MARICOPA COUNTY 
PY 2021 ANNUAL ACTION PLAN SUBSTANTIAL AMENDMENT #2 
REGARDING HOME-ARP FUNDING 
BACKGROUND: 
Maricopa County and the Maricopa HOME Consortium will make the following HOME Investment Partnerships 
Program – American Rescue Plan Act (HOME-ARP) Substantial Amendment 2 to the PY 2021 Annual Action 
Plan. Maricopa County and the Maricopa HOME Consortium will reallocate HOME-ARP funding that was received 
from the U.S. Department of Housing and Urban Development (HUD). Maricopa County had a 30-day public 
comment period and held one (1) public hearing for the purpose of obtaining citizen input and comment on the 
proposed HOME-ARP Substantial Amendment 2 to the PY 2021 Annual Action Plan (AAP). 
The Maricopa HOME Consortium consists of Maricopa County (lead agency) and the municipalities of Avondale, 
Chandler, Gilbert, Glendale, Peoria, Scottsdale, Surprise, Tempe, and Maricopa Urban County. The Urban County 
consists of approximately 10 incorporated cities and towns, 15 unincorporated communities, and the balance 
of unincorporated Maricopa County. The AAP refers primarily to the housing and community development 
needs, intended uses of HOME Investment Partnerships Program (HOME), HOME-ARP and resources by the 
Urban County and Maricopa HOME Consortium in PY 2021, as well as Community Development Block Grant 
(CDBG), and Emergency Solutions Grant (ESG) resources of the Urban County for PY 2021. 
SUBSTANTIAL AMENDMENT 2 TO THE PY2021 ANNUAL ACTION PLAN (AAP): 
The Maricopa County HOME Consortium will to reallocate the HOME-ARP funding in the following manner:  
Decrease Supportive Services from $6,315,629 to $5,415,329 
Increase Acquisition and Development of Non-Congregate Shelters from $1,563,665 to $6,169,458 
Decrease Tenant Based Rental Assistance from $205,000 to $0 
Decrease Development of Affordable Rental Housing from 6,158,831 to $2,513,492 
No Change to Administration and Planning at $2,513,492 
Total HOME-ARP Allocation $16,756,617
