Dear Mr. Kender,

San Tan Mountain Regional Park is wholly located within Pinal County but primarily serves
the residents of Maricopa County. In 1999, Maricopa County and Pinal County approved a
Cooperative Agreement (CA) to acquire, manage, and operate the Park by Maricopa County.
The CA also outlines that Maricopa County will be the sole applicant to acquire the land from
the Bureau of Land Management under the Recreation and Public Purposes Act.

After months of productive discussions between Pinal and Maricopa County, it has been
determined that it is in the best interest of San Tan Mountain Regional Park to continue to be
managed by Maricopa County Parks and Recreation Department (MCPRD).

At this time, MCPRD would like to move forward with the R&PP Application process for San
Tan Mountain Regional Park lands. Please find attached the Application For Land For
Recreation or Public Purposes dated June 1, 1999 and a letter from your office dated
November 2013 indicating the application was “pending”. Please let me know how we should
proceed with the application process.

Dear Mr. Cardin:
This is in response to your letter dated September 19, 2013, concerning San Tan Mountain Regional Park.

As mentioned in your letter, the San Tan Mountain Regional Park Cooperative Recreation Management
Agreement, signed by both the Maricopa County Parks and Recreation Department (MCPR) and the Bureau
of Land Management (BLM), is the instrument that has allowed MCPR to manage the San Tan Mountain
Regional Park. This agreement expired on September 9, 2013. In 1999 a Recreation and Public Purpose
(R&PP) Act application was filed by MCPR but could not be processed until the Lower Sonoran Resource
Management Plan was completed. We agree that this pending application is the path that will lead to /
MCPR’s control of the lands at the San Tans, but because of staffing issues, other priorities, and our other
workloads, the status of this application remains “pending”.

Section 307(c) of the Federal Land Policy and Management Act of 1976 does provide for the Secretary of
Interior to accept the “contribution of services” for the management and protection of public lands. We
accept your offer of the “contribution of services” to manage the San Tan Mountain Regional Park in
accordance with the BLM approved park plan. We believe this is an excellent interim tool that both agencies
can use until we can complete the process of the R&PP application. We will keep you abreast of our
progress working on the R&PP application as we move through our fiscal year 2014.
