The design professional’s fee is presented as a lump sum fee with a list of possible additional services as needed in
Exhibit A. The projected fee for each phase of basic services is listed below. The total for all basic services, excluding
reimbursables and allowances, is $5,667,977 based on the scope identified herein. The DP must request approval
from FMD for use of the reimbursable allowance, and the DP must submit backup invoices with the associated

The project will include design and construction phase services: Concept Design, Schematic Design, Design
Development, Construction Documentation, Bidding/Permitting and Construction Administration. Other potential
additional services are listed separately.

2.2 Geotechnical Investigation
a.
Drill and sample sufficient borings to adequately determine subsoil conditions and provide samples for
laboratory testing.
b.
Sufficient laboratory tests will be conducted to properly classify the soils encountered and provide data for
engineering design.
c.
We anticipate drilling six to eight (6 to 8) structural borings to depths of 10 to 20 feet below existing
ground surface, or refusal, whichever comes first and three to four (3 to 4) pavement subgrade borings to a
depth of 5 feet.
d.
Access to the site by conventional truck-mounted drilling equipment is assumed to be free and
unencumbered.

2.3 Infiltration Tests
a.
An add-alternate fee is provided to excavate and conduct shallow percolation tests meeting the Maricopa
County requirements. They now require Dual Ring Infiltration tests per ASTM D3385 be conducted. This
method requires a backhoe to excavate test pits, installation of large ring devices and a minimum of 6 hours
of continuous readings.
b.
Tests would be conducted at the proposed depths of the retention basins per the Grading and Drainage
plans provided by others.
c.
The grading engineer should provide the location and depths of the tests required once notice to proceed is
given.
d.
It is anticipated that the typical basin depth will be on the order of 3 to 5 feet below existing grades.
3.0 Civil Scope of Work

City of Glendale requires on-site retention for the 100-yr, 2-hr storm; however, based on proximity to New
River, it is anticipated that the site will need to only retain the first-flush volume, with the remaining volume
allowed to be released to New River.

Sufficient retention volume will be provided with either above ground or underground retention methods
depending on site layout goals and constraints.
d.
Off-site flows are not expected. An offsite drainage study is not included but can be provided by Dibble for
an additional fee if required based on the selected site.

Flows within Northern Avenue are not anticipated to be retained on site.

It is anticipated that domestic water service will be provided with a connection to the public main within
Northern Avenue and that sufficient pressure and flow will be available.

A public water main extension with easement will be designed from Glen Harbor Boulevard to the site
through Tract G of the Glen Harbor Air Business Park.
h.
It is anticipated that sanitary sewer service will be provided with a connection to the public 12-inch main
within Glen Harbor Boulevard to the west and that sufficient capacity is available. The public sewer will
need to be extended north within Glen Harbor Boulevard, and to the east, through the Glen Harbor Air
Business Park Tract G at the southeast corner of Glen Harbor and Northern.

It is anticipated that the off-site improvements will be limited to driveway connections to the adjacent
roadways.

Speedie & Associates (S&A) are pleased to provide our cost proposal to provide a soils report at the above
referenced site that will satisfy site development, pavement and foundation design requirements. All work on
this project will be carried out under the overall supervision of a registered Professional Engineer in the state
of Arizona.
We understand that construction will consist of a 90,000 square foot animal care and control building on a 9.2
acre undeveloped lot. The proposed building(s) will be one or two stories with slab on grade and masonry or
steel frame construction. Structural loads are expected to be light to moderate and no special considerations
regarding settlement tolerances are known at this time. Adjacent areas will be landscaped or paved to support
light to moderate passenger and truck traffic. Landscaped areas will be utilized for storm water retention and
disposal.
Geotechnical Investigation-We will drill and sample sufficient borings to adequately determine subsoil
conditions and provide samples for laboratory testing. Sufficient laboratory tests will be conducted to properly
classify the soils encountered and provide data for engineering design. We presently anticipate drilling six to
eight (6 to 8) structural borings to depths of 10 to 20 feet below existing ground surface, or refusal, whichever
comes first and three to four (3 to 4) pavement subgrade borings to a depth of 5 feet. Access to the site by
conventional truck-mounted drilling equipment is assumed to be free and unencumbered.
Infiltration Tests-An add-alternate fee is provided to excavate and conduct shallow percolation tests meeting
the Maricopa County requirements. They now require Dual Ring Infiltration tests per ASTM D3385 be
conducted. This method requires a backhoe to excavate test pits, installation of large ring devices and a
minimum of 6 hours of continuous readings. Tests would be conducted at the proposed depths of the retention
basins per the Grading and Drainage plans provided by others. The grading engineer should provide the
location and depths of the tests required once notice to proceed is given. It is anticipated that the typical basin
depth will be on the order of 3 to 5 feet below existing grades.

We will mark the proposed boring/test pit locations in the field with the locations to be approved by the client
and owner. Speedie & Associates will take reasonable precautions to avoid damage to subterranean structures,
pipelines and utilities including notifying AZ811 (Blue Stake) and subcontracting a private utility locator to
mark traceable underground utility lines. The client (and owner) agree Speedie & Associates is not
responsible for any damages to underground structures, pipelines and utilities that are not traceable,
not called to our attention and/or correctly shown on the plans furnished to Speedie & Associates.
We will analyze the data obtained from the field and laboratory testing and prepare a report presenting all data
obtained, together with our conclusions and recommendations regarding:
1.
Design data, allowable bearing pressure and depth, for shallow spread footings.
2.
Alternate foundation systems and design data, if indicated by soil conditions.
3.
Settlement estimate for each foundation system considered.
4.
Lateral pressures on temporary and permanent retaining and foundation walls.
5.
Seismic Site Classification based on borings and published ground motion data.
6.
Groundwater conditions, if any, to the depths which will influence design and/or construction of
the proposed development.
7.
Swell potential of in-situ and compacted soils and recommendations for control if highly
expansive.
8.
On-site pavement design to provide economy and adequate service.
9.
Suitability of site soils for use as compacted fill and preferred earthwork methods, including
clearing, stripping, excavation and construction of engineered fill.
10. Local excavation and trenching conditions and stability considerations.
11. Add-Alternate: Infiltration tests for storm water basin design.
Charges for our services have been determined on the basis of our standard Fee and Rate Schedule, a copy of
which is attached and made a part hereof for any additional design work requested. We propose to provide the
design services set forth herein for the following not to exceed amount, which includes all testing,

Thank you for the opportunity to submit this proposal to provide survey and civil engineering services. This proposal
has been prepared based on our understanding of the project as described in the Project Understanding and Scope
of Services sections. We look forward to partnering with your team for a successful project.
PROJECT UNDERSTANDING:
Maricopa County is planning a new West Valley Animal Care and Control Facility. The site is located near the
southeast corner of Northern Avenue and Glen Harbor Boulevard, in Glendale, Arizona. The site is approximately
12.25 acres and occupies portions of parcels 142-60-009A and 142-60-003Q. A replat/minor land division will be
required for the splitting of the existing parcels and combination of the new parcel. A portion of frontage along
Northern Avenue will be dedicated as right of way. Northern Avenue will be improved as a separate project by
others.
The building is anticipated to be 90,000+ square feet and will serve approximately 145 staff members, 400 active
volunteers, and 600 animals. It is anticipated to include lobbies, office space, community rooms, animal housing
units, dog runs, veterinary clinic, food preparation areas, covered outdoor space, and uncovered outdoor space.
Grading & Drainage
•
The City of Glendale requires on-site retention for the 100-yr, 2-hr storm; however, based on the proximity
to New River, it is anticipated that the site will need to only retain the first-flush volume, with the remaining
volume allowed to be released to New River.
•
Sufficient retention volume will be provided with either above ground or underground retention methods
depending on site layout goals and constraints.
•
Off-site flows are not expected. An offsite drainage study is not included but can be provided by Dibble for
an additional fee if required.
•
Flows within Northern Avenue are not anticipated to be retained on site.
Existing/proposed utilities:
•
It is anticipated that domestic water service will be provided with a connection to the public main within
Northern Avenue and that sufficient pressure and flow will be available.
•
A public water main extension with easement will be designed from Glen Harbor Boulevard to the site
through Tract G of the Glen Harbor Air Business Park.
•
It is anticipated that sanitary sewer service will be provided with a connection to the public 12-inch main
within Glen Harbor Boulevard to the west and that sufficient capacity is available. The public sewer will
need to be extended north within Glen Harbor Boulevard, and to the east, through the Glen Harbor Air
Business Park Tract G at the southeast corner of Glen Harbor and Northern.
Adjacent roadway infrastructure:
•
It is anticipated that the off-site improvements will be limited to driveway connections to the adjacent
Northern Avenue to the north, and does not include any deceleration lanes, as this will be completed under
Northern Avenue improvements by others.
•
A traffic impact study will be required due to the site access from Northern Avenue and proximity to the
Loop 101.

CONDITIONS:
•
Architect will provide electronic files (AutoCAD) of the proposed site and building improvements for use as
the basis of the civil design
•
The Client will provide a Geotechnical Report with recommendations for pavement sections and percolation
rates to complete the civil design for this project. If underground retention is proposed the report will
include underground retention corrosion protection recommendations and bedding & backfill design.
•
Submittals will be made via pdf documents and printing if required will be done by others or reimbursed at
cost to Dibble
•
Dibble will provide an ALTA survey under separate contract.
•
Site plan changes received less than two weeks prior to SD (30%), or DD (60%) submittal deadlines will not
be incorporated until the next submittal to allow Dibble to perform our typical QA/QC process on these
submittals prior to making our submittal.
•
Site plan changes made after DD phase will require additional services request.
•
Plan changes received less than two weeks prior to the CD submittal will require additional time and
additional fees to incorporate into the civil plans to allow Dibble to perform our typical QA/QC process on
this submittal prior to making our submittal.
•
Meetings and construction phase site observations are as noted in each section. Should the required
meeting attendance exceed the expected number of meetings additional compensation will be requested.

Project Area and Description: New Maricopa County Animal Care and Control Facility. Site selection is ongoing, however, site is
anticipated to be approx. 12 - 15 acres in size. Per RFP dated 5/22/24, the project program includes approx. 90,000SF building, 31,000 SF
covered outdoor space and 14,000 SF un-conditioned outdoor space, with 145 staff and 400 active volunteers. Project construction budget,
excluding FFE is $45.2 million and will be delivered through a CMAR process with contractor TBD. The site development will include parking
lot landscape, on-site retention, entry and employee courtyards, perimeter landscape and streetscape improvements. It is understood that
facility will require permit approval only through Maricopa County and no reviews or approvals will be required from residing city. It is
understood that the project will be developed using best sustainability practices but will not be seeking USGBC LEED certification or other
similar certifications.
Scope of Services: Provide Schematic Design through Permitting and Construction Phase Services as outlined below, for landscape and
irrigation. It is our understanding that Multistudio will take the lead in developing site hardscape design and documentation. It is our
understanding that Value Engineering will be addressed at 100% Design Development based on Opinion of Probable Costs prepared from
90% DD submittal. Additional VE, as may be required after approval of DD package would be considered Supplemental Services and would
be billed at our standrad hourly rates. It is not known at this time if a Native Plant Inventory and Salvage for the site will be required. As such,
this scope of work is broken out below as a Supplemental Service and would be billed only if required. Anticipated meetings and construction
site visits are indicated below. Additional meetings and/or site visits in excess of those listed shall be considered to be Supplemental

Delays: Should the project be terminated or have an extended delay at any time, the payment of fee
shall be a proportional fee for services performed to termination date or date of delay.
If, for any reason, the project design is completed but no contract awarded the fee basis shall be the
full lump sum fee indicated.
8.
Termination of Agreement: This agreement is terminated if and when the agreement between the
Owner and Architect is terminated. The engineer shall be promptly notified of the termination. It also
may be terminated by either party upon seven day's written notice should the other party fail
substantially to perform in accordance with its terms through no fault of others than the engineer, the
engineer shall be paid for services performed to termination date, including reimbursements then
due.

Martin, White & Griffis, Inc. (MWG) is pleased to provide your office with the following proposal to provide special
structural inspections as required by Chapter 17 of the 2018 IBC.
A.
General:
Items requiring special inspection will be listed on the front pages of the structural drawings. Several of the
special inspections require testing and are to be provided by a testing laboratory which we have excluded from
our scope. The services listed below are to be provided under the direct supervision of a Registered Structural
Engineer and will be provided by Martin, White & Griffis, Inc. MWG has retained the services of Canyon State
Inspections to perform weld and high strength bolt inspections.
B.
Structural Special Inspection Services by Martin, White & Griffis:
1.
Services will include visits for structural special inspections, responses to questions both while
in the field and telephone or email questions to our office, and special inspection reports.
2.
These visits will in no way imply responsibility for the performance of the contractors or for their
errors or omissions, or determining how the work is to be performed, or dealing with any
matters of safety, superintending of the work in any aspect of performing the work.

PROJECT DESCRIPTION
This Proposal is for an approximately 90,000 square foot animal care and control facility inclusive of
lobbies, offices areas, adoption areas, community room, dog runs, veterinary clinic, food preparation,
and support spaces.
The site will be inclusive of approximately 31,000 square feet of outdoor covered space and
approximately 14,000 square feet of outdoor uncovered space inclusive of public, dog areas, and play
areas.

MECHANICAL DESIGN

General
The project will be designed by IMEG using Building Information Modeling (BIM) software with
Autodesk Revit® as the platform. The BIM deliverable will be no greater than Level of Development
(LOD) 300 as defined in AIA Document G202. A Revit® model including architectural and structural
components or AutoCAD® files suitable for use as backgrounds for building and site will be provided to
IMEG. Extensive modification of Revit® model or AutoCAD® backgrounds will be considered
additional services.
The Revit® model is only inclusive of those systems and trades designed by IMEG. The Revit® model
will not include Owner/vendor-provided and installed systems requiring coordination by the installing
contractors. The Revit® model is intended for internal coordination among the design team. It is
understood the model is not intended to be an exact and complete three-dimensional representation of
how the Contractor will route and locate utilities and equipment.
Sanitary sewer, storm sewer, natural gas, domestic water service, and electrical utilities service will be
designed and located to within 5'-0" outside the building.
Architectural floor plans, RCPs, and elevations shall include all dimensions for luminaires, plumbing
fixtures, and other devices, as well as ANSI A117.1 requirements.
An independent cost estimator will be engaged by the Owner or Client. Opinions or comments made by
IMEG related to the independent cost estimator’s work shall not create or be interpreted as a warranty,
express or implied, that the bids or the negotiated cost of the work will not vary from the cost estimator’s
valuation.
IMEG assumes the selected General Contractor / Construction Manager will be using a web-based
project software site, at their cost, for the purpose of hosting and managing project communication and
documentation.
The project will be awarded as a single prime contract for construction. Phased design and/or issue of
early documents are not required.
Mechanical and Electrical
A complete list of Owner-furnished equipment will be provided to IMEG, along with utility connection
locations, utility loads, heat dissipated to the space, disconnect requirement, start-stop controls, and
other contractor coordination issues, prior to 25% completion of construction documents. Information
on occupancy, loading, and associated personal/office equipment for each space will be provided to
IMEG prior to completion of the Design Development phase.
Occupancy separations, fire assemblies, and fire/smoke separations will be determined by the Architect
and provided to IMEG at, or prior to, completion of the Design Development phase.
Identification, testing, and/or removal of hazardous materials will be by others.
Guardrails, ladders, stairs, platforms, or other components for supporting and accessing mechanical
equipment will be designed and coordinated by others and will be part of the General Contractor’s scope
of work.
Site utility design beyond 5'-0" of the building perimeter, including domestic water, electrical utilities
service, storm water, storm water detention, natural gas, and sanitary sewer shall be the responsibility of

others.
Electric and telecommunications utility raceways for each service provider, and branch feeds outside the
building (site lighting, CCTV, security, outbuildings, etc.) will be provided to the Civil Engineer for
coordination with the overall site design.
Technology
For all security management systems, electrified door hardware will be designed and specified by the
Architect.
8.
COMPENSATION
We propose to provide the services described above for a fixed fee as follows. Should the size and/or
scope of the project, project schedule, or project budget change, IMEG reserves the right to adjust our
fees, or new or increased services will be provided as additional services.
9.
PROJECT EXPENSES
The following reimbursable expenses are not included in the above fee and will be invoiced with a 1.1
multiplier of actual cost:
- Payment of plan review fees, permit fees, filing fees, or other imposed governmental agency fees.
- Project specific insurance coverage riders or amendments necessary to comply with required insurance
requirements above current IMEG limits and conditions.
- Travel expense: Automobile mileage will be invoiced at the IRS rate in effect at the time of travel.
Travel expenses include mileage, tolls, parking fees, taxi, train, airfare, rental car and fuel, and other out
of pocket travel related expenses.
- Meals and lodging, when required to travel overnight.
10. ADDITIONAL SERVICES
IMEG can include the following as additional services. Additional services will be performed on a time
and material basis using IMEG’s standard hourly rates in effect at the time the service is performed, or
for a negotiated fee, and only after approved in writing.

LEED, WELL, or building certification criteria evaluation, energy modeling, calculation, justification,
and documentation.

Performing a confirmation site observation after the final job site observation has been completed.
Field testing, adjusting, balancing, or field time to assist installation contractor. Initial startup is the
responsibility of the various contractors and/or subcontractors.
Systems commissioning and special inspections. Please be advised that commissioning and/or special
inspections may be required by some building/energy codes, even though it is excluded from this
Proposal. If commissioning or engineering-related special inspections are required, IMEG can provide a
proposal for additional services, or these services may be conducted by a third party.

Lightning protection system evaluation and design.
Development of an arc flash hazard analysis or modifications to an existing arc flash analysis for the
facility.
Technology
Creation of a separate technology equipment package for delayed issuance, necessitating the issuance of
a separate rough-in package.
Our security design services will implement the system as desired and directed by the Client. The
determination of a security solution, through a security audit and/or threat analysis, is an additional
service.

Thank you very much for inviting Rider Levett Bucknall (RLB) to submit a fee proposal for
providing Cost Consultancy Services for the proposed Maricopa County West Valley Animal
Care & Control Facility project to be located in West Phoenix Metro, AZ.
Project Location: To be determined, 12 Acre site.
Project General Scope: Project scope is to provide design and construction administration
services including but not limited to architectural, structural, mechanical, electrical, plumbing,
and civil disciplines including specialty services as required for this project.
The Project: New single story animal care & control facility. Facility is to be approximately
90,000 gross square feet.
Budget: Construction Budget of $45,200,000

Exclusions
Please note that our fees generally exclude out-of-pocket expenses (such as; airfares and travel
outside the Greater Phoenix area; color photocopying; reproduction costs associated with other
consultants’ documents), which are to be reimbursed at the actual cost to us.
Please carefully note that our proposed fees specifically do not include the following:
•
preparation of new cost estimates or amendments to our cost estimates necessitated by
changes in the project requirements beyond the exercises specifically included
•
cost estimating associated with any Alternates, Options and/or Value-Engineering /
Value-Analysis related items
•
this fee proposal is based on preparing one construction cost estimate of one design
solution for each of the disciplines (Architecture, Structure, Mechanical, Electrical, etc.).
Studies of alternative design options, different systems, cost reduction/value
engineering, etc., are excluded. If these studies become necessary and desirable, we
will prepare an added proposal for your consideration.
Terms & Conditions
Unless otherwise agreed to in writing, RLB's fees will be billed in accordance with the proposed
sum and/or hourly rates, and our services will be performed in accordance with the On-Call
Contract for Vertical Construction Estimating and Scheduling with Maricopa County.
Unless otherwise agreed to in writing, RLB's scope of services is limited to the extent discussed
in this proposal. Any changes in the scope, or additional scope required by contract terms and
conditions shall be an additional service for which additional fees will be required.
