ACCEPT TITLE II and I-D GRANT FUNDS FROM THE ARIZONA DEPARTMENT 
OF EDUCATION FOR THE JUVENILE DETENTION EDUCATION PROGRAM
Accept $642,479.18 in Title I-D and $4,572.91 in Title II FY2023 grant funds from the Arizona 
Department of Education for the juvenile detention education program. The term of this grant 
funding is 7/1/2022 through 7/1/2023. The purpose of these grants is to provide prevention and 
intervention programs for children and youth who are neglected, delinquent, or at-risk and to 
support effective instruction to increase student achievement.  
These grants help fulfill mandated services to educate children in the County’s juvenile detention 
center. There are no matching or ongoing cash contribution requirements; and this award is non-
competitive, legislative, and formulaic. Although the School Superintendent’s Office has an 
approved FY2024 indirect cost rate of 1.43% (equating to $9,252.84 in calculated indirect costs), 
indirect costs will not be charged because the Office will be passing the grant monies on to the 
accommodation school through which the detention education program operates. There are no 
costs that will need to be absorbed by the MCSSO’s operating budget.   
As a result of this funding and pursuant to A.R.S. §42-17106(B), approve an adjustment to the 
FY2024 County School Superintendent (D370) Schools Grants Fund (715) Operating (OPER) 
revenues and expenditures budget in the amount of $647,052.  
 
Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, 
and therefore, expenditures of these revenues are not prohibited by the budget law. This action 
does not alter the budget constraining the expenditures of local revenues duly adopted by the 
Board pursuant to A.R.S. §42-17105.
