CITY COUNCIL REPORT SUBJECT: Resolution No. 2638 - Power Distribution Easement with Salt River Project (SRP) near 91st Avenue and Buckeye Road MEETING DATE: April 28, 2026 TO: Mayor and Council FROM: Jason Earp, Development Services Director REVIEWED: Reyes Medrano, Jr., City Manager PURPOSE: The Development Services Department is requesting approval of Resolution No. 2638 approving a Power Distribution Easement between the City of Tolleson and the Salt River Project Agricultural Improvement and Power District (SRP) for the installation and operation of underground electrical facilities. BACKGROUND: The City owns property located near 91st Avenue and Buckeye Road within the Northeast Quarter of Section 16, Township 1 North, Range 1 East. SRP has requested an easement to install and maintain underground electrical infrastructure to support power distribution in the area. The proposed easement area is approximately 800 square feet and is 8 feet in width. DISCUSSION: The proposed Power Distribution Easement will allow SRP to construct, operate, and maintain underground electrical conduits, cables, transformers, and related equipment necessary for the transmission and distribution of electricity, communication signals, and data. The easement is non-exclusive and perpetual in nature, allowing SRP access for maintenance and operational needs while restricting certain activities within the easement area to ensure safe and efficient operation of the facilities. Granting this easement supports ongoing infrastructure improvements and ensures reliable electrical service in the area. The easement location and legal description are provided in Exhibit A of Resolution No. 2638. BUDGET IMPACT: There is no budget impact associated with the approval of this easement. RECOMMENDATION: Staff recommends approval of Resolution No. 2638 approving a Power Distribution Easement with the Salt River Project Agricultural Improvement and Power District near 91st Avenue and Buckeye Road.
