Item Title
ACCEPT FY2024 TITLE I-D GRANT FUNDS FOR DETENTION EDUCATION CENTER AND JAIL SCHOOL

Action Requested:
 Approve the acceptance of the Title I – Delinquent grant from the Arizona Department of Education in 
the amount of $403,027; or $286,657 for Detention Education Center and $116,370 for MCSO Jail 
School.  The purpose of this grant is to provide prevention and intervention programs for children and 
youth who are neglected, delinquent, or at-risk.  The grant period is from July 1, 2023, to June 30, 2024. 
The grant award is reoccurring. The Department has no in-kind match requirement during the grant 
award period, and the grant award does not require ongoing cash contributions.  The grant award is for 
a mandated function as it goes toward education for 16-to-18-year-olds already in County Detention 
Center or County jail.  The Maricopa County School Superintendent’s Office currently serves as the fiscal 
agent for the detention program and jail education program education grants. Although MCSSO has an 
approved fiscal year 2024 indirect cost rate of 1.43 percent, it is not planning to charge indirect costs on 
this grant. The amount of waived indirect cost for this grant is $5,763. This award is non-competitive, 
and the grant award is a federal entitlement grant award.  There are no costs that will need to be 
absorbed by the MCSSO’s operating budget. 
As a result of this funding and pursuant to A.R.S. §42-17106(B), approve an adjustment to the FY2024 
County School Superintendent (D370) Schools Grants Fund (715) Operating (OPER) revenues and 
expenditures budget in the amount of $286,657 for Detention Education Center and $116,370 for MCSO 
Jail School for a total of $403,027. 
Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and 
therefore, expenditures of these revenues are not prohibited by the budget law.  This action does not 
alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to 
A.R.S. §42-17105.
