CITY COUNCIL REPORT SUBJECT: First Amendment to Cooperative Purchasing Agreement with Arizona Commercial Diving Services, Inc. for Underwater Repairs, Parts, and Services MEETING DATE: April 28, 2026 TO: Mayor and Council FROM: Jamie McCracken, Utilities Director REVIEWED: Reyes Medrano, Jr., City Manager PURPOSE: The Utilities Department is requesting approval of the First Amendment to the Cooperative Purchasing Agreement with Arizona Commercial Diving Services, Inc. for underwater repairs, parts, and services. BACKGROUND: On March 10, 2025, the City entered into a Cooperative Purchasing Agreement with Arizona Commercial Diving Services, Inc. utilizing a City of Phoenix cooperative contract for underwater repairs, parts, and related services. These services support the maintenance and repair of critical water wastewater infrastructure that requires specialized underwater work. DISCUSSION: Arizona Commercial Diving Services, Inc. provides specialized underwater repair services and materials necessary for maintaining both water and wastewater system components, including submerged infrastructure that cannot be accessed through conventional methods. The Utilities Department has identified a need for additional services to support ongoing maintenance and emergency repair activities. This First Amendment increases the annual aggregate amount from $100,000 to $200,000 to ensure sufficient funding for continued operations and service needs. All other terms and conditions of the original Agreement remain unchanged. BUDGET IMPACT: The annual aggregate amount will increase from $100,000 to $200,000. Funding is available within the Utilities Department budget and will be expended as needed for services and materials. RECOMMENDATION: Staff recommends approval of the First Amendment to the Cooperative Purchasing Agreement with Arizona Commercial Diving Services, Inc. to increase the annual aggregate amount for underwater repair, parts, and services.
