Due to the unique nature and mixture of uses contained within the proposed 
development, the standard City Parking Code alone does not adequately 
capture the anticipated parking needs. Therefore, the approach of this 
analysis was to develop a demand-based calculation utilizing pertinent data 
and methodologies from the following sources: 
 
• Parking Generation, by the Institute of Transportation Engineers (ITE) 
• Shared Parking, by the Urban Land Institute (ULI) 
• Developer provided planned operations data 
 
Review of the available land use codes and data revealed that for some uses 
ITE / ULI provided suitable data, while for others the specific operational data 
was more appropriate. The land use codes, operational data and independent 
variables used are consistent with the concurrently prepared Traffic Impact 
Analysis.  
 
The proposed developed is planned to consist of the following land uses:  
 
o Hotel (Land Use Code 310 / 330) – 1,082 Rooms 
o High-Turnover Sit-down Restaurant (Land Use Code 932) – 80,000 
Square Feet 
o Fine Dining (Land Use Code 932) – 30,000 Square Feet 
o Bar/Night Club (Land Use Code 932) – 60,000 Square Feet 
o Retail (Land Use Code 820) – 73,000 Square Feet 
o Conference and Ballroom (based on attendance) – 1,200 Attendees 
o Beach (based on estimated operational data) – 120 Visitors 
o Mattel Adventure Park (based on attendance) – 800 Visitors 
 
All available land use data and rates were utilized for each individual land use 
and applicable independent variable, including the average, 85th percentile and 
maximum calculations (if available). Each calculation result was then evaluated 
to determine the preferred methodology by following the ITE procedures. An 
average, as well as the maximum, of all preferred calculations was then 
calculated for each land use to obtain a total for the proposed development. The 
detailed calculations are provided in Attachment B. 
 
Table 1 and Table 2 respectively provide the total average and maximum 
parking demand summaries of the calculation results for the proposed 
development.

As can be seen in the above table, the estimated total average peak parking 
demand is 4,263 parked vehicles, with a maximum of 4,872 parked vehicles. 
With a planned supply of 5,730 parking spaces, this represents a surplus of 
1,467 parking spaces (+26%) using the average calculations and 858 parking 
spaces (+15%) using the maximum calculations.

The proposed development will provide significantly more parking spaces than 
both the average and maximum calculated typical parking demand. It should be 
noted that these calculations represent the estimated demand and do not 
explicitly account for the effects of shared parking that is likely to occur, i.e. 
fluctuation in demand for different uses resulting in less parking needed at 
certain times. It should also be noted, similar to the concurrent Traffic Impact 
Analysis, special event traffic was not included. The event traffic and parking 
accommodations will be evaluated under a separate plan.
