Blue Polymers, LLC is applying for Foreign Trade Zone (FTZ) Subzone designation for the 
property located in District 5 at the NW corner of S. Turner Rd & W MC85 in Buckeye, AZ 85326 
parcel 401-07-014C, to be included in the Greater Maricopa Foreign Trade Zone, Inc. No. 277.  
FTZ designation will allow reclassification of this property from Class 2 with a tax assessment ratio 
of 15% to Class 6 with a tax assessment ratio of 5% under A.R.S. §42-12006. 
Blue Polymers, LLC is a joint venture between Republic Services, an environmental services 
leader and Ravago Americas, a polymer recycling and distribution company. Blue Polymers 
manufactures custom-formulated plastics through a process of collecting and recycling post-
consumer material.
Blue Polymers plans to build a plastics recycling facility in Buckeye, AZ.  The new facility will be 
constructed with a variety of foreign materials. Once construction is completed the site will serve 
to process and purify household post-consumer plastics and convert them into a high-quality 
resin. Additionally, the Buckeye facility may serve as the main warehouse and distribution hub for 
all spare parts for Blue Polymer’s four facilities nationwide. The total capital investment planned 
for the facility is approximately $43.3 million in real property and $51.8 million in personal property 
for a total capital investment of $95.1 million. Blue Polymers, LLC expects at the end of 10 years 
to create approximately 60 direct jobs with an annual payroll of $4 million.

Blue Polymers, LLC. operations will create approximately 60 direct and 69 indirect jobs 
over the next 10 years, with estimated combined annual payroll of $7.6 million at the end 
of 10 years.

Estimated $11.4 million in direct tax revenues and $2.2 million in indirect tax revenues for 
a total of $13.6 million in tax revenue to Maricopa County over a 10-year period.

Estimated $37.4 million of direct personal income and an additional $33.9 million of indirect 
personal income for a total of $71.3 million to Maricopa County over a 10-year period.


Estimated $222.4 million in direct economic output and an additional $134.6 million in 
indirect output for a total of $357.0 million to Maricopa County over a 10-year period.
Property Tax Impact 

Property taxes currently collected for these parcels is approximately $2,412 annually for 
Maricopa County’s portion as a Class 2 property. When the project is completed, property 
taxes will increase to approximately $33,821 annually for Maricopa County’s portion as a 
Class 6 property.
