development fi ts compatibly within the balance of the overall Property. Individual phases will build necessary site work, parking and infrastructure to accommodate that phase of development. PHASING The grading and drainage for the site will be designed to convey storm water runoff to the A.D.O.T. canal along the east edge of the 101 Freeway. On-site retention is incorporated, including a combined storm water retention system that retains for multiple parcels and a portion of 95th and Montebello Avenues’ Right-of-Way for the 100- year, 2-hour storm event. Storm water drainage will be conveyed via underground storm drains and overland fl ow across the surface which will outfall to a combination of surface and/or underground retention areas or to the A.D.O.T. canal. Any of the retention storage volume, not being conveyed to the A.D.O.T. canal, will dissipate within 36 hours via a combination of natural percolation, evaporation, and dry wells. Any off -site drainage impacts to the site will be routed through the site to maintain its historical drainage pattern. Grading & Drainage An extension of the City of Glendale’s water main will be located in an on-site loop around the outer perimeter of the VAI Resort Site. This system will provide domestic and fi re protection services to the property. The Property will have an on-site wastewater collection system that will discharged into the City of Glendale’s public sewer system. Waste and Wastewater Site Access Four main driveways are proposed on 95th Avenue. There is also a service-only driveway and employee driveway (not included in the analysis). The most northern driveway (Site Access A) is proposed as left-in, right-in and right-out and provides access to the hotels and a loop road that goes around the resort. Site Access B provides full access to a valet area. The two south driveways on 95th Avenue provide direct access to the Mattel Adventure Park while providing access to the loop road around the resort. The driveways near the Mattel Adventure Park are designed with a right-out exit only (Site Access C1) driveway and a right-in, left-in enter only (Site Access C2) driveway. Site Access D is a driveway to a new parking garage that is proposed on Montebello Avenue west of 91st Avenue. Site Access E (right-in and right-out) is a proposed driveway on 91st Avenue that will provide additional access to the new garage. There is also a shared ride drop-off /pick-up staging area with two driveways provided on Montebello Road east of 95th Avenue. The three existing Black Lot driveways on Montebello Road will remain open. VAI Resort – Glendale, Arizona - 3 - Traffi c Impact Analysis –September 2024 The site driveways will be stop sign controlled. Dedicated left-turn lanes will be provided on 95th Avenue at the driveways that allow left turns into the site, which include Site Access A, Site Access B and Site Access C2. Right-turn deceleration lanes are provided at the site driveways on 95th Avenue. VAI traffi c management, circulation and pedestrian accommodations during the Arizona Cardinal’s game day, and other major events at the adjacent football stadium, will be coordinated with the City staff and law enforcement. Additionally, a separate agreement will be entered into between the VAI ownership and the City to develop event traffi c management plans during special events at the VAI Resort and concert venue. EVENT TRAFFIC MANAGEMENT: PAD Findings | 23 VAI Resort PAD FINDINGS Section 5.901 Purpose, of the City of Glendale’s Zoning Ordinance states the intent of the PAD district is to: A. Encourage creative and eff ective use of land and circulation systems to accommodate changes in land development technologies. VAI Resort PAD amendment is at its core a mixed-use development that will also attract other complimentary uses over time. The adjacent entertainment corridor and freeway frontage and nearby freeway access is attractive to resort amenities, entertainment venues, retail and shopping, corporate headquarters, offi ce, regional operation centers, and a wide spectrum of local, community and regional retail shopping opportunities, restaurants, entertainment venues and high density residential. This total site is large enough to accommodate a variety of such uses within a master planned setting. Cardinals Way, 95th Avenue, Loop 101 Freeway and Missouri Avenue will provide convenient, multiple, major access to the overall site. B. Encourage residential development to provide a mixture of housing types and designs. No residential uses are proposed with this PAD amendment. C. Encourage innovative development or redevelopment concepts for all land use types to provide a greater variety and intensity of uses. As noted at several points in this narrative, the proposed mix of uses for VAI Resort include resort lodging and entertainment uses, commercial, and offi ce uses to capitalize on the nearby shopping and entertainment areas. D. Provide a process which relates the urban design and scale of project to the unique characteristics of the site. The vision for this PAD amendment is to provide a mixed-use environment that supports the City’s sports/entertainment area. The City has long wanted a commercial retail, restaurants, entertainment, hospitality, offi ce, employment user to locate in this corridor. The PAD amendment provides design criteria that helps support the City’s vision for design. All new development is required to follow the PAD design criteria and the City’s Design Review process. This will ensure City Staff suffi cient review of the urban design, scale and character of each development as it comes forth with the overall project. PAD Findings | 24 VAI Resort E. Require the nature and intensity of development to be supported by adequate utilities, transportation, drainage, and common open spaces to serve the development and to minimize impact on existing or future adjacent development. The previously approved CBD101 and Centerpoint PAD called for a high-intensity, mixed-use development that included up to 4.6 million square feet of offi ce, hotels, commercial retail space, and residential. This VAI Resort PAD amendment continues to seek the same spectrum of uses. The proposed project has been reviewed by the various City development review departments and it has been deemed that there are adequate utilities, transportation, drainage, and common open spaces to serve the development. F. Encourage development that is consistent with the policies and the guidelines established in any specifi c plan and the General Plan. The Property is designated as “CCC” (Corporate Commerce Center) and POS on the City’s General Plan Land Use map. An amendment to the Glendale General Plan is necessary for the 10-acre portion currently designated as POS. A separate General Plan Amendment application is pending with the City of Glendale (GPA23-02). The proposal is consistent with the policies and the guidelines in the General Plan. This request seeks the same zoning category as what is currently on the subject property and will continue to be consistent with the General Plan. It continues to seek the same spectrum of uses in a master planned setting but at a scale complimentary to the surrounding existing developments. Summary | 25 VAI Resort This proposal embraces the City’s vision for this area adjacent to the 101 Freeway to attract a broad range of complimentary, vibrant uses. The proposed VAI Resort PAD will provide an exceptional opportunity for the City to capture Arizona’s largest resort and entertainment venue. With a half mile of freeway frontage, along with signifi cant frontage along both Cardinals Way and the new 95th Avenue, VAI Resort is well positioned to achieve the vision set forth for this key corridor. The proposed request will positively impact the City’s economic vitality and the livability of the area. We believe this PAD is consistent with the overall intent and goals of the City of Glendale’s General Plan which sets forth objectives and expectations for this area.
