FINAL PLAT NARRATIVE 
 
 
1.0 PURPOSE OF REQUEST 
This application is being filed on behalf of the property owner, JEN Arizona 36 LLC, in order to start the 
process of developing 243 lots within a 108-acre single-family subdivision named White Tank Vistas 
(referred to Project going forward). The request includes a range of lot widths and sizes, and has been 
organized to maximize the natural open space and drainage patterns. This Final Plat Narrative complied 
with approved Preliminary Plat (S20210017) and Rezoning (Case#Z2018051).  
 
2.0  INTRODUCTION 
The Project is located at the northwest corner of 191st Avenue and Northern Avenue in the unincorporated 
portion of Maricopa County, Arizona. The Project is inclusive of two Parcel Numbers: 502-09-001Q and 
502-09-011T within the west half of Section 33, Township 3 North, Range 2 West of the Gila and Salt River 
Meridian. Refer to Figure 1 – Vicinity Map for location of Project. 
The Rezoning was approved and adopted by the Board of Supervisors on November 28, 2018. The Project 
has had a number of preliminary reviews through Maricopa County Planning and Development under a 
different ownership, so a pre-app meeting was not warrented. A preliminary plat for the Project (S2020017) 
was approved by Planning and Zoning Commisson on January 14, 2021. The residential lots proposed in 
the Final Plat shall be in substantial conformance with the approved preliminary plat as well as in 
conformance with the approved R1-6 RUPD zoning district regulations outlined within approved rezoning 
document:

*Minimum open space: 37.5 acres (this common space to be landscaped only with indigenous plant 
species). This shall include a minimum 150’ wide tract for natural open space along the boundary between 
White Tank Vista and Sonoran Ridge Estates. Major wash corridors (along the eastern boundary and 
bisecting from northwest to south-central) shall be set aside as natural open space with tract width 
determined by the 100-year flood water surface elevation plus one foot of free-board.  
3.0  DESCRIPTION OF PROPOSAL 
The proposed Final Plat for White Tank Vistas will create a total of 243 single-family residential lots. The 
Project will offer three lot widths: 50, 60, and 90 feet at an overall density of 2.25 du/gross acre. The 
development will offer a variety of open space areas that will add to the housing options available in the 
area and enhance employment attractiveness with a quality living environment.  
The uniquely shaped site has topographic constraints, but the overall design approach creates a more 
naturally scenic environment. This will include adequate open space for onsite retention, landscape buffers 
from the adjacent right-of-way, and landscape tracts adjacent to all corner lots, as well as open space 
corresponding to natural washes.    
The proposed signage and walls will be consistent with the character of the surrounding area, while 
complying with the Sign Regulations of the County. The Project will include proposed theme walls, which 
will include privacy walls, view fences, combination privacy/view walls, and retaining walls. Due to the 
overall size of the lots, retaining walls will be minimized and will only be utilized for varying conditions to 
enable grade transitions. Wall types will be dependent on the location within the Project and site conditions.   
4.0  RELATIONSHIP TO SURROUNDING PROPERTIES 
The Project currently consists of undeveloped desert land within unincorporated Maricopa County that is 
bound by Sonoran Ridge Estates, a low density 153 lot residential development, to the north; the Beardsley 
Canal Wash to the east, the Northern Avenue alignment to the south, and undeveloped desert land to the 
west.  
The undeveloped desert land located south of the Northern Avenue alignment, as well as west of the 
Project, are owned by Arizona State Land. Located adjacent to that is the White Tank Mountain Regional 
Park, which offers great hiking trails and connectivity to the White Tank Mountains.  
With its location adjacent to the White Tank Mountain Regional Park, the landscaping along the exterior of 
the site will consist of a plant palette that will complement the natural Sonoran Desert setting.

5.0 LOCATION AND ACCESSIBILITY 
 
The White Tank Vistas development is planned on the suburban fringe west of Loop 303, near White Tank 
Mountain Regional Park. The area is currently vacant land, with a Northern Avenue gravel road. In order to 
get access to the Project, Northern Avenue will need to be extended from Perryville Road. From there, the 
community will take access in two locations.   
 
Northern Avenue will provide convenient access to the Loop 303 and Interstate 10.  The ultimate roadway 
section will be consistent with Maricopa County Department of Transportation’s (MCDOT’s) Urban Minor 
Arteria. Due to the current nature of the roadway, its level of service will remain low upon completion of the 
Project so only half street improvements are warrented at this time. Upon build out of the site, it is only 
anticipated approximately 241 peak trips will be generated.    
 
All emergency access points and street dimensions have been provided for review and approval of this 
Project.  All-weather access will be provided to all residential areas of the Project. Local roadways will use 
a 50-foot right of way consisting of 28-feet of asphalt pavement with a two-foot concrete roll curb on each 
side.  Eight-foot public utility easements (PUE's) shall be provided on each side of the concrete curbs along 
the front yards of the homes. 
 
Refer to the traffic impact study under separate cover to this narrative. 
 
Due to the topographic conditions and constraints, the property will have a significant amount of open 
space (approximately 41%). The open space is intended to be utilized to maintain the existing desert rugged 
appeal of the area. There are several washes that will continue to flow through the property that will 
maintain the existing vegetation and landscaping. In addition to that, the developer will include pedestrian 
walkways and passages that interconnect through out the site, linking the individual subdivions together 
as well as the adjacent State Land.   
 
6.0   CIRCULATION SYSTEM 
 
The roadway within the Project will be public and maintained by the municipality. The roadway will provide 
a minimum of 50’ right of way with a paved width of 32.16’. The primary points of access will be located 
along the south side of the development off Northern Avenue.   
 
The offsite improvements will consist of Northern Avenue and Jackrabbit Trail. Northern Avenue will be 
improved to an Urban Minor Arterial, consisting of a total right of way width of 130’. The development of 
this project is only responsible for constructing the northern half street portion, which consists of 36.5-feet 
paved section and 65-feet of right of way. In addition, on going conversations are taking place with 
Maricopa County Flood Control District and Maricopa County Water District on obtaining the necessary right 
of way in order to extend Northern Avenue improvements to Perryville Road.  
 
Jackrabbit Trail will adhere to the Maricopa County Corridor Improvement Study between Queen Creek 
Road to Peoria Avenue. This utlitmate section consists of a 130-foot right of way, a 14-foot wide median, 
and 43.5-feet of pavement. The extent of any improvements for Jackrabbit Trail will be coordinated with 
MCDOT at the time of final plat and improvement plan approval for White Tank Vistas.

7.0   DEVELOPMENT SCHEDULE 
 
White Tank Vistas is planned to be developed as one phase, starting in the first quarter of 2024. Due to 
the projects location, offsite improvements along Northern Avenue are anticipated to start first, followed by 
on-site mass grading. The commencement of mass grading will be dependent upon the acquisition of right 
of way from the Flood Control District and Maricopa Water District.  
 
8.0  COMMUNITY FACILITIES AND SERVICES 
There are no parks, libraries or schools proposed for the Project. The increase in dwelling units will not 
increase the need for additional school facilities in the area.

The existing school district surrounding the Project is Dysart Unified School District #89.  
8.2 
POLICE AND FIRE PROTECTION   
The Project is located within the Maricopa County Sherriff’s Office (MCSO) service area.  The 
closest MCSO station is located at 13063 West Bell Road Surprise, Arizona 85378. 
The Project is located within the Rural Metro Fire District service area for fire and 
ambulance service.  The closest Rural Metro fire and emergency station is located at 16805 
W. Olive Ave, Waddell, AZ 85355.

9.1  WATER FACILITIES 
White Tank Vistas is currently in the service area of the City of Buckeye. HILGARTWILSON 
and JEN Arizona LLC are currently working towards an agreement with Buckeye and EPCOR 
to designate EPCOR as the provider. An approved CCN will be in place prior to Final Plat 
approval. An 8 inch looped system is proposed throughout the Project, and stubbed out to 
Northern Avenue for a future connection. In order for EPCOR to take ownership of the water

system, additional improvements will be required within Olive Avenue. We are currently 
working with EPCOR on extending their existing 16-inch line at Perryville Road and Olive 
Avenue. In addition to the extension within Olive Avenue, two 12-inch laterals will connect 
to the existing utilities within the Sonoran Ridge Estates Community. This will allow the 
White Tank Vistas community to have a looped system  that meets EPCOR’s peak flow 
demands. Plans are currently under review and we exspect approval mid-2021.  
 
9.2  WASTEWATER FACILITIES 
White Tank Vistas is currently not being served by a utility provider. HILGARTWILSON and 
JEN Arizona LLC are currently working through a MAG 208 Amendment with EPCOR that will 
ultimately provide the site service through EPCOR. The wastewater facility will consist of a 
network of 8-inch gravity mains that will collect wastewater throughout the Project and 
generally route flows to the south east of the development. From there, a 15-inch gravity 
sewer main will be constructed within Northern Avenue and ultimately connect to an 
existing 15-inch line located at Northern Ave and Cotton Lane.         
9.3 DRAINAGE MANAGEMENT   
The Project is located within Flood Hazard Zone X, and AE as shown on the FEMA Flood 
Insurance Rate Map (FIRM) 04013C1665L dated October 16, 2013. 
A small area along the eastern portion of the development remains encumbered by flood 
hazard zone AE, so a Conditional Letter of Map Revision (CLOMR) will be processed shorlty 
and ultimately approved by FEMA priot to Final Construction Document approval. A LOMR 
will be processed once construction is completed and as-built. At that time the remaining 
lots will no longer be encumbered by the AE flood hazard zone.  
The proposed development within the Project will be accomplished in a manner that 
minimizes impacts to the existing drainage patterns through the site. The Project will be 
developed in way that flow paths are either directed to a single concentration point within 
the street or to a swale located within a tract. From there, the flows are captured in a catch 
basin and conveyed via storm drain pipe and swale to a first flush retention basin.   
A Final Drainage Report has been submitted under separate cover as part of this 
application.
