Change order is for the additional efforts to conduct technical analysis and concept development for a fiscally constrained alternative, and to proceed with final
design of the updated concept. An extension for time is requested to encompass the anticipated post-design services schedule.

SCOPE OF SERVICES – NORTHERN PARKWAY –99TH AVENUE TO 87TH AVENUE
The Maricopa County Department of Transportation (MCDOT) has requested services from
TYLin International (Consultant) to modify the TT0372 final design construction documents and
federally required clearances to align with a fiscally constrained project along Northern Avenue
between 103rd Avenue and 91st Avenue.
The work effort proposed to add to, and modify, the previously prepared 95% PS&E for the
TT0372 project is presented herein along with the attached cost proposal. The cost proposal
outlines the overall fee needed to complete the project for the design team and identifies the
remaining balance in the current contract along with any credits/deductions associated with the
concrete box culvert early release package PS&E and effort absorbed by the design team to
address quality issues identified as part of the previously submitted 95% PS&E package.
Project Location
The original TT0372 project limits were identified as 99th Avenue to 87th Avenue along Northern
Avenue. The new limits of the TT0372 project along Northern Avenue are between 103rd Avenue
and 91st Avenue.
Contract Change Order Overview
This contract change order is being prepared for the Consultant to complete the following high-
level actions based on approval of the fiscally constrained concept for the corridor:
•
Extend the western limits of the current TT0372 project to 103rd Avenue in lieu of the
current 99th Avenue western terminus. Major work elements included as part of this
extension include (several of which were developed to a 60% submittal stage as part of
the adjacent TT0600 project):
o New River bridge design
o New River hydraulic and hydrology design
o Roadway, Signing and Pavement Marking, ITS, Lighting, Signal, Utility and MOT
design
o Updates to the federal clearances required for the TT0372 project
•
Alternative analysis that was completed for establishment of the fiscally constrained
concept which included evaluation of project costs for each alternative developed
•
Modification to the previously developed TT0372 95% PS&E package for geometric
revisions between 99th Avenue and 91st Avenue. Major work elements effected by the
revised geometrics, as well as the extension of the TT0372 project to the west, are:
o 99th Avenue traffic signal design and new raised median between 99th Avenue
and 98th Avenue
o Minor updates to all project plan sheet types for the revised geometry in the
eastbound direction between the DDI and 91st Avenue
o Elimination/Removal of improvements from the project west of 91st Avenue
•
Additional design work for new project elements introduced into the project by key
project stakeholders between 60% and 95% submittals. Specifically:
o Design of a new irrigation system for ADOT within the limits of ADOT’s access
control

The contract time for the overall TT0372 Northern Parkway contract is 1,188 days from issuance
of the original NTP. This contract change order is not requesting any alteration of original
contract time.

Project Management
100.6
Project Progress Meetings
The original contract budget for project meetings (progress meetings, stakeholder meetings
and utility coordination meetings) has been expended by the design team based on requests
from the various MCDOT departments, stakeholders and utility owners over the duration of the
contract to date. Since the project’s kickoff meeting on April 5, 2021, Consultant has attended
81 meetings where records of attendance and discussion have been kept.
This change order will establish budget for the Consultant to attend meetings for the remainder
of the final design phase as necessary to facilitate approval of the project’s clearances and
PS&E. These meetings include, but are not limited to, progress meetings, comment resolution
meetings, utility meetings and coordination meetings with the technical groups/key
stakeholders/project partners. Hours provided in the cost proposal for this task are for all
meeting types and assume the Consultant team shall have between 1 and 4 representatives in
attendance at each meeting. Key meetings for status updates, resolution of project issues and
to facilitate key decisions/direction for the remainder of the project are anticipated to occur with
the following (anticipated number of meetings for establishing budgetary information shown in
parenthesis):

Project File Migration and Version Control
The design files for the TT0372 and TT0600 projects are on different servers. The Consultant
will migrate previously developed design files from the TT0600 project directory to the TT0372
project directory. Consultant will re-establish file relationships and update file versions to be
compatible with TT0372 project files. This migration and version control will permit the
Consultant to salvage and incorporate design efforts previously completed as part of the
TT0600 project. An effort of 28 hours is allocated for this task.

Data Acquisition

Site Visit and Project Research
The Consultant has conducted an additional five (5) site visits to date for the project beyond the
original two (2) included in the original scope for the contract. The conducted site visits have
been primarily to review and meet with utility owners in the field to discuss proposed relocation
design efforts. In addition, an additional five (5) site visits are being included as part of this

addendum over the remainder of the project to meet with utility owners, right-of-way agents and
stakeholders to finalize the project design details. The Consultant shall comply with applicable
local, state and public laws for the safety and health of its employees for any site visit conducted
as part of this contract.

Utilities and Railroad
500.11
Utility Relocation Plans
Several private utility companies (SRP Power and Water, Lumen, Southwest Gas and Cox) have,
or are in the process of, developed utility relocation concepts and plans. Additional budget being
requested under this task is to continue providing extensive utility design review working directly
with MCDOT’s utility coordination team as the project finishes design and transitions into
construction. Consultant will continue to provide plan redlines and a summary of comments for
each utility review. This additional budget will also cover Consultant’s efforts to add utility
facility as-built locations to the final PS&E upon completion of utility relocation work.

Utility Relocation Cost Estimates
The Consultant shall work with the MCDOT Utility Coordinator to help identify and updates to
the utility relocation schedule based on including the utility relocation work planned within the
extended project limits from 103rd Avenue to 99th Avenue. Specifically, the Kinder Morgan gas
line relocation work necessary to facilitate construction of the widening of the New River bridge
structure will be incorporated into the TT0372 utility relocation schedule.
The Consultant shall work with the MCDOT Utility Coordinator to request utility relocation cost
estimates from private utility companies requiring relocation and owning prior rights for any
facilities impacted within the extended project limits from 103rd Avenue to 99th Avenue.
Consultant shall tabulate data and provide to MCDOT for use in authorizing utility relocation
funds.

Utility Clearance Letter
Conflict review letters will be updated to include the extended project limits from 103rd Avenue
to 99th Avenue and will be obtained from each utility company with facilities in the project limits.
Consultant shall provide all clearance letters to the MCDOT Utility Coordinator for their use in
developing the overall project utility clearance letter.

General Utility Coordination
The original contract budget for general utility coordination has been expended by the design
team based on requests from the MCDOT Utility coordinator as well as individual utility
companies. Additional budget is being included as part of this task for the Consultant to
continue to complete general coordination activities throughout the duration of the project’s
design with each of the utility companies to ensure that momentum is maintained on utility
conflict reviews, providing of prior rights, relocation design and relocation construction. General
coordination activities will be logged and reported as they occur and communicated regularly
with the MCDOT Utility Coordinator. Time has been included for six (6) field visits as part of this
task to monitor new utility installations as they occur to confirm locations provided for new
facilities as part of utility owner developed relocation designs.

Drainage Report
Consultant’s Subconsultant, J2 Engineering and Environmental Design, LLC will prepare a FEMA
CLOMR/LOMR for the Northern Parkway crossing of New River. The CLOMR will be prepared as
part of the 95% submittal of the New River bridge plans and submitted to FEMA for review and
approval. Approval for a CLOMR is undefined and may take up to a year to complete. The LOMR
(as-built condition) will be prepared following completion of the project. Permit fees for FEMA’s
review of both the CLOMR and the LOMR are included as part of Consultant’s (TYLin) expenses
provided as backup in the attached cost proposal.
The previously prepared Drainage Report for TT0372 will be updated by Subconsultant as part
of this task to account for the revised project limits and include discussion of the New River
hydrology and hydraulics.
800.4
Geotechnical and Pavement Design
Consultant’s Subconsultant, Ethos Engineering (Ethos), will revise and update all previously
completed technical reports and supporting information for the extended TT0372 project limits
between 103rd Avenue and 99th Avenue for the project’s geotechnical and pavement design. In
addition, Ethos will develop six (6) additional Foundation Data Sheets for the New River bridge
based on requests from project reviewers.
See Ethos Engineering’s proposal attached to this scope of services for a detailed breakdown
of the additional effort required.

Fiscally Constrained Alternatives Analysis
As part of determining the right sized set of improvements for a fiscally constrained alternative
for the TT0372 (and TT0600) remaining Northern Parkway corridor projects, Consultant and
team members worked with MCDOT to evaluate several factors of the overall project design.
Those factors are bulleted below and for each factor considered, Consultant determined an
associated net cost impact (addition or reduction) to the overall project cost within the TT0372
project limits.

•
Roadway geometrics – transitions/tapers/lane drops, modifications to proposed
medians between the DDI and 91st Avenue and elimination of improvements from east
of 91st Avenue;
o Based on direction from the City of Peoria, for the fiscally constrained project,
Consultant revised the proposed geometrics at the intersection of 91st Avenue
for
multiple
varying
configurations
of
turn
lanes,
raised
medians,
attached/detached sidewalks, deceleration lanes and bike lanes.
•
Utility impacts – SRP irrigation structures, adjacent well site at 91st Avenue and other
impacted utilities;
•
R/W impacts – interim versus ultimate considerations and costs as well as potential
impacts/future responsibilities of development along the corridor;
•
Modifications to geometry for NB SR 101 off-ramp and transition into revised lane
configuration in eastbound direction;
•
Minor additional traffic analysis to determine 93rd Avenue and 91st Avenue intersection
operations associated with revised geometry for reduced through lane capacity.

Lighting Design Report
Consultant Subconsultant (Y2K Engineering) will update the previously prepared lighting
analysis to include the extended project limits between 103rd Avenue and 99th Avenue. Y2K’s
proposal is attached to this scope of services and can be referenced for additional information.

Right-of-Way
900.17
Right-of-Way Exhibits
Consultant has been requested by the Maricopa County Real Estate Department (MCRED) to
prepare separate Right-of-Way Exhibits to use in tracking the status of acquisition of the various
parcels within the corridor. Exhibits are in addition to R/W strip maps included in the original
contract. Data included on the exhibits for all parcels requiring either right-of-way or easement
acquisition include: parcel limits, parcel number, current owner, acquisition areas and a color
coding system for the status of acquisition (i.e. appraisal has been completed, offer has been
made, in escrow, etc.). Effort under this task is for the creation of the exhibits based on MCRED’s
request as well as updating the exhibits for the extended project limits between 103rd Avenue
and 99th Avenue.
Section 1100
Plans, Specifications and Cost Estimates
Based on the approved concept for the fiscally constrained alternative, the TT0372 project limits
will be extended at the west end of the project to 103rd Avenue and will include the full 103rd
Avenue intersection improvements as well as the New River bridge crossing. At the east end of
the project, the limits will be reduced to eliminate any improvements proposed east of 91st
Avenue beyond signing and pavement marking transitions to match the existing roadway
improvements.
Given the updated project limits and modifications to several of the design elements of the
project, the PS&E package will be re-submitted at the 95% stage with subsequent 100% and
Sealed stage submittals to be made in accordance with typical MCDOT submittal guidelines.
The following plan types will need to be either added for the extended project limits between
103rd Avenue and 99th Avenue or revised based on the modified geometrics associated with the

fiscally constrained approved concept. Additional sheets will also be added to the project based
on new scopes of work requested by project stakeholders as described earlier in this contract
change order.
Sheet revisions will be made by the Consultant as well as various Subconsultant team members
in accordance with which firm has prepared the specific sheet type to date on the project unless
otherwise noted. A tabular listing of the primary sheets to be added/revised by the design team
is included at the end of this section of the contract change order.

95% Plans, Specifications and Estimate Development
1100.4.1
Typical Section Design & Plan Development
Consultant shall add to and update the previously prepared TT0372 Typical Sections to reflect
the extended project limits and modified geometrics associated with the fiscally constrained
alternative.
1100.4.2
Roadway Design & Plan Development
Consultant shall add to and update the previously prepared Roadway Design Plan, Profile and
Plan/Profile Sheets to reflect the extended project limits and modified geometrics associated
with the fiscally constrained alternative.
This task also includes necessary updates to the Project Face Sheet, Index of Sheets, Key Map,
General Notes, Design Data Sheet, Survey Control Sheets and Project Cross Sections

Median Detail Design & Plan Development
Consultant shall add to and update the previously prepared TT0372 Median Staking Sheets to
reflect the extended project limits and modified geometrics associated with the fiscally
constrained alternative. This will specifically include incorporation of the ultimate median
configuration between the New River Bridge and 98th Avenue as well as modifications to all
median details between the DDI and 91st Avenue. Previously developed Median Staking Sheets
for raised median east of 91st Avenue will be eliminated from the project plans.

Intersection Detail Design & Plan Development
Consultant shall add to and update the previously prepared TT0372 Intersection Detail Sheets
to reflect the extended project limits and modified geometrics associated with the fiscally
constrained alternative. This will include addition of an Intersection Staking Detail sheet for
103rd Avenue intersection and elimination of the Intersection Staking Plan at 89th Avenue. This
will also include modifications to the Intersection Staking Plan Sheets at: 99th Avenue, 98th
Avenue, 93rd Avenue and 91st Avenue.

Detail Sheets Design & Plan Development
Consultant shall add to and update the previously prepared TT0372 Design Detail Sheets to
reflect the extended project limits and modified geometrics associated with the fiscally
constrained alternative. This will include additions and updates to the Driveway Profile and
Ramp Details at the 103rd Avenue, 93rd Avenue and 91st Avenue intersections as well as at all
driveways intersecting the roadway between the DDI and 91st Avenue. Specific locations of ADA
ramp details that will updated as part of this effort are included in the table of sheets at the
conclusion of this section of this contract change order.

This task also includes wall footing and notch details for the walls proposed at SR
101L/Northern Avenue that were not included as part of the original scope of services for the
project.

Drainage Design & Plan Development
Consultant shall add to and update the previously prepared TT0372 Drainage Design Sheets to
reflect the extended project limits and modified geometrics associated with the fiscally
constrained alternative. This will specifically include incorporation of additional trunk line, catch
basin and connector pipe design for facilities between 103rd Avenue and 99th Avenue as well as
modification to the connector pipe extension plans and profiles between the DDI and 91st
Avenue.
1100.4.7.1
New River Bridge Design & Plan Development
Consultant shall update the previously prepared TT0600 New River Bridge Design Plans and
incorporate them into the TT0372 project as described in the TT0600 project’s original scope of
services. Updates/finalization of all structural analysis and calculations are also included as
part of this task. Budget shown under this task is the remaining effort to complete the design
for the bridge substructure based on finalized geotechnical analysis, hydrologic and hydraulic
analysis and aesthetic treatment preferences all completed under TT0600 post 60% submittal
of the New River Bridge plans.

Landscape Architectural and Erosion Control Design & Plan
Development
Consultant shall add to and update the previously prepared TT0372 Erosion Control,
Landscaping, and Irrigation Plans to reflect the extended project limits and modified geometrics
associated with the fiscally constrained alternative. Consultant has also revised the various
project aesthetic concepts several times to date for the TT0372 and TT0600 project due to
changes in City of Peoria style preferences. Upon receipt of an approved concept, Consultant
shall develop aesthetic detail sheets in accordance with the original scope of services for the
wall and bridge features within the TT0372 project.
This task also includes the effort requested by ADOT to develop design plans and details for
replacement of their irrigation and landscape system within the limits of ADOT’s access control
at the Northern Avenue/SR 101L traffic interchange. This work was not included as part of the
original contract as it is a betterment that ADOT is requesting given the age of their existing
system.

Maintenance of Traffic Design & Plan Development

constrained alternative. The 103rd Avenue traffic signal plan set from TT0600 will be
incorporated into this project. In addition, the previously prepared traffic signal designs for 99th
Avenue, 98th Avenue, 93rd Avenue and 91st Avenue will all be revised based on updated

intersection and median geometry. The signal design plans at 89th Avenue will be eliminated
from the project (this fee reduction is reflected in Subconsultant Y2K’s proposal attached as
part of this contract change order).
Included as part of this task are any necessary updates to the Traffic Signal Interval Clearance
memoranda prepared for each of these signals.

Intelligent Transportation System (ITS) Design & Plan Development
Consultant shall add to and update the previously prepared TT0372 ITS Plans to reflect the
extended project limits and modified geometrics associated with the fiscally constrained
alternative. An ITS plan sheet will be added for the project limits between the 103rd Avenue and
99th Avenue and will be prepared by Consultant’s Subconsultant Y2K Engineering.

Roadway and Underdeck Lighting Design & Plan Development
Consultant shall add to and update the previously prepared TT0372 Roadway Lighting Plans to
reflect the extended project limits and modified geometrics associated with the fiscally
constrained alternative. A Roadway Lighting plan sheet will be added for the project limits
between the New River Bridge and 99th Avenue and will be prepared by Consultant’s
Subconsultant Y2K Engineering. Underdeck and bridge lighting will be incorporated into the
TT0372 project and be prepared by Subconsultant Burgess and Niple.
1100.4.15
Signing and Pavement Marking Design & Plan Development
Consultant shall add to and update the previously prepared TT0372 Signing and Pavement
Marking Plans to reflect the extended project limits and modified geometrics associated with
the fiscally constrained alternative.
1100.4.16
Special Provisions
Consultant will update the previously prepared Special Provisions for TT0372 based on
feedback provided as part of the 95% submittal review by MCDOT. Based on feedback provided,
special provisions will need to be overhauled to follow a desired MCDOT format that differs
from the previous versions of Special Provisions developed for the Northern Parkway corridor
as assumed as part of the original scope of services.

Supplemental Utility Plans
Consultant shall add to and update the previously prepared TT0372 Supplemental Utility Plan
Sheets to reflect the extended project limits and modified geometrics associated with the
fiscally constrained alternative. This will specifically include any private/public owner new
facility alignments and/or relocations between 103rd Avenue and 99th Avenue (colorized
linework).

1. Task Understanding
The Maricopa County Department of Transportation (MCDOT) requested this scope of services and cost
proposal to obtain Arizona Department of Transportation (ADOT)/Federal Highway Administration
(FHWA) National Environmental Policy Act (NEPA) clearance for improvements on Northern Parkway
segment between 99th Avenue and 87th Avenue including the State Route Loop 101 (SR101L) traffic
interchange (Project).
2. Justification for Modification
Subsequent to NEPA clearance and 95% plans, the project is being revised to eliminate work east of 91st
Avenue and incorporate portions of the adjacent TT0600 Northern Parkway project between 103rd
Avenue and 99th Avenue including the New River Bridge. This modification includes efforts needed to
update environmental clearances and permitting as well as traffic engineering design.
3.
Assumptions
• Scoping - No additional public or agency scoping will be conducted
• Socioeconomic and Environmental Justice - No additional analysis is needed for the revised scope
of work
4.
Scope of Work
Environmental
•
Environmental Assessment Re-evaluation - The previously approved Environmental
Assessment Re-evaluation would be revised to include the additional scope carried over from
the TT0600 project. This will require revisions to the project description, area calculations,
and technical analyses described throughout the document as well as updated project maps
to be used in this document and any other technical studies.
•
Biological Resources - A biological update memo will be prepared for the change in scope and
submitted to MCDOT and ADOT for approval and documentation to the project file
•
Noise Analysis – The previous noise study will remain valid and a memorandum documenting
the change in scope will be developed and submitted to MCDOT and ADOT for approval and
documentation to the project file. No modeling or analysis is included.
•
Air Quality Analysis – Per recent coordination with ADOT’s on the adjacent TT0600 project

because this project is adding capacity questionnaires for PM10 and CO will need to be
completed to determine if any additional modeling is warranted.
o AZTEC will coordinate with TY Lin regarding potential traffic data change in the Traffic
Demand Models.
o AZTEC will fill out the CO hotspot analysis questionnaire.
o AZTEC will fill out the PM10 hotspot analysis questionnaire.
o If CO hotspot analysis is warranted per CO Questionnaire, a CO hotspot analysis
would be conducted via contract mod.
o If PM hotspot analysis is warranted per PM Questionnaire, a PM hotspot analysis
would be conducted via contract mod.
•
Cultural Resources - AZTEC will assist in the preparation of Section 106 Consultation letters
for the revised scope of work
•
Hazardous Materials – An updated PISA will be completed and submitted to MCDOT and
ADOT for approval and documentation to the project file. No additional sampling will be
required.
•
Section 404 – A Clean Water Act Section 404 Nationwide Permit #14 with preconstruction
notification will be required for the New River Bridge. A Jurisdictional Delineation and
Wetland Delineation prepared for the TT0600 project and approved by the US Army Corps of
Engineers will remain valid for identifying Jurisdictional Waters of the United States.
Traffic Engineering
•
AZTEC will provide revised Traffic Signal design plans for the intersection of Northern
Parkway/91st Avenue to account for reduced lanes, removal of the second east and
westbound left turn lanes, and revised curb returns and signal pole locations on all four
corners.
•
AZTEC will provide revised Traffic Signal design plans for the intersection of Northern
Parkway/93rd Avenue to account for the reduction in eastbound lanes and the resultant
change in curb and signal pole locations on the south side of Northern.
•
The Traffic Signal design plans will be prepared for 95%, 100%, and Sealed submittals. The
design plans will be in accordance with the City of Peoria Traffic Signal Plan Checklist and
Process Guide, the MCDOT Signal Design Checklist (where applicable) and include the following
design plan sheets
o Cover Sheet
o Sheet 2 – General Notes Sheet
o Sheet 3 – Intersection Plan View
o Sheet 4 – Equipment Schedule
•
The Traffic Signal design plans will be prepared using the computer software Microstation, in
accordance with the MCDOT Plan Development Manual and MCDOT CADD Standards.
•
The Traffic Signal design plans will be prepared to coordinate with other discipline CADD base
files provided by TYLIN or others.
•
AZTEC will provide revised traffic single clearance interval memos for both traffic signal designs
due to the change in intersection configurations. The memo will accompany the 95% traffic

Clearance Policy.

AZTEC will prepare revised engineering cost estimates to accompany each submittal of the
traffic signal design plans. AZTEC will submit an excel spreadsheet of the traffic signal cost
estimates to TYLIN for compilation with the overall project cost estimate through the MCDOT
Cost Estimation Tool.
•
The following items are excluded from this scope of services,
o Traffic signal plans for intersections other than Northern Parkway/91st Avenue and
Northern Parkway/93rd. Avenue.
o Signing and Pavement Marking plans, ITS plans, Maintenance of Traffic Plans,
Roadway Lighting Plans or photometric analysis, and Pedestrian Ramp/Roadway
Plans.
o Traffic counts and traffic analysis reports.
o Power Service Request Letters, it is anticipated both proposed traffic signals will use
existing traffic signal power sources.
o Post Design Services.
•
AZTEC will attend up to 12 project coordination meetings (2 hours each) via video or telephone
conference, and one comment resolution meeting after each submittal (2 meetings, 2 hours
each).
Task Management and Meetings
•
Regular coordination with MCODT, design team, and EP throughout the project duration
•
Internal coordination with AZTEC staff regarding project schedule, budget, and scope of work
•
Up to two (2) AZTEC staff will attend up to 12 meetings via video or telephone conference,
with associated prep and follow-up.

SCOPE OF SERVICES – PROJECT SPECIFIC
Project Overview
The Maricopa County Department of Transportation (MCDOT) has requested services from TY
Lin International (Prime) to prepare construction documents for the project. Burgess & Niple,
Inc. (Consultant) is a subconsultant to Prime and will provide roadway engineering, traffic and
lighting engineering and utility relocation design services.
The Northern Parkway Program is nearing completion, and a finite amount of funding remains
for the program. Two adjacent projects remain under development: TT0372 and TT0600. Due
to unprecedented project cost inflation over the past few years, estimated project costs
exceeded available funding. The Project Partners engaged Prime and Consultant to define a
new fiscally constrained alternative. With the fiscally constrained alternative having Project
Partner support, MCDOT has requested scope and project limit changes to TT0372 and TT0600
for implementation. These changes include shifting the TT0372 western project limits to 103rd
Avenue, inclusive of the intersection and northern and southern approaches to the intersection.
This expanded project limit effectively shifts scope of work from being performed under MCDOT
project TT0600 to project TT0372. TT0600, as well as parts of TT0372, will be revised. The
detailed nature of these revisions was defined under a separate document, which was provided
to MCDOT separately. The fiscally constrained alternative was developed to a conceptual level
and will need to be advanced to 95% completion for the next submittal. Carryover work from
TT0600 will need to be revised and then advanced from 60% to 95% completion for the next
submittal.
Additionally, MCDOT and Prime requested out of scope work elements. Those include:
•
Assisted Prime with Fiscally Constrained Alternative Development and Analysis
•
Utility Coordination Plan Sets
o Created a new plan set for Pre-60% submittal. The new plan set included different
notes, annotations, and colorized prints. TT0372 was a pilot project for the Pre-
60% submittals and required additional coordination with multiple submittals.
o Advanced work to show the design intent, then revisited the design and fully
develop.
•
DDI traffic interchange area design efforts
o Additional design revisions due to developer coordination
o Additional ramp sheets
o Ramp metering design and additional sheet development
o Additional FMS sheets
o Additional ADOT coordination
o DDI traffic signal redesign per Peoria request
•
Additional coordination time for MOT
•
Additional meetings
The Derivation of Cost is provided in Appendix B&N - A. The scope and cost included herein
document the effort remaining to prepare the construction.

Project Progress Meetings
Project Progress Meetings shall take place approximately once every month for the remainder
of the duration of the design activities. An estimated twelve (12) meetings are anticipated.
Meetings will take place virtually. Each meeting will last approximately one (1) hour. The
Consultant will have two (2) representatives in attendance at each meeting. It is anticipated that
the Prime will prepare all meeting materials.

Project File Migration and Version Control
The design files for TT0600 and TT0372 are on different servers. The Consultant will migrate
previously developed design files from the TT0600 directory to the TT0372 directory. The
Consultant will reestablish file relationships and update file versions to be compatible with
TT0372 files. This migration and version control will permit the Consultant to salvage and
incorporate design efforts previously completed as part of TT0600. An allowance of twenty-
eight (28) hours is provided for this task.
SECTION 400
PROJECT COORDINATION
400.3
Stakeholder Meetings
The Consultant will participate in stakeholder coordination with the project partners as needed
within the allowable budget. This includes additional coordination effort with the developer
adjacent to Ramp A. An allowance of sixty (60) hours is provided for this task.

Intergovernmental and Maintenance Agreements Identification
The Consultant will coordinate with partner agencies to identify Intergovernmental and
Maintenance Agreement needs pertaining to the improvements identified in Section 1100.4 (i.e.
those items under Consultant’s design responsibilities). This information will be provided to the
Prime. It is anticipated that the Prime will complete all other tasks related to the production of
the Intergovernmental Agreement.

Project Coordination
The Consultant will participate in recurring design team coordination and conference calls
throughout the project. An allowance of ten (10) hours is provided for this task. An additional
allowance of twenty (20) hours is provided for inter-discipline coordination.
SECTION 500 UTILITIES AND RAILROAD
500.10
Proposed Utility Data on Plans, Profiles and Cross Sections
The Consultant will place proposed utility data on the plan and profile sheets identified in
Section 1100.4, including proposed Kinder Morgan and Glendale water utilities on the segment
of Northern Avenue west of the New River.
The Consultant will display the utility data for the proposed utilities designed by the Consultant
per Section 500.11. The Prime will provide all other proposed utility data. It is assumed that the
utility basemap will be a 2D file. Placing utility data on cross sections is not included.

Utility Relocation Plans
The Consultant will develop relocation plans for the City of Glendale waterline along Northern
Avenue at New River.
The Consultant will develop Utility Relocation Sheets at 20 scale in accordance with the
MCDOT RDM including a cover sheet, notes sheets, detail sheets, and plan and profile sheets.
These sheets will be incorporated within the overall plan set outlined in Section 1100.

Utility Special Provisions
The Consultant shall identify and develop utility special provisions with the project partners to
address the improvements described in Section 500.11.

Utility Relocation Cost Estimates
The Consultant will develop a construction cost estimate for the city-owned utilities identified
in Section 500.11.
SECTION 1100 PLANS, SPECIFICATIONS
1100.1
Pre-60% for Utility Review Only Plans Development
The Consultant will prepare Pre-60% plan set for utility review. Plan and coordination activities
include completing:

New plan set for Pre-60% submittal. Plan set includes different notes, annotations, and
colorized prints. TT0372 was a pilot project for the Pre-60% Utility Review and required
additional coordination and revisions.
•
Advanced design work to show the intent, then revisit the design and fully develop.
•
Additional coordination time with MCDOT Utilities Branch and Prime.

95% Plans, Specifications and Estimate Development
The Consultant will design and prepare the construction documents listed and described herein
for the following geographic limits and disciplines. Design activities include completing:
•
Northern Avenue from 103rd Avenue, inclusive of the intersection and approaches along
103rd Avenue and Glen Harbor Boulevard, to the western abutment of the Northern
Avenue New River crossing. This segment is carryover work from TT0600; it will need to
be revised for the fiscally constrained alternative and then advanced from 60% to 95%
completion for the next submittal.
o Developing a new corridor model for the fiscally constrained alternative;
o Roadway sheets including typical section sheets, detail sheets, plan sheets,
profile sheets, driveway profile sheets, and intersection detail sheets;
o Traffic sheets including signing and pavement marking notes sheets, pavement
marking quantity sheets, sign summary sheets, and signing and pavement
marking plan sheets;
o Traffic sheets including the signal plan sheets and signal schedule sheets for the
signalized intersection of Northern Avenue and 103rd Avenue; and
o Lighting sheets including the note sheets, APS detail sheet, plan sheets,
underdeck sheet, and circuit schedule sheet.

Northern Avenue from approximately 100 feet east of the 98th Avenue centerline to
approximately 950 feet west of the 93rd Avenue centerline (approximate length of 2,265
feet) and the DDI traffic interchange ramps. Work includes revisions to existing sheets
and creation of new sheets
o Roadway sheets including Ramp A typical section sheet; Ramp B and Ramp D
plan sheets; Ramp A, Ramp B and Ramp D profile sheets; curb ramp detail sheets;
joint detail sheets; and maintenance driveway profile sheet;
o Traffic sheets including signing and pavement marking notes sheet, pavement
marking quantity sheet, sign summary sheets, and signing and pavement
marking plan sheet;
o Traffic sheets including the equipment removal sheets, signal notes sheets,
signal plan sheets, and signal schedule sheets for the DDI signalized
intersections. Peoria requested DDI signals redesign that contravened Peoria’s
direction prior to the 60% submittal. The 60% comment required redesign of the
signal controller and conduit layouts after a redesign was previously
accommodated for the 60% plans;
o Traffic sheets including the FMS sheets for Ramp A and Ramp D.
•
Project-wide revisions for fiscally constrained alternative
o Traffic control/maintenance of traffic sheets including traffic control notes
sheets, traffic control quantities sheets, maintenance of traffic phasing sheets,
advanced warning signs plan sheets, trailblazing plan sheets, and traffic control
plan sheets;
o Specifications and Special Provisions for the traffic control and traffic design
elements performed by Consultant.

The Consultant will coordinate with other project disciplines. Design and preparing construction
documents for drainage, landscaping, aesthetics, structures and other overlapping design
elements will be performed by others if not explicitly stated herein.
The Consultant will develop specifications for the work listed above in Section 1100.4. The
specifications will be delivered in Word format. The Prime will be responsible for incorporating
these specifications into the final Special Provisions for the project.
The Consultant will develop quantities for work listed in Section 1100.4 and provide unit pricing
for items unique to these limits of work. The Prime will be responsible for incorporating these
quantities and unit prices into the final Engineer’s Estimate.
The Consultant will develop a new corridor model in OpenRoads Designer for the limits of work
listed above in Section 1100.4. Cross sections of the corridor model are not included.

As requested, Ethos Engineering, LLC (Ethos) is pleased to present this contract modification
proposal for the fiscally constrained alternative for the proposed Northern Avenue, 99th
Avenue to 87th Avenue project. The purpose of this modification will be to revise the project
limits for the fiscally constrained alternative.
Included herein is our understanding of the project, proposed scope of work, and an estimate
of fees to complete the work. We understand authorization of these supplemental services
would be in the form of a contract modification to Ethos’ current scope of work outlined in our
proposal dated January 26, 2021, and authorized by the Agreement for Subconsultant
Services with T.Y. Lin International, Inc. (TYLin) dated March 22, 2021.
1.0
UPDATED PROJECT INFORMATION
The Maricopa County Department of Transportation (MCDOT) is currently expanding the
existing Northern Parkway to ultimately extend from State Route 303 (SR 303L) to Grand
Avenue (US 60). This segment of the planned Northern Parkway currently extends along
existing Northern Avenue from 600 feet west of 99th Avenue to 87th Avenue in the Cities of El
Mirage, Glendale, and Peoria in Maricopa County, Arizona.
Due to fiscal constraints, the project limits have been revised from the original western 99th
Avenue terminus and that portion of the project (103rd Avenue to 99th Avenue) has been added
to MCDOT Project No. TT0372. Conversely, that segment which includes the New River
Bridge, has been removed from MCDOT Project No. TT0600 and added to the TT0372
project. The eastern terminus has been shifted to 91st Avenue. TYLin is currently performing
final design services for this segment with Ethos providing geotechnical support. The project
is currently at the 95 percent design submittal stage. This will entail making changes and a
re-submittal of the 95% Plan Set.
2.0
SCOPE OF SERVICES
The proposed added services include:
1) Revision of existing recommendations to address bridge, wall, and roadway elements
within the added project limits.
2) Addition of foundation data sheets for New River bridge.
3) Project meetings (assuming 12 additional months of meetings).

The proposed scope of work is further described in the following section.
2.1
Task 1 – Report Revisions
Ethos will revise the previously submitted draft Geotechnical Exploration Report for roadways,
walls, and bridges to account for the revisions to the project. Structures, including foundation
types, capacities, lateral earth pressures, and related design parameters for bridges, and
retaining walls.
2.2
Task 2 – Foundation Data Sheets
We will also prepare sheets for the foundation borings completed by Ethos. For costing
purposes, we estimate 6 sheets for the New River Bridge to be required.
2.3
Task 3 – Additional meetings
For estimating purposes, we will plan to attend up to 12 internal and external progress
meetings by teleconference throughout the remainder of the project.
2.4
Task 4 – Post-Design Services
Post-design services are not currently defined. However, based on experience with
construction of similar projects which include a multi-span bridge, retaining or noise walls and
construction of several miles of roadway, we have provided an estimate of hours which will
address: drilled shaft installation plans, drilled shaft integrity testing reports, possible site
visit(s) during drilled shaft installation, soil-nail wall submittals, and requests for Information
(RFI’s) prepared by the contractor for roadway subgrade, pavement and structural elements.
3.0
PROJECT SCHEDULE
We will begin our work upon written notice-to-proceed (NTP). We estimate the field work and
report revision tasks outlined herein will require approximately 6 to 8 weeks to complete to
allow for field work. A final stamped report can be submitted within two weeks of receipt of
comments on the draft report.
4.0
PROJECT FEES
Fees for this work will be billed on a Time-and-Materials (T&M) basis with a total estimated
not-to-exceed amount of $30,772. The attached tables present the costs and estimated work
hours for the proposed tasks described herein.
Our fees will be invoiced on a monthly basis not to exceed the indicated amount. If project
conditions or requests require a modification to the scope of work developed for this proposal,
we will contact you at the earliest opportunity to discuss these conditions. We will not proceed
with additional scope items without your written permission.

5.0
LIMITATIONS
The geotechnical services will be performed in a manner consistent with that level of care and
skill ordinarily exercised by other members of the geotechnical profession practicing in the
same locality, under similar conditions and at the date the services are provided. Our
conclusions, opinions and recommendations will be based on our geotechnical exploration,
and discussions with MCDOT and the design team. It is possible that conditions could vary
between or beyond the data evaluated. Ethos makes no guarantee or warranty, expressed or
implied, regarding the services, communication (oral or written), report, opinion, or instrument
of service provided.

AUTHORIZATION
We will proceed upon receipt of an executed contract modification from TYLin. We appreciate

Scope of Services
J2 Engineering and Environmental Design, LLC (J2) was requested by TYLin International to
prepare a change order to revise the project limits for Northern Parkway. The new project limits
will be from 103rd Avenue to 91st Avenue which will now include New River within the project
limits. The CLOMR/LOMR submittal and bridge aesthetic work tasks will be transferred from
MCDOT project TT0600 to this project. Also, additional progress and coordination meetings
were added to the project.
In addition to the key stakeholder Maricopa County Department of Transportation (MCDOT), J2
will also be working in conjunction with the City of Peoria (COP), City of Glendale (COG) and
the Arizona Department of Transportation (ADOT).
J2 will assist in the report preparation to document the drainage analyses preformed, attend
meetings in accordance with the hours specified, and coordinate the design with TYLin, and
MCDOT.
This PROJECT will be designed to a unique combination of design standards and specifications
that are specific to Northern Parkway. No new standards are introduced, but there are a
combination of standards applied from MCDOT, ADOT, MAG, and in some cases the CITY’S
depending on the design element and/or location. The applicable design standards will be
documented in the drainage and landscape reports and specifications.
DRAINAGE DESIGN
Task 11.0 – Plan Preparation
J2 will prepare a FEMA CLOMR/LOMR for the Northern Parkway crossing of New River. The
CLOMR will be prepared as part of the 95% re-submittal and be submitted to FEMA for review
and approval. Approval for a CLOMR is undefined and may take up to a year to complete. The
LOMR (as-built condition) will be prepared following completion of the project.
11.17 LANDSCAPE ARCHITECTURE PRACTICE AND DESIGN
BRIDGE AESTHETICS DESIGN
J2 will develop New River Bridge Aesthetic construction documents for the project in
accordance with MCDOT requirements. J2 has already developed several concepts for the
bridge aesthetics for MCDOT and stakeholder review. Upon stakeholder feedback, J2 will

refine the bridge aesthetic into a preferred alternative. The preferred alternative will be utilized
as the basis of the construction documents. It is anticipated that three (3) submittals will be
required for this project (95%, 100% and Sealed). The construction documents will consist of

MEETINGS
To facilitate the CLOMR/LOMR application and the bridge aesthetic design, J2 will attend
design team project coordination meetings, comment resolution meetings and stakeholder
meetings with the City of Peoria, City of Glendale, Flood Control District of Maricopa Country &
ADOT in accordance with the man hours defined estimated labor hours form.
The following is a listing of deliverables at the different project milestones:
Meetings and Coordination:
J2 will attend meetings and coordinate with team members in accordance with hours defined in
the man hour estimate. It is anticipated that these meetings will include the monthly progress
meetings, internal project team meetings, and comment resolution meetings.
95% Submittal
J2 will refine the previously prepared TT0372 project plans, along with the New River bridge
aesthetics and develop them into a 95% submittal. Based on the new project limits the New
River bridge is now included in this project.

After receiving final approval on the 100% plans from stakeholders J2 will prepare final sealed
plans.
PS&E deliverables:
Bridge Aesthetic Design and Special Provisions sealed by an Arizona Registered Landscape
Architect. Plans: 22”x34” vellum; Special Provisions and estimates: 8 ½” x 11”.
All plan sheets, reference files, special provisions and cost estimates will be prepared to
conform to the latest MCDOT guidelines. J2 will apply MCDOT accepted QA/QC processes
and have available for review the QA/QC documents. Upon Project completion J2 will prepare
record CD’s of all plan files and special provisions for TYLIN and MCDOT files.

services

EXHIBIT A – SCOPE OF WORK (SOW)
Northern Parkway: 99th Avenue to 87th Avenue
Y2K Engineering, LLC. shall herein be referred to as the Designer and the Maricopa County
Department of Transportation shall herein be referred to as MCDOT.
Project Overview:
Project Location
The original project location was along Northern Parkway between 99th Avenue and 87th Avenue.
With the latest direction received from MCDOT, the fiscally constrained concept will change the
project limits to be between 103rd Avenue and 91st Avenue. The project is within Maricopa
County as well as the Cities of Glendale and Peoria.
Project Purpose
The purpose of this project is to develop federally biddable construction contract documents
(plans, specifications, estimates and other required technical reports) in accordance with the
Federal Highway Administration standards to obtain funding and advertise the project for
construction. The scope of work presented herein is based on updating the project construction
documents for the extended project limits and modified geometrics associated with the fiscally
constrained concept. The Derivation of Cost is provided in Exhibit B.
1. Project Tasks
Task 1 – Meetings
Progress Meetings
It is assumed that there will be twelve (12) additional progress meetings in addition to the
comment resolution meetings already accounted for. These meetings are assumed to be
attended by a senior project engineer and half of them will include a project engineer.
Comment Resolution
No change is suggested for the comment resolution meetings since no comment resolution
meeting has been held for the 95% submittal already made.
Task 2 – Traffic Signal Design (Additional 95% submittal, curb changes at 99th Avenue)
Designer will revise the traffic signal plans at the intersections of Northern Avenue/99th
Avenue and Northern Avenue/98th Avenue based on the fiscally constrained concept. Each
pole is expected to be revised at 99th Avenue based on the changes while limited changes are
expected at 98th Avenue. Work will include the additional 95% plan submittal.

Special Provisions/Construction Cost Estimate
Designer will revise the construction cost estimate in association with the additional 95%
submittal. Designer will revise the special provisions based on the additional design submittal.
Comment Resolution
Y2K Designer team will prepare detailed responses to the additional comments made on the
second 95% design submittal.
Traffic Signal Clearance Interval Memo
Designer will revise the traffic signal clearance memos that have been prepared for the
intersections of Northern Avenue/99th Avenue and Northern Avenue/98th Avenue based on
the fiscally constrained concept. The clearance memo which had previously been prepared
for the intersection of Northern Avenue/87th Avenue will not be revised since this work is
being removed from the project scope.
MCDOT Checklists and Quality Assurance/Quality Control (QA/QC)
Design team will QA/QC each discipline before any submittal to the project team, MCDOT or
any of the associated municipalities. Y2K Designer will complete relevant MCDOT checklists
as required in the MCDOT Project Development Manual for the additional submittal.
Task 3 – Roadway Lighting Design (Additional 95% submittal, curb changes at 99th Avenue)
Designer will revise the roadway lighting plans based on the fiscally constrained concept and
any comments received on the first 95% submittal. Designer will include the additional
roadway segment between 99th Avenue and the New River Bridge in this design. It is assumed
that the bridge mounted lighting and underdeck lighting will remain in the design scope of
Burgess & Niple Inc.
Roadway Lighting Analysis
Y2K Designer team will revise the roadway lighting analysis to include the additional roadway
segment on Northern Avenue between 99th Avenue and the New River Bridge. No lighting
analysis will be completed for portions of the project under design by Burgess & Niple Inc.
ADOT Lighting Design
Limited changes are expected within the ADOT controlled portion of the project however
some time has been included for the additional 95% design submittal.
Task 4 – ITS Design (Additional 95% submittal, curb changes at 99th Avenue)
Designer will revise the ITS plans based on the fiscally constrained concept and any comments
received on the first 95% submittal. If necessary, Designer will include the additional roadway
segment between 99th Avenue and the New River Bridge in this design.

ADOT Lighting Design
Limited changes are expected within the ADOT controlled portion of the project however
some time has been included for the additional 95% design submittal.
Project Administration
The Y2K Design team will confer with the Prime, MCDOT and the Cities on a regular basis via
teleconference to review the project progress and solicit directions. In addition, meeting minutes
will be completed and published by the Prime and will include issues identified and action items.
Post-Design Services/Construction Administration
Post Design and Construction Administration are not a part of this contract modification.
Record Drawings
Record drawings are not expected to be a part of this project contract.

b. Environmental permitting is not included in this scope of work.
c. Traffic counts and traffic analysis are not included in this scope of work.
d. MCDOT and/or the City of Peoria/City of Glendale will provide existing as-builts
within the project limits.
e. Prime will coordinate and provide an electronic base plan and existing topography
of the project corridor.
f. There will be one additional (95%) plan submittal.
g. All plan submittals will be in electronic PDF format. No costs for printing or
shipping of submittals are included in this proposal.
h. Utility coordination will be completed by the Prime consultant or MCDOT.
i. Any permits are the responsibility of the City or MCDOT.
j. Bidding and negotiations meetings and evaluation of subcontractor proposals
are not in this scope of services.
k. No utility depth measurements are included in this proposal.
l. Any items not specifically included within the scope of this proposal are
excluded. If additional items are added to the contract, they will be performed in
accordance with Y2K’s standard rates.
