Resolution No. 2640 – Adoption of the City of Tolleson Title VI Implementation Plan

PURPOSE: 
The Human Services Department is requesting adoption of Resolution No. 2640 approving the City of Tolleson 
Title VI Implementation Plan, effective May 9, 2026 to May 9, 2029, assuring full compliance with Title VI of the 
Civil Rights Act of 1964 and related statutes and regulations in all programs and activities. 
 
BACKGROUND: 
Title VI of the Civil Rights Act of 1964 requires that no person in the United States be excluded from participation 
in, denied the benefits of, or subjected to discrimination under any program or activity receiving federal 
financial assistance on the basis of race, color, or national origin. The City of Tolleson is required to adopt and 
maintain a Title VI Implementation Plan to ensure compliance with federal regulations. 
 
DISCUSSION: 
The Title VI Implementation Plan outlines the City’s policies and procedures to ensure nondiscrimination in all 
programs and activities. The Plan includes a Title VI policy statement, public notice requirements, complaint 
procedures, and public participation strategies. It also establishes processes to provide meaningful access to 
services for individuals with limited English proficiency and ensures ongoing monitoring and compliance. 
 
The Plan will be effective from May 9, 2026 through May 9, 2029, and is required to maintain eligibility for 
federal funding and to demonstrate the City’s commitment to equitable service delivery. 
 
BUDGET IMPACT: 
There is no direct budget impact associated with the adoption of this Resolution. Implementation of the Title 
VI Plan will be carried out using existing staff and resources. 
 
RECOMMENDATION: 
Staff recommends the adoption of Resolution No. 2640 approving the City of Tolleson Title VI Implementation 
Plan.
