Chairman Sellers brought the meeting to order and reminded the audience that Board 
meetings are governed by the Decorum Policy. He said speaker request forms need to 
be turned in within 10 minutes of the meeting coming to order. Agenda comments are 
limited to two agenda items per person and one public comment form for a total of three.  
He asked the Clerk to call the roll.

The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Formal Session at 
9:30 AM on Wednesday, April 24, 2024, in the Supervisors' Auditorium, 205 W. Jefferson Phoenix, 
AZ 85003, with the following members present:  Jack Sellers, Chairman, District 1;  Thomas 
Galvin, Vice Chairman, District 2;  Bill Gates, Supervisor, District 3;  Clint Hickman, Supervisor, 
District 4;  Steve Gallardo, Supervisor, District 5 (entered meeting late). Also present: Juanita

INVOCATION - INVOCACIÓN
Chairman Sellers asked Supervisor Hickman to introduce his guest who would offer the 
invocation and lead the pledge. Supervisor Hickman introduced his guest, Paul 
Baughman, the new Chief Engineer, and General Manager for the Flood Control 
District. Supervisor Hickman said Mr. Baughman is a registered Civil Engineer and he 
noted Mr. Baughman’s extensive work history in the State of Arizona.  
Mr. Baughman offered the invocation.

Mr. Baughman led the Pledge of Allegiance to the flag. 
Chairman Sellers welcomed Mr. Baughman to his new position at Maricopa County.

PET SHOWCASE BY MARICOPA COUNTY ANIMAL CARE AND CONTROL -

CONTROL Y CUIDADO DE ANIMALES
Kim Powell with Maricopa County Animal Care and Control introduced Denise, a four-
year-old bullterrier mix who has been at the shelter since March 8th. Denise is friendly 
and has a lot of energy and she will be available at the new East Valley facility when it 
opens on May 2, 2024. For more information about adoptions, please go to 
Pets.Maricopa.gov or call (602) 506-7387.
Chairman Sellers asked the Clerk if there were any announcements or corrections to 
the agenda. The Clerk said there is a speaker slip from Blue Crowley who would like to 
speak on item 4.  
Blue Crowley, resident, noted that there is an attempt being made to put legislation 
forward making it illegal for the homeless to own a pet. He said he heard that Animal 
Care and Control was in support of this legislation. Mr. Crowley said he believed this is 
wrong because individuals who are homeless do better with the companionship of their 
dog.

Supervisor Gates asked Jen Pokorski, County Manager, to clarify the County’s position 
regarding Animal Care and Control supporting this legislation. Ms. Pokorski stated

Commission Recommendation:  On 3/21/24, the Commission voted 6-0 to adopt a motion 
recommending the Board of Supervisors approve Z2023076 subject to conditions ‘a’ – ‘j’:
a. Development of the site shall be in substantial conformance with the narrative report 
entitled “Augustine Industrial Yard”, consisting of 14 pages, dated January 30, 2024, except 
as modified by the following conditions.
b. Development of the site shall be in substantial conformance with the site plan entitled 
“Augustine Industrial Yard“, consisting of 1 full-size sheet, dated January 30, 2024, as 
modified by the following conditions. Staff may determine slight refinements to remain in 
substantial conformance with the approved site plan.  Minor and major amendments to the 
site plan will be determined in accordance with Chapter 3 of the Maricopa County Zoning 
Ordinance.
c. The following IND-2 IUPD standards shall apply:
1. Required Screening (MCZO 901.9.4): 6’ min. building, wall or fence of any view -obscuring
material where outdoor industrial use is permitted by IUPD.
2. Parking Surface Materials (MCZO 1102.7.1): Compacted gravel allowed.
3. Outdoor Storage (MCZO 902.4.1 and 902.4.2): Allowed in required front and street side 
yards.
4. Required Landscaping (MCZO 901.9.4.D): No landscaping requirements.
5. Unless and until the site is served by a sewer system, the IUPD Overlay limits use of the 
site to the following:
    A. Office (MCZO 901.2.11).
    B. Construction equipment, including salves, service, rental, and storage (MCZO 902.2.7).
    C. Accessory buildings and uses customarily incidental to the above uses. Renewable
energy systems are not permitted as a primary use but may be permitted as an accessory 
use as set forth in Section 1206 of this Ordinance. Where renewable energy systems involve
the generation of striate of electricity, only grid-connected or off-gris systems are permitted 
(MCZO 902.2.22).

d. The following Planning Engineering condition(s) shall apply:
1. Engineering review of planning and/or zoning cases is for conceptual design only. All 
development and engineering design shall be in conformance with Section 1205 of the
Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain 
Regulations for Maricopa County; MCDOT Roadway Design Manual; and current 
engineering policies, standards and best practices at the time of application for construction.
2. Based on the conceptual design nature of the information submitted, changes to the site 
layout may be necessitated by the final engineering design of the site’s drainage 
infrastructure.
3. Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted with the 
application for Building Permits.
4. Retention basins may be initially sized for the first flush volume of runoff for a period of 
ten years. Full retention (100 yr., 2 hour volume) shall be provided with plans for further 
development or renewal of the zone change.
e. The IUPD overlay is applied to restrict the use of the site. Until such time as the site is 
served by sewer, uses on the site shall only be those acceptable to the Maricopa County 
Environmental Services Department (MCESD) that can be accommodated by septic 
systems. A public water system and public sewer system shall be required prior to 
establishment of any non-residential use that requires potable water.
f. All existing patent easements must be abandoned prior to the issuance of any building 
permits.
g. Administrative approval of a plan of development will be required prior to approval and 
issuance of construction permits to develop and establish use of the site. Prior to issuance 
of a building permit, written confirmation will be required from the emergency fire protection 
jurisdiction having authority that the facility has been designed in accordance with their 
regulations and requirements, and that emergency fire protection service will be provided to
the facility. Prior to issuance of the certificate of occupancy, local fire protection jurisdiction 
review and approval will be required.
h. Noncompliance with any of the conditions assigned to the approval of this zone change 
by the Maricopa County Board of Supervisors may be grounds for revocation of this zoning 
in accordance with the requirements and procedures as set forth in the Maricopa County 
Zoning Ordinance. 
i. The property owner/s and their successors waive claim for diminution in value if the County
takes action to rescind approval due to noncompliance with conditions. 
j. The granting of this change in use of the property has been at the request of the applicant,
with the consent of the landowner.  The granting of this approval allows the property to enjoy 
uses in excess of those permitted by the zoning existing on the date of application, subject 
to conditions.  In the event of the failure to comply with any condition, the property shall revert 
to the zoning that existed on the date of application.  It is, therefore, stipulated and agreed 
that either revocation due to the failure to comply with any conditions, does not reduce any 
rights that existed on the date of application to use, divide, sell or possess the property and 
that there would be no diminution in value of the property from the value it held on the date 
of application due to such revocation of the Zone Change.  The Zone Change enhances the 
value of the property above its value as of the date the Zone Change is granted and reverting 
to the prior zoning results in the same value of the property as if the Zone Change had never
been granted.

BOARD FOR EQUIPMENT PURCHASE-AMMUNITION
Approve the application and acceptance of grant funds from Constable Ethics, Standards 
and Training Board (CESTB), (CNA24-409), in the not-to-exceed amount of $15,698 for the 
purpose of purchasing ammunition for Constables and Deputy Constables practice and 
qualifying purposes.  The grant award begins on July 1, 2023 and ends on June 30, 2024. 
Authorize the Chairman to sign all documents related to these grant funds, as applicable. 
The grant allows a 0% rate for indirect costs which may be incurred by the Constables or 
Maricopa County for the administration of this grant. The Maricopa County Department of 
Finance has calculated the Constables' composite indirect cost rate at 12.07%, or $1,194. 
The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect 
cost is $1,194.
Upon receipt of funds and pursuant to ARS §42-17106(B), approve revenue and expenditure 
appropriation adjustments to the Constables (D250) General Fund (100) Non-Recurring 
(NRNP) associated with the grant in the amount of $15,698. for FY 2024. Grant revenues 
are not local revenues for the purpose of the constitutional expenditure limitation, and 
therefore, expenditure of the funds is not prohibited by the budget law. This budget 
adjustment does not alter the budget constraining the expenditure of local revenues duly 
adopted by the Board pursuant to A.R.S. §42-17105.
The grant award is non-recurring and a cash or in-kind match is not applicable. Indirect cost
is non-recoverable in the amount of $1,194. Future ongoing cash contributions are not 
required after the grant period. The grant award is not a mandated function but provides a 
benefit to the citizens in allowing an increase in safety for constables/deputy constables.  The 
grant award is non-competitive. Non-recoverable indirect costs of $1,194 will be absorbed 
by the Constables operating budget.

ACCEPT SUPPLEMENTAL FY24 GRANT FUNDS FOR VERTICAL PROSECUTION OF 
AUTO THEFT OFFENDERS FROM ARIZONA AUTO THEFT AUTHORITY
Accept additional grant funds from the Arizona Automobile Theft Authority (AATA) in the 
amount of  $101,142.14 for the FY24 ATA Vertical Prosecution grant. 
The addition of the supplemental funding brings the total amount of the FY24 grant award to 
$392,541.14
The supplemental funding is intended to be used exclusively to reimburse expenditures 
related to prosecuting Arizona Vehicle Theft Task Force auto theft cases.  
The Arizona Auto Theft Authority grant funding has been received since 1998. The 
supplemental funding is limited to FY24 and was awarded as a result of underspending in 
other Arizona counties.
The Maricopa County Attorney's Office's composite indirect cost rate for FY24 is 20.20% or 
$ 20,430.71 for the additional funding. The recoverable indirect cost of administering this 
grant is $0; the non-recoverable indirect cost is $20,430.71. Non-recoverable indirect costs 
will be covered by the departmental general fund budget. There is no requirement for 
matching funds. The original grant was competitive and does not require ongoing cash 
contributions after the grant period's end date. This funding directly supports the mandated 
function of prosecution of criminal cases. Grant revenues are not “local revenues” for the 
purpose of the constitutional expenditure limitation, and therefore expenditure of the funds 
is not prohibited by budget law.

ARIZONA DEPARTMENT OF PUBLIC SAFETY ANTI-HUMAN TRAFFICKING GRANT
Approve the application and acceptance of grant funds from the Arizona Department of 
Public Safety to enhance law enforcement services and programs that reduce human 
trafficking within the state as allowed in SB 1724, in the amount not to exceed $24,500 for 
the purpose of purchasing seven (7) laptop computers. The grant award begins on July 1,
2023 (retroactively) and ends on June 30, 2024. 
Authorize the Chairman of the Board of Supervisors, or designee, to sign all documents 
related to these grant funds, as applicable. Grant revenues are not ”local” revenues for the 
purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds 
is not prohibited by the budget law.
The Maricopa County Attorney’s Office’s indirect rate for FY24 is 20.2%. The grantor allows
0% for indirect cost recovery. Total grant indirect costs are estimated to be $4,949.00 for this
award. Total grant indirect costs are estimated to be 0 recoverable and $4,949.00 not 
recoverable. 
The grant is a one-time award with no expectation of continued funding. This is MCAO’s first 
grant award from this grantor for this funding purpose. There is no match requirement for 
this funding. No future contributions are required with this funding.

This grant will allow the purchase of seven computers to be used by MCAO prosecutors in 
the two Sex Crimes Bureaus for their work in the field with law enforcement. Ongoing 
information exchange and intelligence sharing will occur between MCAO and DPS. This 
grant award is competitive. 
Funding for this agreement is provided by a grant from the Arizona Department of Public 
Safety, Anti-Human Trafficking Grant Fund, which allocates $8 million in funding to eligible 
city, town, and county law enforcement agencies for programs that reduce human trafficking
and that comply with the requirements prescribed in ARS 26-106.

APPROPRIATION ADJUSTMENT FOR GRANT FUNDING FROM ARIZONA 
SECRETARY OF STATE
Approve and authorize the Recorder’s Office for the application of the FY24 AVID 
Reimbursement Grant Award administered by the Office of the Secretary of State of Arizona
(AZSOS) and authorize the Chairman to approve the receipt of any and all such funds
awarded.
In accordance with A.R.S.42-17106(B), approve a revenue and expenditure appropriation 
adjustment increasing the FY 2024 Recorder’s Office (360) Recorder Grant Fund (298) Non-
Recurring/Non-Project (NRNP) budget in the amount of $381,424.67. Grant revenues are 
not local revenues for the purpose of the constitutional expenditure limitation, and therefore,
expenditure of the funds is not prohibited by the budget law. This budget adjustment does 
not alter the budget constraining the expenditure of local revenues duly adopted by the Board 
pursuant to A.R.S. §42-17105.  Funding for this Agreement is provided by the Office of the 
Secretary of State of Arizona and will not affect the County’s general fund.
The program will support the continued use and operation of the state’s voter registration 
system, Access Voter Information Database (AVID), by Maricopa County. The use of the 
system will continue to supplement the Office of the Maricopa County Recorder’s own voter 
registration system. The request represents the Office's efforts to continue to strengthen 
voter access to information.  Elections remain the cornerstone of American democracy and 
funding from the AZSOS AVID Reimbursement Award will aid in the department’s mandate 
to provide fair, safe, and secure elections.
The total amount of funds requested is $381,424.67. The grant period will cover the periods 
July 1st, 2023 through June 30th, 2024. The grant does not allow for indirect costs for which
the County is eligible. The Maricopa County Recorder’s Office composite indirect cost rate 
for FY 24 is 22.07% or $84,180.42. The recoverable indirect cost of administering this grant 
is $0; the non-recoverable indirect cost is $84,180.42. Nonrecoverable indirect costs will be 
covered by the departmental general fund budget. This grant is competitive and does not 
require a match or on-going cash contributions after the grant period end date. The grant 
award is nonrecurring and has not been awarded to the department in past years.

funding through various state agencies. Maricopa County must apply for these funds and the 
Board of Supervisors must duly authorize the application.

ACCEPT FY2024 TITLE III GRANT FOR CONSORTIUM SCHOOL DISTRICTS
Approve the acceptance of $98,783 in Title III grants for consortium school districts from the
Arizona Department of Education (ADE). This is a federal entitlement grant that provides 
funds to support students who are learning the English language. The Maricopa County 
School Superintendent’s Office (MCSSO) serves as the fiscal agent for this consortium as 
the districts, by federal law, must have a consortium when their federal allocation is less than
$10,000 a year. There are 15 school districts or charter schools that are part of the 
Consortium in fiscal year 2024. The term of this grant is for one year, July 1, 2023, to June 
30, 2024. 
The grant awards are reoccurring, do not have an in-kind match requirement during the grant
award period, and do not require ongoing cash contributions.  This is a federal entitlement 
grant, and therefore, is non-competitive.  MCSSO’s indirect cost rate for fiscal year 2024 is 
1.43 percent. However, MCSSO passes all monies through to the Consortium members and
does not charge the school districts for indirect costs.  There are no costs that will need to 
be absorbed by the Department’s operating budget.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore, expenditures of these revenues are not prohibited by the budget 
law. This action does not alter the budget constraining the expenditures of local revenues 
duly adopted by the Board pursuant to A.R.S. §42-17105.

ACCEPT FY2024 TITLE I-D GRANT FUNDS FOR DETENTION EDUCATION CENTER 
AND JAIL SCHOOL
Approve the acceptance of the Title I – Delinquent grant from the Arizona Department of 
Education in the amount of $403,027; or $286,657 for Detention Education Center and 
$116,370 for MCSO Jail School.  The purpose of this grant is to provide prevention and 
intervention programs for children and youth who are neglected, delinquent, or at-risk.  The 
grant period is from July 1, 2023, to June 30, 2024. 
The grant award is reoccurring. The Department has no in-kind match requirement during 
the grant award period, and the grant award does not require ongoing cash contributions. 
The grant award is for a mandated function as it goes toward education for 16-to-18-year-
olds already in County Detention Center or County jail.  The Maricopa County School 
Superintendent’s Office currently serves as the fiscal agent for the detention program and 
jail education program education grants. Although MCSSO has an approved fiscal year 2024
indirect cost rate of 1.43 percent, it is not planning to charge indirect costs on this grant. The
amount of waived indirect cost for this grant is $5,763. This award is non-competitive, and

the grant award is a federal entitlement grant award.  There are no costs that will need to be
absorbed by the MCSSO’s operating budget. 
As a result of this funding and pursuant to A.R.S. §42-17106(B), approve an adjustment to 
the FY2024 County School Superintendent (D370) Schools Grants Fund (715) Operating

IGA WITH CITY OF BUCKEYE FOR DETENTION SERVICES
Approve an Intergovernmental Agreement between City of Buckeye and Maricopa County 
through the Sheriff's Office for booking and housing inmates in the not-to-exceed amount of
County established fees that are applicable during each year the agreement is in effect. This
Intergovernmental Agreement is retroactively effective from March 1, 2024 until February 28, 
2029.
Pursuant to A.R.S.§ 31-121 it is the duty of the Maricopa County Sheriff to receive and 
provide for prisoners who have been committed to jail by competent authority. Pursuant to
A.R.S. § 31-121(D), Municipality is responsible for the costs of incarceration of the following
persons: (1) a person who is arrested by a peace officer employed by Municipality and who 
is charged in the municipal court and housed in the County Jail; and (2) a person who is 
convicted in the municipal court and sentenced to the County Jail (collectively, "Municipal

Approve an Intergovernmental Agreement (IGA) among the City of Avondale, City of 
Buckeye, City of Goodyear, Maricopa County and Arizona Department of Child Safety 
(DCS) to provide integrated services to children and families for the Southwest Family 
Advocacy Center (Center) located at 2333 N. Pebble Creek Parkway, Suite A-200, 
Goodyear, Arizona 85395.
This Agreement sets forth the responsibilities and obligations of the parties with respect to 
DCS's use of the Center and is effective from the date of the last signature through June 
30, 2027. This Agreement may be terminate upon 30 days written notice to the other 
parties.
Maricopa County through the Sheriff’s Office is part of an Intergovernmental Agreement 
between a group of municipalities that supports the Southwest Family Advocacy Center 
since 2012. The most recent agreement expired June 30, 2023 and was approved August
29, 2018 and amended January 13, 2021 (C-50-19-012-3-00, C-50-19-012-3-01).
DCS is mandated pursuant to A.R.S. § 8-451 to protect children by investigating reports of
abuse of neglect, promoting the safety of a child in a permanent home and coordinating 
services to strengthen the family and prevent, intervene in and treat abuse and neglect of 
children. This Agreement allows the DCS to perform its statutory obligation and have 
assigned space within the Southwest Family Advocacy Center to aid with investigative 
case reviews and responsibilities with the Center's Partnering Agencies, including the 
Maricopa County Sheriff’s Office.

MOU WITH THE GOVERNOR’S OFFICE OF HIGHWAY SAFETY
Amendment 1 to approve the memorandum of understanding (MOU) with the Governor’s 
Office of Highway Safety (GOHS), Award Number 2024-405b-052, for the Click it or Ticket 
federal grant award. The amount of the award is $5,000. The term of the funding is May 20, 
2024 to June 2, 2024. 
This funding award is recurring and has been awarded to the Sheriff’s Office intermittently
over the last eight years. There is no match requirement, and the agreement does not require
on-going cash contributions after the period end date. The Sheriff’s Office indirect cost rate 
for FY24 is 16.72% applicable to the award amount of $5,000. The indirect costs are 
calculated to be $836 and will be absorbed by General Fund.
This is not a mandated function although it supports the MCSO public safety mandate and 
provides benefit to the citizens by engaging in traffic enforcement for seat belt and child 
safety seat violations to increase usage rates. This is a competitive award. The Maricopa 
County Sheriff's Office is one of several local law enforcement agencies in the Phoenix metro
area that participate in this effort.

Cancel rescind and replace for action approved C-50-24-107-X-01 on March 27, 2024 and 
maintain action approved C-50-24-107-X-00 on December 6, 2023 for approval of the 
intergovernmental Agreement with the Cities of Avondale, Buckeye, Goodyear and Maricopa
County for the operation of the Southwest Family Advocacy Center. This is a financial 
agreement to fund the operations and management of a Center used by a multidisciplinary 
team for the investigation, prosecution, assessment, treatment, protection, and prevention 
of child sexual and physical abuse, child neglect, child endangerment, adult sexual abuse, 
sexual assault, domestic violence and elder abuse cases. The estimated cost to MCSO is 
$304,480 for FY 2024 with similar costs each year of the Agreement.
Agencies are invoiced at least quarterly and are provided estimates of their annual 
proportionate share of Center funding by February 1st of each year. The Center is located 
at 2333 North Pebble Creek Parkway, Goodyear, Arizona.
This Agreement is effective as of July 1, 2023 and terminates June 30, 2026, the “Initial 
Term”, unless terminated otherwise. This Agreement automatically renews for three 
successive three-year terms. An agency can voluntarily terminate this agreement with a 60-
written notice to terminate.
This Agreement supersedes the previous agreement approved in Agenda items C-50-13-
022-3-00, C-50-13-022-3-01; C-50-19-074-3-00. These costs are funded by General Fund 
and are budgeted in the Sheriff’s appropriation. MCSO has participated in this partnership 
since 2012.

YAVAPAI NATION
Pursuant to the Board’s Resolution, regarding Processing of Tribal Gaming Fund 
Applications, dated May 31, 2016 (“Gaming Resolution”), Maricopa County is the 
administrative pass-through for tribal gaming applications (“Applications”) received pursuant 
to the State of Arizona Department of Gaming Compact (“Compact”). The Applications seek
funds for government services that benefit the general public, including public safety,
mitigation of the impacts of gaming, or promotion of commerce and economic development. 
Pursuant to the Board’s Gaming Resolution, Maricopa County defers substantive review of 
the Applications to the Tribal authorities and place these matters on the consent agenda. 
Pursuant to the Compact, Sections 12 (b) and (d), the Tribe shall perform the substantive 
review of applications and ensure 12% of its contributions under the Compact go to services

AFFILIATION AGREEMENT WITH ARIZONA STATE UNIVERSITY
Approve an Affiliation Student Placement Agreement between the Arizona Board of Regents, 
on behalf of Arizona State University (ASU), and Maricopa County, for the purpose of

June 9, 2021, the Board of Supervisors approved the receipt of an unanticipated increase of
CDBG allocation funds in the amount of $41,978 in U.S. Department of Housing and Urban 
Development (HUD) for Community Development Block Grant (CDBG) Programs and an 
update to the PY 21 AAP (C-22-20-038-G-02). On March 23, 2022, the Board of Supervisors
approved Amendment No. 1 to the PY/FY2021-2022 AAP which addressed funding 
allocations for Development of Affordable Rental Housing, Development of Non-Congregate
Shelter, Supportive Services, Tenant Based Rental Assistance, and Program Administration

Approve financial Amendment No. 5 to the Intergovernmental Agreement between City of
Tempe (City) and Maricopa County (County) administered by its Human Services 
Department. The purpose of the Agreement is for the City to provide single family homebuyer
assistance to low-income households. The County provided the City with U.S. Department
of Housing and Urban Development (HUD) for HOME Investment Partnerships Program 
(HOME) activities.
The purpose of Amendment No. 5 is to address the following:

30, 2027. The funding amount for Non-Congregate transitional Bridge shelter acquisition and
construction under this Amendment shall be $900,000, and expenditure term for these Work

INCORPORATED FOR SENIOR SERVICES
Approve the Maricopa County Human Services Department (HSD) to submit a funding grant
application to Area Agency on Aging, Region One, Incorporated (Area Agency) for senior 
services for the funding period of July 1, 2024, through June 30, 2025. 
Area Agency releases a competitive Request for Proposal every five years. HSD’s 
application is for providing Case Management services and to facilitate services to assist 
eligible seniors and adults with disabilities to maintain independence in their homes. Funding
application amount shall not exceed $2,900,000. A minimum of a ten percent (10%) non-
federal match is required for each Area Agency dollar awarded. HSD intends to apply a total
of $2,599,356 towards the service delivery ($1,710,110 in County general funds and
$910,486 in ARPA funds). The cumulative application amount is $5,499,356. Application
submittal deadline is April 12, 2024.
Also request approval for the Chairman to sign documents or authorize the Human Services 
Department Director to sign documents for application submittal.
Once notified of a contract award, the Human Services Department shall submit for formal

The Human Services Department FY2025 approved provisional indirect cost rate is 22.2%

expenses. The total grant funds are $8,578,807.00 of which $1,112,939 is for salaries and 
benefits (CDBG $711,734 and HOME $401,205). The total estimated indirect costs and fully
recoverable are $247,073 ($158,005 for CDBG funds and $89,068 for HOME). Budget 
adjustments will be made when the Indirect rate costs has been fully negotiated and shall be
effective as of July 1, 2024.
The County receives HUD funding allocations on an annual, non-competitive basis. The 
services provided by the grant funds are not mandated services but are a benefit to County 
residents by providing funding to communities that improve infrastructure and increase 
affordable housing.
Receipt of the grant funds do not require match funds or future or ongoing contributions at 
the end of the funding availability period.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The 
approval of this funding does not alter the budget constraining expenditures of local revenues
duly adopted by the Board pursuant A.R.S. §42-17105.
Approval of this item shall not impact the County General Fund. The overall grant budget will
be adjusted as necessary to accommodate this grant through a future grant reconciliation.

Approve Amendment 5 to the Intergovernmental Agreement (IGA), a cost reimbursement 
contract (CTR055260), Year 5, between Arizona Department of Health Services (ADHS), 
Title V Maternal and Child Health (MCH) Healthy Arizona Families & Preventive Health and 
Health Services and Maricopa County, by and through its Department of Public Health
(MCDPH). The term of this cost reimbursement IGA began on July 1, 2020, and terminates 
on June 30, 2025.
This Amendment 5 updates the Price Sheet expense categories. The totals remain the same.
All other provisions of this Agreement remain unchanged.
This IGA was designed to leverage partnerships between ADHS and Local County Health 
Departments by providing Block Grant funding to support the health priorities identified in the
AZCHIP, the county health improvement plans (CHIPs), and the 2020 Title V MCH Needs 
Assessment. The populations include Woman/Maternal and Perinatal Infant, Child Health, 
Adolescent Health, and Children with Special Health Care needs.
MCDPH’s Indirect Rate for FY24 is 15.65 %. The indirect costs for MCH Healthy Arizona
Families are estimated at $58,724.51 which are fully recoverable. Departmental indirect rates 
are reestablished at the beginning of each fiscal year and the future indirect rates will be 
collected at the corresponding rates.
The PHI portion of the grant deviates from County Policy A2505 and does not allow for full 
indirect cost reimbursement, but a maximum of 10%. The full indirect costs are estimated at 
$46,989.84 of which $30,025.45 is recoverable and $16,964.38 is unrecoverable.
The grant award recurrence is unknown, there is no cash or in-kind match required. The 
grant award is non-competitive and on-going contributions are not required. Though not

Agreement does not alter the budget constraining expenditures of local revenues duly 
adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be 
adjusted as necessary to accommodate this grant through a future reconciliation. Funding 
for this Agreement is provided for by a Grant from ADHS.
The ADHS conducts a five (5) year statewide needs assessment to examine key health 
indicators and provide a comprehensive overview of the health of Arizonans. ADHS
published the 2019 Arizona State Health Assessment which utilizes an evidence-based 
public health approach to improve the health and wellness of Arizona residents. This 
assessment informs other federally funded programs within ADHS that also require 
statewide needs assessments. One (1) of those programs is the Title V Maternal and Child 
Health (MCH) Block Grant located within the Bureau of Women’s and Children’s Health 
(BWCH). The mission of the BWCH is to “strengthen the family and community by promoting
and improving the health status of women, infants, and children.” The BWCH administers 
the federal Title V MCH Block Grant. This IGA is intended to provide flexibility to the Maricopa
County Health Department to meet the needs of local communities through high impact 
strategies that align with the 2020-2025 MCH health priorities, the identified national 
performance measures, and administrative functions.

beginning May 1, 2024, thru June 30, 2025, with four (4) one (1) year options for renewal. 
Total expenditures under this Contract are anticipated to be $2,928,533 for the initial fourteen
(14) month term. 
Funding for this contract will be through COVID-19 ELC Funding for Disease Mitigation and 
Community Outreach which is currently set to expire July 31, 2026. Should funding expire

Pursuant to A.R.S. § 42-18303, real property, parcel 219-33-007E, was offered for sale at 
auction; however, no winning bids were received. Therefore, the County may sell the real 
property, parcel (219-33-007E), pursuant to A.R.S. § 42-18303(A), which allows the state 
tax deed on the property to be sold to the highest bidder for cash. Assessor’s Office review 
is attached since subsections E and F may apply.
If the Board of Supervisors accepts the offer on the real property, parcel 219-33-007E, the 
Treasurer’s Office will accept payment and prepare the quit claim deed to convey the

Chairman Sellers asked the Clerk if there was anything to report regarding Public 
Comment email responses. The Clerk said there were a few emails received regarding 
various agenda items all of which have been shared with Board offices. She added that 
there were nine speaker slips received and she handed them to the Chairman.
Don Adams, resident, spoke about a letter that he will send to the Department of 
Defense from We the People. Mr. Adams talked about elections, policies, governance 
reform, preservations of civil liberties, and peaceful solutions.
Dan Schroeder, resident, spoke about elections, military occupation, and military 
operations.
Bill Johnson, resident, was called to speak but was not present. 
Claudine A, resident, was called to speak but was not present.

Don Hiatt, resident, said he is running for the County Recorder’s position on the next 
election. Mr. Hiatt spoke about free and fair elections, paper ballots, and the hand 
counting of ballots.  
Dianne Barker, resident, talked about transportation, road diet and transit. She 
mentioned a ride guide that she acquired from the City of Phoenix, and she was 
appreciative of that resource. 
Christina Tyler, resident, spoke about needing reasonable accommodation according 
to the American Disability Act (ADA) and being able to speak virtually.  Ms. Tyler 
commented about the signs for the new Decorum rules and violations of the 1st 
amendment. 
Luimar Zibetti Garza, resident of Miami, Florida, read an email from her phone that was 
sent to the Board and staff. 
Blue Crowley, resident, spoke about the Regional Public Transportation Authority 
(RPTA) meeting that he attended. He said he was escorted out of the meeting because 
he called “a point of order”. He was asked to not attend meetings for the next 90 days.

AFFILIATION AGREEMENT WITH ARIZONA STATE UNIVERSITY
Approve an Affiliation Student Placement Agreement between the Arizona Board of Regents, 
on behalf of Arizona State University (ASU), and Maricopa County Flood Control District, for
the purpose of providing educational experience for ASU students. The intent of this 
agreement is to provide internships that enrich and educate future leaders about Maricopa 
County government.
This general agreement between Maricopa County Flood Control District and ASU may be
used for unpaid interns (volunteer), interns offered a stipend not entitled to wages, and 
interns hired and treated as temporary employees. This agreement does not restrict interns 
hired as temporary employees from receiving wages or other forms of compensation offered
to temporary employees. This agreement is effective from April 25, 2024, until May 1, 2029.
Approve the Maricopa County’s Leadership and Education Advancing Public Service
(LEAPS) internship stipend amount not to exceed $10,000 per semester. The County’s 
LEAPS program and partnership with ASU began in 2014 and is modeled after the State’s 
legislative internship program.

JOB ORDER CONTRACTS FOR THE FLOOD CONTROL DISTRICT
Approve and award a Job Order Contract between the Flood Control District of Maricopa 
County and: CS Construction Inc., Haydon Companies LLC, Ames Construction, Rummel 
Construction Inc., FPS Civil LLC, Cactus Asphalt and Nesbitt Contracting Co. for a total of 8
job order contracts with a contract amount not to exceed $5,000,000.00 per year for a five-
year term per contract ($40,000,000.00 in total per five-year contract). 
This is a qualifications-based selection in accordance with the Maricopa County Procurement
Code, Article 5, Paragraph 504, Section G and Article 5 Procurement Procedures Manual, 
Chapter V.
The county issued a public notice on December 21, 2023, seeking experienced contractors 
to perform the following scopes of work: concrete, earthwork, storm drain, and surface 
treatment for the Flood Control District of Maricopa County. Utilizing Job Order Contracting 
(JOC) project delivery methods.  The awarded contractor shall perform repair modification, 
construction, and associated work through contracted on-call work assignments.
