RESOLUTION - FCD 2024R001
Watson Drive and Bonarden Lane Project
Agenda: 
WHEREAS, The Flood Control District of Maricopa County (DISTRICT) was 
established in accordance with provisions of Arizona Revised Statutes Title 48, Chapter 21, 
which authorizes the Board of Directors of the Flood Control District of Maricopa County 
(BOARD) to acquire by eminent domain, purchase, donation, dedication, exchange or other 
lawful means rights-of-way to construct, operate and maintain flood control works and storm 
drainage facilities within or without the DISTRICT for the benefit of the DISTRICT, to contract 
and join with the State of Arizona, the United States or any other flood control district or 
floodplain board, municipality, political subdivision, governmental agency, irrigation or 
agricultural improvement district, association, corporation or individual in acquiring, 
constructing, maintaining and operating flood control works, and regulating floodplains; and,
WHEREAS, the proposed improvements as shown in Exhibit A are located within the 
City of Tempe (CITY); and,
WHEREAS, the area is subject to frequent flooding; and, 
WHEREAS, the area was the subject of the Tempe Storm Drainage Management 
Study (TSDMS) prepared in June 2019 by the CITY; and, 
WHEREAS, the TSDMS provided solutions to mitigate the flood hazards in the area 
of Watson Drive and Bonarden Lane (the PROJECT), as depicted by Exhibit A; and,
WHEREAS, the final design may identify different and/or additional features that 
may become part of the PROJECT; and,

WHEREAS, the City of Tempe submitted the PROJECT to the DISTRICT’s Capital 
Improvement Program Prioritization Procedure and the CITY will be the lead agency for the 
PROJECT.
NOW, THEREFORE, BE IT RESOLVED that the Director of the DISTRICT is authorized 
and directed to include funds for the PROJECT implementation in the DISTRICT’s current and 
future Five-Year Capital Improvement Programs, subject to the ratification and approval of 
this BOARD; and,
BE IT FURTHER RESOLVED that the Director of the DISTRICT is authorized and 
directed to negotiate and prepare intergovernmental agreements and/or agreements with 
identified cost-share partners, other municipalities, agencies and others, as appropriate, for 
cost-sharing, rights-of-way acquisition, utility relocations, design, construction, and 
construction management of the PROJECT, subject to the ratification and approval of this 
BOARD.
