CHANGE ORDER NO. 3 WITH HDR CONSTRUCTION CONTROL CORPORATION FOR CONSTRUCTION 
ADMINISTRATION ON MCKELLIPS ROAD: SR 101 TO ALMA SCHOOL ROAD

Action Requested:
 Approved Change Order No. 3 for Contract No. 2021-007 with HDR Construction Control Corporation in 
the amount of $868,219.82 and extend the period of service by 560 calendar days for a new completion 
date of November 30, 2025.  This change order will also:
Restore the original contract language in Section 3.2.9 of the Consultant’s Scope of Work in which the 
MCDOT Materials Branch will perform all quality assurance and acceptance testing.  This had been 
changed in Change Order #2.
Add a subconsultant for a Landscape Architect to assure adherence to those applicable portions of the 
contract documents.
In accordance with Section II-Period of Service in Contract No. 2021-007, apply HDR’s increased hourly 
rates reflected in the attached Fee Proposal, effective as of 5/19/2024.

Additional Information:
 There is an IGA between the County and Salt River Pima-Maricopa Indian Community (SRP-MIC) for the 
referenced project that proportionally splits the costs of both the actual construction and Construction 
Administration & Inspection (CA&I) costs.
This contract for the CA&I of the referenced construction project had a Notice to Proceed date of 
2/18/2021 was in the amount of $1,988,001.00 and had an 820 Calendar Day period of service.
Change Order #1 was approved on 1/27/2022 in the amount of $108,942.33 and carried a one-year time 
extension to the contract.  The cost was the actual cost of HDR providing inspection and project 
coordination of the extensive utility relocation required prior to construction.  The time extension was 
due to the relocations being completed months after they were initially anticipated.
In January 2022 when bids were opened, there was a singular bidder, and that bid was 58% over 
Engineer’s Estimate.  A decision was ultimately made to separate the work in the McKellips corridor into 
two phases of construction, roughly designated with the first being for the underground improvements

consisting of the water and sewer lines, along with the backbone of the storm drain.  The second phase, 
scheduled to begin in summer of 2024, would be for the surface construction consisting of the roadway, 
traffic signals, box culvert, and other features.  This added design time to separate the work, and issue 
contract documents for the two consecutive projects.  
Change Order #2 was approved on 5/18/2023 in the amount of $158,089.06 to cover a consultant to 
provide full-service materials sampling and testing for quality assurance and acceptance in lieu of 
MCDOT staff.  This was for the first construction project only.  (TT0342A)
This requested change order #3 will provide additional funds to supplement the funds remaining from 
the first phase, to cover the consultant costs to complete the CA&I through the completion of second 
phase of construction, anticipated to start in August 2024.  A time extension is also included to cover the 
required period of service for project construction, close-out and document deliverables.

Remaining funds in Contract 2021-001 expected to be sufficient to cover through the end of FY24 and 
into FY25.  Distribution of the amount of this Change Order #3 anticipated to be as follows:
FY2025:  $641,250
FY2026:  $226,970
