CITY COUNCIL REPORT SUBJECT: Talis Construction Corporation Job Order Master Agreement MEETING DATE: December 4, 2025 TO: Mayor and Council FROM: Jason Earp, Development Services Director REVIEWED: Reyes Medrano, Jr., City Manager PURPOSE: The Development Services Department is requesting approval of the Job Order Master Agreement between the City of Tolleson and Talis Construction Corporation for citywide civil/site construction and engineering services as needed, and authorization for the City Manager to execute and deliver said Agreement. The total Job Orders issued during a single fiscal year shall not exceed $1,200,000, and the Agreement shall remain in effect until January 31, 2027. BACKGROUND: The City of Tolleson may utilize cooperative purchasing opportunities to streamline and expedite procurement processes when an existing competitively bid contract meets the City’s needs. The City of Peoria previously entered into Contract No. ACON02422C with Talis Construction Corporation for job order contracting associated with citywide civil and site work, including roadway and drainage construction services. The Contract permits cooperative use by other public entities, including the City of Tolleson. Through this Job Order Master Agreement, Talis Construction Corporation will provide civil/site construction and engineering services on an as-needed basis, consistent with the terms of the original cooperative contract. The Agreement does not guarantee any minimum level of work and each project will be authorized through individual job orders issued by the City. The Agreement will remain in effect until January 31, 2027. DISCUSSION: Development Services has identified a need for ongoing citywide civil/site improvements, including support for roadway, drainage, and related infrastructure projects. Utilizing this Job Order Master Agreement will allow the City to issue job orders for services when needed, ensuring efficiency and timely delivery of critical construction and engineering tasks. Under the terms of the Agreement, Talis Construction Corporation will complete work as directed by the City through issued job orders, each with a firm fixed price established per project. The Agreement limits the total dollar amount of job orders issued during any single fiscal year to no more than $1,200,000. Staff determined that leveraging the existing competitively bid cooperative contract with the City of Peoria is in the City’s best interest, as it provides qualified and vetted construction services while reducing administrative burden and procurement timeframes. BUDGET IMPACT: Funds for job orders issued under this Agreement will be budgeted within the Development Services Department and other applicable City departments as needed. The total value of all job orders issued in a single fiscal year shall not exceed $1,200,000. No additional budget appropriation is required at this time. RECOMMENDATION: Staff recommends that the Mayor and City Council approve the Job Order Master Agreement between the City of Tolleson and Talis Construction Corporation for citywide civil/site construction and engineering services as needed.
