Cooperative Purchasing Agreement with Duke’s Root Control, Inc. for Sewer System 
Maintenance Services

PURPOSE: 
The Utilities Department is requesting approval of a Cooperative Purchasing Agreement with Duke’s Root 
Control, Inc. for sewer system maintenance, inspection and repair services. 
 
BACKGROUND: 
The City is authorized to utilize cooperative purchasing contracts under City Code. This Agreement is based on 
a competitively procured contract between the City of Mesa and Duke’s Root Control, Inc. for sewer system 
maintenance, inspection, and repair services. 
 
These services support the City’s ongoing efforts to maintain and extend the life of its wastewater collection 
system.  While we have worked with this vendor under a previous cooperative agreement, this new agreement 
allows for services on larger diameter pipe, which is needed. 
 
DISCUSSION: 
Duke’s Root Control, Inc. provides specialized sewer system maintenance services, including root control 
treatment, inspection, and repair of sewer lines. These services are essential for preventing blockages, 
maintaining system capacity, and ensuring the reliable operation of the City’s wastewater infrastructure. 
 
This Agreement establishes an as-needed contract that allows the City to procure services based on operational 
needs. The use of a cooperative contract provides cost-effective pricing and streamlined procurement while 
maintaining compliance with purchasing requirements. 
 
This agreement also includes maintenance, inspection, and repair of larger diameter pipes, which the team has 
identified a need for within existing infrastructure. 
 
BUDGET IMPACT: 
The annual aggregate amount shall not exceed $250,000. Funding is available within the Utilities Department 
budget and will be expended as needed for services. 
 
RECOMMENDATION: 
Staff recommends approval of the Cooperative Purchasing Agreement with Duke’s Root Control, Inc. for sewer 
system maintenance, inspection and repair services.
