OPERATING PLAN 
 
TONTO NATIONAL FOREST 
 
 
1. NAME OF PERMIT HOLDER 
Maricopa County, a political subdivision of the State of Arizona

3. OPERATING PERIOD: 
This Operating Plan covers the period from issuance of the special use authorization and ends 
12/31/2050, any changes to the plan need to be submitted annually to the Forest Service by March 
1 for review and approval. 
 
4. NOTIFICATION OF MAINTENANCE ACTIVITIES: 
The local Forest Service contact shall be notified at least 30 days (or as soon as possible) in 
advance of any non-routine maintenance activity including, but not limited to, road realignment, 
tree removal, and erecting any structures or buildings.

Forest Service representatives will periodically monitor authorized operations to verify 
compliance with the Special-Use Permit and Operating Plan.   
 
6. AUTHORIZED ACTIVITIES:  
The following activities are authorized within the permitted boundary: 
 
Refer to Appendix B, Site Characteristics, for authorized improvements. 
 
7. 
USE OF VEHICLES 
All vehicles and maintenance equipment will be equipped with an approved spark-arrestor system 
or muffler.   
 
8. 
AUTHORIZED ROUTINE MAINTENANCE ACTIVITIES 
The following activities are authorized within the permitted boundary of the authorized 
improvements as rountine maintenance activities. If the activity is not listed, it is not considered 
routine maintenance and Forest Service approval is required. 
a. Painting inside and outside of building with Forest Service approved colors 
b. Plowing of parking lot 
c. All maintenance of building. Examples include but are not limited to: 
i.   Plumbing, electrical, roof, facility signs   
d. Quarterly HVAC system check

e.
Monthly pest control monitoring
f.
Annual fire extinguisher inspection
g. Janitorial service
9. INCIDENTS ON NFS LANDS WITHIN AUTHORIZED AREA
The Holder shall be required to contact the authorized officer as soon as practicable after the
following incidents that occur on NFS lands within the authorized area:
a. Any incident resulting in death, permanent disability, or personal injuries that are life-
threatening or that are likely to cause permanent disability;
b. Any failure of a structural or mechanical component; or
c. Any incident that had or has high potential for serious personal injury, significant property
damage, or significant environmental or other natural resource damage, including but not
limited to flooding, fire, structural failures or release of hazardous substances.
The authorized officer (or District Ranger) shall be notified immediately following said incident.  
When notifying the authorized officer of an incident, the Holder shall be required to specify when, 
where, and how it occurred, and who was present or affected by the event. 
10. OTHER
The Chairman of the Board of Supervisors is the authorized agent for the Maricopa County, a
political subdivison of the State of Ariona, to sign all forest service documents.
11. OPERATING PLAN LIMITATIONS
This Operating Plan is developed pursuant to Clause III.C. of the Special-Use Permit which
authorizes these activities, and contains mitigating conditions herein deemed necessary to protect
National Forest resources.  The Permit Holder is also hereby placed on notice that other federal,
state, or local agencies may have additional mitigation measures or permits which must be
secured.  Failure to meet those additional mitigation measures, or secure those other permits,
may result in enforcement actions against the permit holder by the appropriate agency.
