SUBJECT: 
First Amendment to Cooperative Purchasing Agreement with Western Environmental 
Equipment Co. for Flow Measuring Equipment and Related Services

PURPOSE: 
The Utilities Department is requesting approval of the First Amendment to the Cooperative Purchasing 
Agreement with Western Environmental Equipment Co. to increase the annual aggregate amount for flow 
measuring equipment and related services. 
 
BACKGROUND: 
On September 16, 2025, the City entered into a Cooperative Purchasing Agreement with Western 
Environmental Equipment Co. utilizing a City of Phoenix cooperative contract for the purchase of flow meters, 
level meters, and related services. 
 
Flow meters are essential components of the City’s wastewater system and are used to measure flow velocity 
and monitor system performance to ensure regulatory compliance and operational efficiency.  Western 
Environmental also provides advanced analyses on wastewater, which is very beneficial with Tolleson's unique 
flow characteristics. 
 
DISCUSSION: 
Western Environmental Equipment Co. provides the installation, maintenance, and service of flow 
measurement devices. They also assist in providing advanced analytical services for the characterization of 
wastewater. 
 
The Utilities Department has identified a need for additional equipment and services to support ongoing 
operations and system monitoring. This First Amendment increases the annual aggregate amount from 
$100,000 to $200,000 to accommodate the expanded scope of services and ensure continuity of operations. 
 
All other terms and conditions of the original Agreement remain unchanged. 
 
BUDGET IMPACT: 
The annual aggregate amount will increase from $100,000 to $200,000. Funding is available within the Utilities 
Department budget and will be expended as needed for equipment and related services. 
 
RECOMMENDATION:

Staff recommends approval of the First Amendment to the Cooperative Purchasing Agreement with Western 
Environmental Equipment Co. to increase the annual aggregate amount for flow meter equipment and related 
services.
