1 VAI RESORT Citizen Participation Report – PAD Amendment & GPA SEC Cardinals Way and Loop 101 Freeway October 2023 APPROVED City of Glendale Planning Division 23 FEBRUARY 2024 GPA23-02 & ZON23-03 2 Project Description Vai Resorts proposes to develop approximately 66.31 gross acres located at the southeast corner of Cardinals Way and the 101 Freeway (the “Property”), as seen at Tab 1. This application requests approval of an amendment to an existing Planned Area Development (“PAD”) District to allow the development of a resort and entertainment venue. The new Vai Resort is expected to be the largest in Arizona once built and comprised of a variety of entertainment, dining and retail attractions for both day and night-time activities. In total, the development is planned to have 1,200 hotel rooms and suites, theme park, concert venue, and swimming lagoon. The PAD amendment is intended to provide a superior land plan. Developing the Project will create opportunities to maximize the freeway access and synergy of other entertainment venues in the area. The Planned Area Development regulations are tailored to the proposed development and enable the creation of Arizona’s largest resort and entertainment experience. In addition to the PAD amendment, we are requesting a general plan amendment on the approximately 10 acres between 95th Avenue and 94th Avenue, as seen on the attached aerial map. This Property is requested to be modified from Parks and Open Space to Corporate Commerce Center to be consistent with the adjacent general plan land use designation. Notification Technique The Planning Department has determined that a notification letter and a virtual neighborhood meeting is the most appropriate public notification technique for this proposal. A notification letter describing the application and inviting the recipient to the virtual neighborhood meeting was mailed out on June 1, 2023. Please find a copy of the notification letter affidavit at Tab 2. Notification Lists An outlined map of the areas of notification is attached at Tab 3. All property owners identified on this map were notified. The mailing list is attached at Tab 4. The mailing list includes the following: a) All property owners identified within the notification area map. b) All relevant Homeowners Associations and Registered Neighborhood Groups and their representatives as provided by the City. c) All those noted as Interested Parties as provided by the City. d) All those noted on the “Additional Notification” list as provided by the City. 3 Virtual Meeting The virtual meeting was held at 6:00pm on June 20, 2023 using the Zoom virtual meeting platform. There were three individuals from the public who were in attendance in addition to the development team and Alex Lerma, the Glendale planner. The meeting ended at about 6:40pm. Please find the meeting log at Tab 5. The following is a summary of the comment and response to the questions at the meeting: • What is proposed in the small piece of land to the east of 95th Avenue? o The development team noted that a surface parking lot and to the furthest north area a Vai Resort office is proposed. • There was question about noise from events. o The development team noted that there will be events occurring on the Vai Resort property, but per the City of Glendale we will need to provide a plan on how to address noise. • There was a question about traffic and not wanting it within the Pendergast neighborhood. o The proposal is not proposing traffic through the Pendergast neighborhood. In addition, a traffic study is required for the process. • There was a comment that an in-person meeting should also be offered due to the folks in the Pendergast neighborhood that do not use computers. o The development team will coordinate an in-person meeting for July with that neighborhood. Additional Neighborhood Meetings In addition to the virtual neighborhood meeting we had another in-person meeting on July 27th at 6:30pm with the Pendergast Neighborhood to the east of the site. The meeting was hosted at one of the neighbor’s homes. At this meeting there were roughly a dozen neighbors in attendance who reside in the county. The following outlines some of the comments and questions from that meeting: • Perimeter fence o The neighbors would like a 6’ block wall along the east property line. The block wall should match the existing wall along Montebello, which is a 6’ wall with view fencing mounted on top of the block portion. The neighbors would like a gate installed at the north end of the new block wall to provide them with walking access to the stadium. • Existing SRP ditch o We informed the attendees Vai will not be impacting the ditch nor the trees as they are within the USBR Easement, which is managed by SRP. The neighbors enjoy the large trees along the ditch as the offer nice screening. The neighbors would like to continue maintaining the ditch and trees. • Construction completion o The project is expected to be completed in late 2024 or early 2025. • Office building heights o Neighbors were concerned with views from the nearby office looking into their properties. It was suggested that architectural “sun shade louvers” on the east face of the building may offer both 4 privacy view screening and relief from the daytime sun for the east-facing office interior spaces. Vai agreed to include those in their architectural design. • Live events and noise mitigation: o Neighbors requested information regarding the noise management plan and the number of live events. The applicant informed them that a noise management plan would be required as part of the PAD and would need to be approved by the city before any live events occur. Project Timeline 1.
