PLEDGE OF ALLEGIANCE - JURO FIDELIDAD A LA BANDERA
Rabbi Allouche led the Pledge of Allegiance to the flag. Vice Chairman Galvin said 
Rabbi Allouche was the Rabbi at Congregation Beth Tefillah in Scottsdale and founding 
dean and spiritual leader of the Nishmat Adin High School. Vice Chairman spoke about 
Rabbi Allouche’s accomplishments and contributions to the community and thanked 
him for being his guest.

PET SHOWCASE BY MARICOPA COUNTY ANIMAL CARE AND CONTROL - 
PRESENTACIÓN DE ANIMALES DOMESTICOS POR EL DEPARTAMENTO DE
CONTROL Y CUIDADO DE ANIMALES
Kim Powell with MCACC introduced Martin, a one-year-old mixed breed dog who came 
to the shelter as a stray on June 15, 2024. He is very social, well trained and food 
motivated. Martin is available at the West Shelter.
Chairman Sellers asked the Clerk if there were any announcements or corrections to the 
agenda.
The Clerk stated that on item 7, the date of continuance was missdated. It should read 
“from the May 22, 2024, and June 12, 2024, meeting.”

IMPACT STATEMENT HEARING FOR THE PROPOSED HACIENDA DEL CAMPO 
IRRIGATION WATER DELIVERY DISTRICT
Pursuant to A.R.S. § 48-261 and § 48-263, convene the scheduled public hearing on the
impact statement for the proposed Hacienda Del Campo Irrigation Water Delivery District.
The Board of Supervisors will hear those who appear for and against the proposed district 
and shall determine whether the creation of the district will promote public health, comfort, 
convenience, necessity, or welfare.
If the Board determines that the public health, comfort, convenience, necessity, or welfare 
will be promoted, it shall approve the district impact statement, a bond of $250, and authorize
the persons proposing the district to circulate petitions within the following proposed

DEANNEXATION FROM THE CITY OF PHOENIX TO MARICOPA COUNTY
Pursuant to A.R.S. § 9-471.03 convene the scheduled public hearing regarding the de-
annexing road right-of-way from City of Phoenix jurisdiction to Maricopa County.
Right-of-way location: 25’ Strip along east side of 107th Ave between 0.25 and 0.5 mile south
of Broadway RD.  
The Board of Supervisors determined at a public hearing on May 22, 2024 that such action
would be in the public interest and has complied with the additional requirements of A.R.S. 
§ 9-471.03.
If approved, the Board of Supervisors:
1. Orders that the public right-of-way be returned as specified in City of Phoenix Ordinance 
No. S-48420 returning the public right-of-way to Maricopa County.
2. Pursuant to ARS § 9-471.02, directs the Clerk of the Board to notify the City of Phoenix 
that the Board of Supervisors order regarding the de-annexation of the public right-of-way 
was approved, and
3. Directs the Clerk of the Board to certify a copy of the order of the Board and file it for 
record in the Office of the County Recorder.
Legal description of the roadway being de-annexed, identified as Exhibit "A", is attached.
MCDOT Analysis: 107th Avenue is currently owned and operated by Maricopa County. 
Additional right of way is required to meet ultimate Arterial Road requirements.

The Board action will result to add 0.0011 square miles to County ownership and enable the
County to assume responsibility for road maintenance.
Financial Status: Cost of the additional roadway development falls to the developer with no 
initial cost to Maricopa County.  Cost of maintenance moving forward is typical of roadway 
maintenance cost and will be the responsibility of Maricopa County.  The cost of roadway 
maintenance provides a benefit to the traveling public.

FUNDS TO CITY OF MESA
Authorize the County Manager or designee to negotiate and prepare Intergovernmental 
Agreements with the City of Mesa for expenditure of Community Solutions Funds to support
the Mesa Firefighter Memorial, Mesa Historical Society and the Mesa i.d.e.a. Museum. The 
estimated expenditures total $350,000. The IGA will be placed on an upcoming Board 
agenda for approval.

FIX THE SALARIES OF CONSTABLES TO BE ELECTED FOR THE FOUR-YEAR 
PERIOD COMMENCING ON THE FIRST DAY OF JANUARY, 2025 AND INCREASE 
THE SALARY OF THE IRONWOOD CONSTABLE.
Pursuant to A.R.S. § 11-424.01 (A) fix the salaries of the Constables in 9 justice precincts. 
Pursuant to A.R.S. § 11-424.01 (C)(5), fix the salaries of Constables in Country Meadows, 
Highland, Moon Valley, San Tan Justice Precincts at $55,000 and the Arcadia Biltmore,

Desert Ridge, Dreamy Draw, Maryvale, and North Mesa Justice Precincts at $75,000 
commencing four-year terms on January 1, 2025. 
Constables in these precincts set for salary adjustments serve an average of more than 100 
documents per year over the previous four years and have more than 16,000 registered 
voters. 
The Constables will return to the Board with additional action to adjust the FY2025 budget 
based on the outcome of the election. 
The remaining Constable Precincts are not up for re-election and do not meet the criteria for 
salary adjustments.
Pursuant to A.R.S. § 11-424.01 (C)(4), increase the salary of the Constable in the Ironwood 
Justice Precinct to $41,000 effective July 1, 2024. The Constable in this precinct serves an 
average of more than 100 documents per year over the previous four years and has twelve 
thousand or more registered voters but fewer than sixteen thousand.
A.R.S. § 11-424.01 (A) states: “At the regular June meeting of the several boards of 
supervisors preceding a general election, the boards shall fix the salaries of constables to 
be elected for the four-year period commencing on the first day of the following January.”  
A.R.S. § 11-424.01 (C) states: “In precincts with an average of more than one hundred 
documents served per year by a constable over the previous four years, as reported on the 
constable standardized daily activity logs, the constables shall be paid as follows:
A.R.S. § 11-424.01 (C)(4) states: “In precincts with twelve thousand or more registered 
voters but fewer than sixteen thousand registered voters, annual salaries of not less than 
$41,000 or more than $56,000.”
A.R.S. § 11-424.01 (C)(5) states. “In precincts with sixteen thousand or more registered 
voters, annual salaries of not less than $55,000 or more than $75,000.”

GRANT FUNDS FOR REIMBURSEMENT OF TRAVEL EXPENSES FROM THE 
ARIZONA AUTO THEFT AUTHORITY
Approve receipt of grant funds from the Arizona Automobile Theft Authority FY24 LAW 
ENFORCEMENT GRANT in the amount of $1,213.43 and authorize the Chairman to sign all 
applicable documents. The funds are intended to reimburse MCAO for travel expenses 
incurred by DCA Frank Woods for a presentation provided at the Multi-State Auto Theft 
Prevention Authority meeting held in Albuquerque, New Mexico in November 2023. This 
grant agreement commences when all signatures have been obtained and will terminate on 
June 30, 2024, unless an extension has been requested and received.  
In accordance with item 2 on pages 1 and 2 of the agreement, the grant allows a 0% rate for
indirect costs or $0 that may be incurred by the County Attorney’s Office of Maricopa County 
for the administration of this grant. The Maricopa County Attorney's Office's composite 
indirect cost rate for FY24 is 20.20%, or $245.11. The recoverable indirect cost of 
administering this grant is $0; the non-recoverable indirect cost is $245.11 which will be
covered by the department general fund. This grant is non-competitive and does not require

a match. The grant award does not require ongoing cash contributions after the grant period
ends.
Grant revenues are not “local revenues” for the purpose of the constitutional expenditure 
limitation, and therefore, expenditure of the funds is not prohibited by budget law.
This one-time grant to reimburse travel expenses will expire at the end of the agreement.

AMENDMENT TO AGREEMENT WITH PHOENIX CHILDREN'S HOSPITAL FOR 
SERVICES FOR MINOR CHILDREN
Approve the first amendment to the agreement with Phoenix Children's Hospital on behalf of 
the Maricopa County Attorney to amend ATTACHMENT B - COMPENSATION AND 
REIMBURSEMENT. 
The terms of this agreement will become effective upon the Board of Supervisors' approval. 
Authorize the Chairman to sign all documents related to this action. 
The Board of Supervisors approved the original agreement on August 23, 2023, under 
Agenda C-19-24-017-X-00. All other terms will remain in effect unless otherwise extended 
or amended.

ACCEPT GRANT FUNDING FROM THE ARIZONA CRIMINAL JUSTICE COMMISSION 
FOR FY25 DRUG, GANG, AND VIOLENT CRIME PROGRAM
Approve the application and acceptance of grant funds from the Arizona Criminal Justice 
Commission (ACJC) through the FY 2024-2025 Drug, Gang, and Violent Crime Program in 
the amount of $807,390.75, which includes: $712,905.83 in Federal funds under CFDA 
16.738 and $94,484.92 in State funds. This program requires a cash match of 25%, or 
$269,130.25. The total award is $1,076,521. These funds are for the enhancement of drug, 
gang, and violent crime prosecution. This grant agreement, ACJC number DC-25-027, 
commences on July 1, 2024, and will terminate on June 30, 2025. 
Authorize the Chairman to sign all documents related to these grant funds, as applicable.
The grant funds, $807,390.75, may not be expended for any indirect costs which may be
incurred by the Maricopa County Attorney's Office or Maricopa County for the administration 
of this grant (Agreement Page 8, Paragraph 35). The grant allows a 0% rate for indirect costs
or $0 that may be incurred by the County Attorney's Office or Maricopa County for the 
administration of this grant. The Maricopa County Attorney's Office's composite indirect cost 
rate for FY25 is 15.530%, or $125,387.78. The recoverable indirect cost of administering this

grant is $0; the non-recoverable indirect cost is $125,387.78. Nonrecoverable indirect costs 
will be covered by the departmental general fund budget. 
The 25% match requirement will be covered by the departmental general fund. The grant is 
competitive and reoccurring and does not require ongoing cash contributions after the grant
period's end date. This funding directly supports the mandated function of prosecution of 
criminal cases.
Grant revenues are not "local revenues" for the purpose of the constitutional expenditure 
limitation, and therefore budget law does not prohibit the expenditure of these funds.

AGREEMENT WITH CHILDHELP
Approve an agreement with ChildHelp, Inc. to aid in the investigation and prosecution of child 
physical abuse, sexual assault, and sexual abuse involving minors. The term of the 
agreement begins once the agreement is fully executed and terminates June 30, 2026, 
unless otherwise extended, or amended. ChildHelp will provide staff with knowledge and 
expertise to gather and collect evidence, conduct forensic interviews, and otherwise assist 
in the furtherance of the investigation and prosecution of sexual assaults or sexual abuse 
matters involving minors, and assist the Maricopa County Attorney's Office in such matters; 
with the understanding that their evaluation may include consultation and courtroom 
testimony as it pertains to such cases. Authorize the Chairman to sign any and all documents
related to this action. These services are vital to the investigation, apprehension, and 
prosecution of child physical abuse, sexual assault, and sexual abuse involving minor
offenders.

MOU WITH NEW LIFE CENTER FOR THE DEPARTMENT OF EMERGENCY AND 
MILITARY AFFAIRS ANTI-HUMAN TRAFFICKING GRANT FUND PROGRAM
Approve the Memorandum of Understanding (MOU) between New Life Center (NLC) and 
the Maricopa County Attorney's Office(MCAO) for the performance of grant deliverables 
outlined in the Department of Emergency and Military Affairs (DEMA) agreement M22-0053 
approved by the Board of Supervisors on June 12, 2024 (C-19-24-118-X-00). The purpose 
of this MOU is to delineate the parties' responsibilities, formalize relationships between
parties, and maximize cooperation between agencies.
The MOU shall be in effect upon the date it is signed by the Board of Supervisors and NLC 
and will remain in effect for the duration of the agreement with DEMA, contingent upon 
approval of necessary funding. However, it may be terminated at any time upon the written 
mutual consent of the agencies involved. Written notification must be provided by either party 
at least 30 days before withdrawal. This agreement may be modified at any time with the 
written consent of all involved agencies.

REPLACEMENT OF FLEET VEHICLES AND EXEMPTION FROM MARKINGS
Approve the acquisition of two vehicles, one vehicle as a permanent addition to the fleet and
one replacement for a permanent vehicle.  The vehicles are scheduled to be replaced as 
part of the annual replacement of one-tenth of the MCAO fleet of vehicles and is deemed 
critical due to excessive mileage and/or the age of the vehicles making it cost-prohibitive to 
acquire replacement parts with which to maintain the vehicles.
The vehicles will be replaced with similar-style vehicles using funds from the County Attorney
(D190) Racketeering Influenced Corrupt Organization (RICO) fund (213) approved June 26, 
2024 (C-19-24-143-X-00). The cost of the two vehicles to be paid from RICO funds shall not
exceed $150,000. The net impact on the County Attorney fleet is zero. 
Pursuant to A.R.S. 38-538-03 and §28-2511(A), approve the issuance of non-governmental
license plates and exemptions from county markings for the two undercover vehicles. These 
vehicles will replace vehicles that are used for law enforcement investigative purposes. 
A detailed cross-referenced list of vehicle identification numbers is kept on file with the Clerk
of the Board of Supervisors and retained in accordance with the LAPR-approved retention 
schedule.
As these vehicles will be permanent additions to the fleet, they will be disposed of according
to forfeiture regulations, and the General Fund will not be used to replace these vehicles.
As this action involves replacing existing fleet vehicles, expenditures for their operation and 
maintenance will continue to be absorbed by the County Attorney's general fund budget with
zero net impact.

FY 2024 GRANTS APPROPRIATION ADJUSTMENTS MARICOPA COUNTY 
ATTORNEY
In accordance with A.R.S. §42-17106 (B), approve the following amendments to the FY 2024 
budget: 
Increase the revenue and expenditure authorities for County Attorney (D190) County 
Attorney Grants (219) Operating (OPER) budget by $295,502.00. 
The adjustment is needed after performing a grants reconciliation and revising the spending
forecast based on updated spending trends for personnel, supplies, and services. The award
amounts differ from those approved in the FY2024 budget. 
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore, expenditures of these revenues are not prohibited by the budget 
law. 
This action does not alter the budget, constraining the expenditures of local revenues duly 
adopted by the Board pursuant to A.R.S. §42-17105.

IGAS WITH SCHOOL DISTRICTS FOR ELECTION SERVICES
Approve (51) 2024 - 2026 Intergovernmental Agreements (IGAs) between Maricopa County
on behalf of the Maricopa County School Superintendent (MCSS) and various school 
districts within Maricopa County for election services. The Maricopa County School 
Superintendent's Office has obtained agreements with each participating school district. 
Executed agreements will be kept on file in the Office of Maricopa County School 
Superintendent. MCSS will be responsible for delivering duplicate originals of agreements to
each of the named school districts. Each IGA shall become effective from and after the date
of its execution and expire on December 31, 2026.
Approve the form of the IGA as presented which outlines the responsibilities of each of the 
parties to conduct school district elections in Maricopa County pursuant to A.R.S. §15-
301(C); §15-302(A)(7) and (8), and §15-342(13). Maricopa County is authorized to enter into
this IGA under A.R.S. §11-952 for the purposes of exercising joint powers or contracting for 
services.

AGREEMENT WITH THE ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR 
RRT CBRNE SUSTAINABILITY (50RRTSUST) – GY24
Approve the Agreement and acceptance of reallocation grant funds to the Sheriff’s Office 
from the Arizona Department of Homeland Security, RRT-CBRNE Sustainment 
(50RRTSUST) Agreement Number 22-AZDOHS-HSGP-220206-05 in the amount of
$36,194 for the award period beginning June 1, 2024, and terminating on May 31, 2025. This 
Agreement may be terminated by any of the parties by written notice to the other parties 
thirty (30) business days prior to termination.
The Sheriff’s Office indirect cost rate for FY25 is 26.71%, applicable to the award amount of
$36,194 less capital expenses of $36,194 for an indirect cost base of $(0) and indirect costs 
of $(0). Indirect costs are unallowable by the terms of this Agreement unless applied for and
approved in writing (page 4, Allowable Costs Section), and $(0) in indirect costs will be 
absorbed by the General Fund.  
The funding award is competitive and does not require a match. This is the third time this 
funding has been awarded to the Sheriff’s Office. There are no future or ongoing 
contributions required after the grant period ends; however, property (items) purchased with 
these funds must remain available to the unit for the duration of its existence and/or the 
useful life of the item. This funding is not for a specific mandate but supports the Sheriff’s 
Office overall public safety mandate. This is reimbursement funding that will be used to 
purchase capital equipment. 
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore, expenditures of these revenues are not prohibited by the budget 
law.

BUILDING ACCESS AND NON-EXCLUSIVE LICENSE AGREEMENT BETWEEN 
MARICOPA COUNTY AND TELEPORT COMMUNICATIONS AMERICA, LLC (AT&T)
Approve and execute a Building Access and Non-Exclusive License Agreement between 
Maricopa County and Teleport Communications America, LLC, subsidiary of AT&T.  The 
License Agreement will allow Teleport Communications America to install and maintain a 
fiber optic line in the Maricopa County Sheriff's Office (MCSO) HQ building located at 550 
West Jackson Street in Phoenix. The Assistant County Manager for Maricopa County and/or
the Real Estate Director for Maricopa County shall administer the License Agreement. 
The building is in Supervisor District 5.

Accept the individual cash donations during the month(s) of April and May to the Sheriff's
Office and designated for the MASH Unit from Alyssa Mencini for $1,000; Anshika Mehrotra
for $500; and Joanne Munson for $250. Cash donations total $1,750.
Also, accept the non-cash donations during the month(s) of April and May as follow: BARK
(Buckeye Animal Rescue & Kennel) consisting of Kennels, Leashes, Food, assortment of

SUBRECIPIENT IGA WITH CITY OF TEMPE FOR UNLAWFUL MEDICAL MARIJUANA 
TRAFFICKING
Approve a subrecipient Intergovernmental Agreement (IGA) with the City of Tempe that
allows Maricopa County Sheriff's Office (MCSO) to reimburse overtime of Tempe 
officers/investigators assisting in investigating or providing training on illegal medical
marijuana "dispensary" operations, marijuana grows and cannabis labs. This is a five-year 
IGA that coincides with MCSO's Agreement with the Arizona Department of Health Services
AGR2024-014 (C-50-24-176-X-00).  It is effective retroactive to February 1, 2024 and ends 
January 30, 2029.  The initial amount of reimbursement funding is not to exceed $95,000. 
This Agreement can be terminated for any reason with a 30-day notice.

AMENDMENT TO AGREEMENT WITH HUMAN SERVICES CAMPUS
Approve Amendment No. 1 to the agreement between the Human Services Campus (HSC) 
and Maricopa County. This agreement intends to identify and address access to Housing 
Navigation resources for incarcerated patients transitioning into the community. HSC and 
Correctional Health Services (CHS) collaborate to provide linkages to housing resources to
reduce homelessness. 
The purpose of this amendment is to renew for a term of twelve (12) months. It is non-
financial and is effective July 26, 2023, and ending July 25, 2024. In addition, replace “Human 
Services Campus” with “Human Services Campus, Inc. dba Keys to Change” to rectify the 
recent name change.

Department of Correctional Health Services (CHS).   This agreement is for third-party claims
payment services provided by AHCCCS to CHS.  AHCCCS processes all outside provider

claims incurred due to the incarcerated patient population needing medical services from a 
health care provider outside of the jail system.
The purpose of this amendment is to renew for a term of twelve (12) months. This non-

County has control of third-party providers who are providing services. 
Jen Pokorski, County Manager, called on Lisa Struble, Director of Correctional Health 
to come forward. Ms. Struble said this amendment/extension is an agreement between 
AHCCCS and the County who is the employed provider. There is no third party. The 
rates are state negotiated rates for medical services. 
Lauri Baroni, resident, read the item and asked who oversees the cost containment 
system. Ms. Pokorski asked Marcy Flanagan, Director of Public Health, to come 
forward. Ms. Flanagan said there is a director that is appointed by the Governor and 
confirmed by the Senate and the Legislature. Carmen Heredia was named.

2. Increase the expenditure authority in the Correctional Health (D260) Detention Fund (255)
Operating (OPER) budget by $830,000.
Additionally, pursuant to A.R.S. §42-17106(B), approve the following adjustments to the FY 
2024 budget.
1. Increase the expenditure authority in the Correctional Health (D260) Detention Fund (255)
Operating (OPER) budget by a not-to-exceed amount of $1,000,000.

APPOINTMENTS OF 2024 JULY PRIMARY ELECTION BOARDS
In accordance with state law (A.R.S. §16-531), approve the appointment of election boards 
and central boards necessary to conduct the July 30, 2024, Primary Election.  The board 
worker appointments are made by the Elections Director overseeing in-person voting, 
election services, warehouse operations, candidate filing, and tabulation.  Appointments are
on file with the Clerk of the Board of Supervisors and retained in accordance with LAPR
approved retention schedule.  This action also authorizes the Elections Director to pay 
election boards compensation wages and communications expenses.  This board action also 
authorizes the Director of Election Day to hire additional election boards and central board 
positions that are not yet filled and/or replace election boards and central boards appointees

LEASE DOCUMENTS FOR FINANCING OF COUNTY EQUIPMENT AND THE 
DECLARATION OF OFFICIAL INTENT
Authorize the Chairman to approve and execute all lease financing documents (to be
periodically submitted for Board signature by the Office of Budget and Finance), including 
the “Declaration of Official Intent,” in an amount not to exceed $29,696,522 (principal), as 
required for reimbursement of expenditures related to the acquisition of County equipment 
such as vehicles, radios, computers, and other equipment. Authorize appropriate 
departmental representatives to co-sign lease documents pertaining to their respective 
departments. All lease financing documents are subject to County Attorney approval.
The Office of Budget and Finance will facilitate the reimbursement from lease financing 
during fiscal year 2025. Expenditures associated with equipment purchases will be bundled 
for lease financing at which time the interest rate(s) will be bid and repayment terms and 
amounts for principal and interest will be known.  Lease(s) maturity will be thirteen months. 
Lease financing will be facilitated by the County’s master personal property lease contract 
as approved by the Board of Supervisors on December 1, 2020.

There is a need for the County to enter lease financing for equipment purchases. Purchased 
equipment will be financed by the master personal property lease contract for County capital
purchases.
The Declaration of Official Intent will satisfy the 60-day reimbursement period for 
reimbursement of original expenditures, as required by Treasury Regulation §1.150-2(d)(1) 
(1993). Capital outlay expenditures from lease financing proceeds and the corresponding 
debt service payments for principal and interest are not subject to the County Expenditure 
Limitation Report (ELR). Lease financing will extend the debt service payments into the 
subsequent fiscal year (FY 2025-26). The benefit to the County for entering into lease 
financing is that both the capital outlay expenditures from the lease proceeds and the debt 
payments are exempt from the ELR.

County is anticipating issuing tax-exempt obligations to finance capital projects in the Capital

AMENDMENT TO IGA WITH CITY OF EL MIRAGE FOR HOMELESSNESS OUTREACH 
SERVICES
Approve financial Amendment No. 1 to the revenue Intergovernmental Agreement 
(“Agreement”) between the City of El Mirage (“City”) and Maricopa County (“County”), 
administered by its Human Services Department. The purpose of the Agreement is to 
establish a collaboration between the Parties focused on reducing homelessness in the City
of El Mirage and surrounding area through street outreach and navigation services for 
unsheltered individuals (the “Program”). Under the Agreement, the City of El Mirage provides 
funding to Maricopa County for program service delivery.
The purpose of the Amendment is to address the following items:
A. Extend the Agreement term from July 1, 2024, through June 30, 2025.
B. Revise Section 5.0 (Funding) to address funding for the extension term. The City shall 
provide the County with $30,000 in funding for the Agreement term. Payments shall not 
exceed $2,500 per month.
C. Revise Paragraph 10.0 (Notices) by updating the County contact information.
Amendment No. 1 shall be effective upon approval and signature by both Parties.
Supervisor District: 4
This is a non-reoccurring Agreement that is entered by the Parties through a non-competitive 
process. Cash, match, or in-kind are not required. The County does not have any obligations 
after the Agreement term.
The services provided under this Agreement are not mandated services but provide a benefit 
to the residents of Maricopa County by increasing the availability of outreach services to 
individuals and families experience homelessness.
The Human Services Department provisional indirect rate for FY2024, approved by the U.S.
Department of Health and Human Services, is 22.2% for salaries and employee related 
expenses (ERE). The Agreement funding amount is $30,000 of which $0 is for salaries and 
ERE, therefore, indirect costs are $0 and not subject to indirect cost recovery.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore, expenditure of the revenues is not prohibited by the budget law. 
Funds received from this Agreement do not alter the budget constraining expenditures of 
local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant 
budget will be adjusted as necessary to accommodate this Agreement through future grant 
reconciliation. 
This Agreement does not impact the County General Funds.

County to administer Housing Support Services in Maricopa County by providing assistance
to individuals/families:

options are located.
The Purpose of the Amendment is to revise the Agreement as follows:

Approve a non-financial Amendment No. 1 to the Intergovernmental Agreement 
(“Agreement”) between the Maricopa County Library District (“Library District”) and Maricopa
County Human Services Department. The purpose of this Agreement is to integrate the 
Human Services workforce development system into the Library District’s social and 
community services resource network. The Parties agree to support workforce development
activities and training efforts that will enable the local employers to attract and retain top 
talent, as well as to provide job seekers with Workforce Innovation and Opportunity Act 
(WIOA) program services (“Program”). Workforce Development Coordinators will be located
in 2 Library District’s locations and will provide job seeker and employment information to 
individuals in the local area.
The purpose of the Amendment No. 1 is to address the following:
A. Extend the Agreement termination date from July 1, 2024, through June 30, 2026.
B. Update point of contact in Section 8.0 (NOTICES).

Lauri Baroni, resident, asked about the training of the library staff and the removal of 
the “garbage” in the libraries. She asked who is protecting our children. 
Vice Chairman asked Ms. Pokorski about the process to remove material that is 
objectionable from the library. Ms. Pokorski said if someone finds objectional material 
in the library, there is a review process that is handled by a panel of librarians. Parents

are linked to their children’s library card and could review the material their kids check 
out. 
Tom Liddy, County Attorneys Office, said if there is obscene or unlawful material found 
in the library, it needs to be brought to the attention of law enforcement in the

Workforce Development and the Library District. He said these services are provided 
to assist individuals in employment training and opportunities.

William J., resident, said data sharing violates people’s rights. He questioned what data 
is being shared with DES and how can the County assure the information is secure. 
Ms. Pokorski said the information gathered is for client eligibility for certain assistance 
programs and are subject to all Maricopa County cybersecurity protocols.

not subject to HIPPA rules and is used for coordinating application services requested 
by individuals, reducing the need for the client to fill out multiple forms.

with no changes. Susan Adams, Director of Internal Audit, came forward and stated the 
Charter is reviewed each year and no changes have been necessary. She added that 
Internal Audit looks at operations, assesses risk to determine if departments meet their 
goals. She also confirmed that this is not a financial audit.
Supervisor Hickman asked Ms. Adams who oversees Internal Audit. She replied to the 
Board of Supervisors and said the structure is to create independence, so the Internal 
Audit Department is not unduly influenced by the departments in their reporting to the 
Board.

ACCEPTANCE OF PUBLIC DEFENDER TRAINING FUNDS
Approve the acceptance of funds from the Arizona Administrative Office of the Courts (AOC)
in the amount not to exceed $166,549 per year for the purpose of providing public defender 
training.  Authorize the Chairman of the Board of Supervisors to sign all funding agreements
related to this special revenue fund.  This funding will be allocated to the Office of the Public
Defender ($129,815), Office of the Legal Defender ($22,461), and Office of the Legal
Advocate ($14,273).
 
This entitlement is re-occurring.  There are no in-kind match requirements and requires no 
ongoing cash contributions.  Public Defense agencies who provide felony representation are
the only eligible entities to receive this award. 
 
Pursuant to A.R.S. § 12-113(A)(1), Judicial Collection Enhancement Fund; 12-116, Time 
Payment Fee; and 12-117, County Public Defender Training Fund, monies are provided 
through the state treasurer to the Supreme Court to provide county public defender training.
The purpose of the attached agreements is to establish terms and conditions under which

the WIC (Women, Infants and Children) and BFPC (Breastfeeding Peer Counseling) 
Programs between Arizona Department of Health Services (ADHS) and Maricopa County by
and through its Department of Public Health (MCDPH) to provide grant funding for WIC and
BFPC promotion and outreach services. The purpose of this grant is to provide participant-
centered services (PCS) including nutrition, breastfeeding information, specific supplemental 
healthy foods through the issuance of food benefits, and referrals to other health and human 
services. Awarding an additional amount of $252,066.43, the new not-to-exceed amount is 
$10,220,116.43 for the budget period October 01, 2023, through September 30, 2024. The 
contract term is October 01, 2023, through September 30, 2028. The term of the Contract 
shall not exceed five (5) years.
It is mutually agreed that the Intergovernmental Agreement referenced is amended as 
follows:
1. Pursuant to Terms and Conditions, Provision Six (6), Contract Changes, Section 6.1, 
Amendments, the Agreement is hereby amended as follows:
1.1. The Price Sheet is revised and replaced with the Price Sheet in Amendment One (1). 
Specifically; 
• $0.25 added to the Breastfeeding Peer Counseling Services. 
• $0.18 added to the WIC Special Projects. 
• $252,066.00 added for the Local Agency (LA) Projects.

The WIC services award is reoccurring and has been awarded to the department for many 
years. This grant does not require match; indirect costs are fully recoverable and ongoing 
cash contributions are not required. It is unknown if it will be awarded again. It is non-
competitive and there is no cash or in-kind match required. The Women, Infants, and 
Children Supplemental Food Nutrition Education Program (WIC) is funded by the U.S. 
Department of Agricultural and administered through ADHS. This is a longstanding program 
which has been funded for over 20 years. This grant is not a mandated function but provides
a valuable service to the community.
The Department of Health’s indirect rate for FY24 is 15.65%. Indirect costs are estimated at
$1,383,007.54, all of which is recoverable. Departmental indirect rates are re-established at 
the beginning of each fiscal year the future indirect rate will be collected at the corresponding
rates.Grant revenues are not local revenues for the purpose of the constitutional expenditure
limitation, and therefore, expenditure of the revenues is not prohibited by the budget law. 
This Agreement does not alter the budget constraining expenditures of local revenues duly

COMPETITION IMPRACTICABLE WITH META PLATFORMS FOR THE PURCHASE OF 
ADVERTISEMENTS
Approve a Competition Impracticable expenditure beginning July 1, 2024, through June 30, 
2025, to Meta Platform Inc. for the purchase of various advertisements to be run on Meta 
Platform’s proprietary online platforms. The ads being run aim to increase Public Health 
Services as well as increase tobacco prevention and cessation efforts. Other smaller 
campaigns regarding other public health initiatives may also be included. The total
expenditure during this timeframe is anticipated not to exceed $350,000 and is being paid 
for from various accounting funds including grant and general fund dollars. The ads are being 
developed in house by Maricopa County Department of Public Health staff.

IGA WITH WASHINGTON ELEMENTARY SCHOOL DISTRICT FOR DENTAL SEALANT 
SERVICES
Approve a non-financial Intergovernmental Agreement (IGA) between Washington
Elementary School District (WESD) and Maricopa County by and through its Department of 
Public Health (MCDPH), Office of Oral Health, Dental Sealant Program to provide dental 
sealant services for eligible students.  This IGA is effective July 1, 2024 through June 30, 
2029. Either party may terminate the Agreement at anytime by giving the other party at least
thirty (30) calendar days prior written notice.
 
Tooth decay and resultant pain can have an adverse effect on overall health, good nutrition, 
self-esteem, and ability to learn. Among the 43 states that collect data in the same way,
Arizona ranks #3 in highest percentage (over 40%) of third grade children with untreated 
tooth decay. Conversely, the state of Washington has the lowest percentage of children with 
untreated tooth decay (less than 15%) among the Western states. Dental sealants are 
applied to the permanent molars of second and sixth grade students who are eligible. The 
procedure takes about 15 minutes per child, is pain free, and requires no “shots” or drilling.

IGA WITH PEORIA UNIFIED SCHOOL DISTRICT FOR SCHOOL-BASED TOBACCO 
USE PREVENTION AND EDUCATION SERVICES - STAND
Approve a retroactive Intergovernmental Agreement (IGA) between Peoria Unified School 
District (Contractor) and Maricopa County by and through its Department of Public Health 
(MCDPH), Contractor will continue to provide school-based Tobacco Use Prevention and 
Education Services; Students Taking A New Direction (STAND).  The agreement is for a 
stipend in the amount of $25,500 over the five (5) year term from February 1, 2024 through 
January 31, 2029, with a not-to-exceed amount of $5,100 per year.

Tobacco Use is the number one preventable cause of death and disease in Arizona.  In
1993, there were over 70,000 middle and high school youth using tobacco.  Cigarette 
smoking during pregnancy accounts for 20 – 30% of low-birth-weight babies, up to 14% of
pre-term deliveries, and about 10% of all infant deaths.
In 1995, as a result of the Tobacco Tax Initiative, the Arizona Legislatures authorized the 
Arizona Department of Health Services (ADHS) to develop and fund tobacco prevention and
cessation programs.  The Maricopa County Department of Public Health (MCDPH) is funded 
by ADHS to identify effective strategies and implement school-based tobacco use prevention
services for Maricopa County as part of the MCDPH comprehensive tobacco control 
program.

IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR THE ARIZONA 
STATE OPIOID RESPONSE – SUPPORT OVERDOSE FATALITY REVIEW PROGRAM
Approve the retroactive Intergovernmental Agreement (IGA) CTR070517 to provide grant 
funding for the Arizona State Opioid Response (SOR) – Support Overdose Fatality Review 
Program between Arizona Department of Health Services (ADHS) and Maricopa County by
and through its Department of Public Health (MCDPH)
The purpose of this grant is to build the local capacity for counties to develop drug Overdose 
Fatality Review (OFR) teams. This agreement will address drug misuse and abuse within 
their community by setting up a county drug OFR team. The objective of the SOR funding 
distributed to county health departments supporting case management is that the counties 
shall focus on providing support using community health workers, case management, first 
responders, and peer navigators to address high-risk populations in an effort to improve 
linkages to care. The not-to-exceed amount is $75,000 per year.  The contract term is 
September 30, 2023, through September 29, 2028.  
This is the first time this grant has been awarded to MCDPH and it is unknown if it will be 
awarded again.  It is non-competitive and there is no cash or in-kind match required.  This 
grant is a mandated function.  This grant deviates from County Policy A2505 and does not 
allow for full indirect cost reimbursement, but a maximum of 10% of salaries and employee 
related expenses.  The Department of Health’s indirect rate for FY24 is 15.65%.  Total 
indirect expenses are estimated to be $10,670.45 of which $3,852.27 is not recoverable and
will be absorbed by the department’s operating budget). Departmental indirect rates are re-
established at the beginning of each fiscal year the future indirect rate will be collected at the
corresponding rates.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This
Agreement does not alter the budget constraining expenditures of local revenues duly 
adopted by the Board pursuant to A.R.S. §42-17105.  The overall grant budget will be 
adjusted as necessary to accommodate this grant through a future reconciliation. Funding 
for this Agreement is provided by a grant from ADHS and will not affect the County’s general
fund.

THE RYAN WHITE PLANNING COUNCIL REFLECTIVENESS ROSTER
Approve the Reflectiveness Roster for the Greater Phoenix Ryan White HIV Services 
Planning Council (Council) requested by Health Services and Resources Administration 
(HRSA). 
Each year, the Maricopa County Ryan White program is required to report compliance with 
legislative requirements regarding membership representation on the Planning Council.
These requirements include ensuring that Planning Council is comprised of a minimum of 
33% unaffiliated consumers of Ryan White services and that each membership category is 
represented on the Council.
A new requirement this year states that a signature by the Chief Elected Official (CEO) or 
designee is required if any membership categories are vacant. Currently the Planning
Council has two legislatively mandated vacancy for the State Medicaid Agency and HIV 
Prevention Representative position.

The Ryan White Program has attempted multiple times over the past 6 years through direct 
contact with Medicaid and through partner connections at the State to engage Medicaid on 
the Council. In March 2024, Medicaid informed our office that they do not have the capacity 
for ongoing participation or membership on the council. Their representative has agreed 
however, to provide up to two (2) presentations at Planning Council Meetings each year that
will cover relevant data and topics of the Council’s request.
The position for HIV Prevention is currently open due to recent staffing changes. We’ve 
identified a potential candidate who is currently undergoing the approval process by the 
planning council. 
Other membership positions that show vacant are not applicable since one planning council
member can serve as the representative for multiple positions per HRSA guidance and report
instructions.

Lumar Garza, resident of Miami, Florida, was critical of the composition of the Ryan 
White Council and the gender orientation of members listed on the agenda backup 
documents.
Supervisor Gallardo made some clarifications on her comments and said the Ryan 
White Planning Council is a federal program and explained the evolution of the 
programs in Arizona. He said there is compliance required by the Feds and the Council 
has a diverse membership including non-profits with the focus being to support those 
with HIV-AIDS.

ACCEPTANCE OF GRANT FUNDS FROM U.S. DEPARTMENT OF HEALTH AND 
HUMAN SERVICES FOR HEAD START AND EARLY HEAD START PROGRAMS
Approve the receipt of grant funds from the U.S. Department of Health and Human Services
(DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), Grant 
No. 09CH012079-04-00 for fiscal year 2025 (Budget Period), in the amount of 
$22,323,586.00 for the delivery of Head Start and Early Head Start program services. 
The funding amounts are $13,284,098.00 for Head Start and $9,039,488.00 for Early Head 
Start program services and training and technical assistance. The Budget Period funding 
availability is July 1, 2024, through June 30, 2025. The grant term (Project Period) is July 1, 
2021, through June 30, 2026.
The Grant Award is recurring and requires a non-federal share (NFS) match of the total 
approved project costs. The total County required NFS for FY2025 is $5,580,897.00. NFS is
generated through in-kind donations of goods and services as well as parent volunteering.
The total Federal and Non-Federal amount for the Budget Period is $27,904,483.00.
The total Federal and Non-Federal amount for the Project Period is now $95,126,025.46.
The Human Services Department provisional indirect rate of 22.2% by the U.S. Department 
of Health and Human Services for FY2025 is for salaries and employee related expenses. 
The total Grant amount is $22,323,586.00 of which $12,301,425.00 is for salaries and ERE.
The total estimated indirect costs are $2,730,916.00 and are fully recoverable and shall be 
effective July 1, 2024.
This FY2025 Grant Award is non-competitive and awarded to the County because the 
County is a current Head Start program operator and recipient of Head Start funds. In March
2024, the Head Start program submitted to OHS an application for fiscal year 2025 funding. 
Receipt of the grant funds does not require future or ongoing contributions by the County at 
the end of the Project Period. The services provided under this grant are not a mandated 
function but provides a benefit to the citizens by providing eligible children with high quality 
care and education by integrating Head Start performance measures. The approved Head 
Start enrollment is 715 for 3-to-5-year-old and the Early Head Start enrollment is 368 infants, 
toddlers, and pregnant women.

Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore, expenditure of the revenues is not prohibited by the budget law. 
This Grant award does not alter the budget constraining expenditures of local revenues duly
adopted by the Board pursuant to A.R.S. 42-17105. The overall budget will be adjusted as 
necessary to accommodate the grant funding through a future reconciliation.

ADMINISTRATION FOR 'ENDING THE HIV EPIDEMIC: A PLAN FOR AMERICA- RYAN 
WHITE HIV/AIDS PROGRAM PARTS A AND B'
Approve the Notice of Award (NOA) 6 UT8HA33944‐05‐01 from Health Resources and 
Services Administration (HRSA) HRSA-20-078 in the not-to-exceed amount of $2,559,215 
for the purpose of implementing strategies, interventions, approaches, and the core medical 
and support services to reduce new HIV infections in the United States. This is year 4 of 5 
of the award. The award period started on March 1, 2020 and ends on February 28, 2025. 
The grant is a new initiative titled 'Ending the HIV Epidemic: A Plan for America - Ryan White
HIV/AIDS Program Part A and B'. This is a re-occurring grant. This is not a competitive 
opportunity but is open to specified high-burden jurisdictions. There is no cash or in-kind 
match required. This is not a mandated service but provides a benefit to our citizens with the
provision of health services for people at risk of or living with HIV/AIDS. Should the grant 
cease, on-going contributions should not be required. 
It is required that 85% of the total grant amount be passed-though to subcontractors. That 
amount is $2,175,332.75, not subject to in-direct. 
The Department of Public Health’s indirect rate for FY25 is 15.79%.  Indirect costs are 
estimated at $52,349.09, all of which is recoverable.  Departmental indirect rates are re-
established at the beginning of each fiscal year the future indirect rate will be collected at the
corresponding rates. All program cost are allocated to the grant so there will not be additional
burden on the department’s operating budget.

Don Adams, resident, talked about executive orders that had to do with continuity of 
operations plan, military occupation, and foreign interference in our elections. 
Barbara Ratti, resident, stated that Bob Branch was running for the Supervisor position 
in District 4 and she believes Mr. Branch would do a good job.
William J., resident, talked about the Library District and the violation of A.R.S. 13-3507. 
He read an excerpt from the citation and said the Board should be arrested. He also 
complained about Election Fraud, Dominion Voting Systems, and Runbeck Election 
Services.
Matt Evans, resident, said he was a candidate to run for Mayor for the City of Phoenix 
to replace Mayor Kate Gallego. He stated he would clean up the city and set a new tone 
in Phoenix.
Erin J., resident, said she has been absent but has been following online. She 
commented on the flyers that are placed in the public libraries that are intended to instill 
fear in the public. She played a song on her phone that referenced fear.
Merissa Hamilton, resident, spoke about the email she sent to the Board that included 
analysis on the Vote Center locations. She said she was concerned that there are many

voters who are outside of the two-mile radius, and she was concerned it was a partisan 
issue.
Lauri Baroni, resident, talked about the maladministration by the Board that has resulted 
in all the Election problems. She referenced A.R.S. 16-442(B) and was concerned 
about the certification of the machines and that a hand count is needed. 
Ray Michaels was called on but not present.
Michelle Alterr was called on but was not present.
Mary May Beno, resident, recited A.R.S.11-251.18. She said she does not want 15 
minutes cities or road diets and she expressed concern about the County’s cyber 
security. 
Roger Linquinst was called on but not present.
Roger Pickerill, resident, wanted information on how to reconsider an agenda item. 
Annette Econ, resident, spoke about the approval of agenda items and she was 
concerned the Board did not know what they were voting on. She said the job of the 
Board is to represent the citizens of their district.
Jodi Brackett, resident, said she hopes that Bob Branch, not Debbie Lesko, gets elected 
to the Board. She believes Mr. Branch will do a good job. She also talked about the 
election, HAVA compliance, certification of the machines, and concluded that a hand 
count of the ballots is the only option.
Luke Portell was called on but not present.
Lezley Shepherd, resident, said she is critical of the four Board members who are 
Republicans because they are interfering with elections. She talked about A.R.S. 16-
442(B) and the certification of machines.
Jean Claude Habineza, resident and Rwanda genocide survivor, offered a prayer for 
fair elections because in his home country, elections are not fair.  
Lumar Garza, resident of Miami, Florida, offered her opinion of criticism regarding many 
of the agenda items today.

The Board of Directors of the Stadium District convened in Formal Session at 9:30 AM on 
Wednesday, June 26, 2024, in the Supervisors' Auditorium, 205 W. Jefferson Phoenix, AZ 85003, 
with the following members present:  Jack Sellers, Chairman, District 1; Thomas Galvin, Vice 
Chairman, District 2; Bill Gates, Director, District 3; Clint Hickman, Director, District 4; Steve 
Gallardo, Director, District 5. Also present: Juanita Garza, Official Record Keeper; Kelly Gardiner,

Pursuant to A.R.S. §§38-431.01 and 11-217, approve the minutes of the Stadium District 
meeting held on February 28, 2024; April 10, 2024.

APPROPRIATION ADJUSTMENTS FOR STADIUM DISTRICT
Approve the following adjustments to the FY 2024 Stadium District Budget:
a) Increase the revenue and expenditure authority for the Stadium District (D680) Cactus 
League Operations Fund (F250) Operating (OPER) budget by $2,000,000.
b) Increase the expenditure authority for the Stadium District (D680) Ballpark Operations 
Fund (F253) Non-Recurring Non-Project (NRNP) budget by $ 100,000.
This action will adjust the Stadium District Cactus League Operations Fund revenue and 
expenditure budgets to reflect the receipt of Car Rental Surcharge Revenues from the State
of Arizona Treasurer in compliance with A.R.S. §48-4234 Paragraph G and subsequent 
disbursement of revenues to the Arizona Sports and Tourism Authority (Authority) in 
accordance with the Agreement between the District and Authority dated October 22, 2003, 
and amended on November 1, 2023. The increase in expenditure authority for Stadium 
District Ballpark Operations Fund will allow for additional disbursements not included in the 
FY2024 adopted budget.
District revenues are not local revenues for the purpose of the constitutional expenditure 
limitation and therefore expenditures of these revenues are not subject to the constitutional 
expenditure limitation. The approval of this action requested does not alter the budget 
constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S.
§42-17105.
