Echo Suites Extended Stay Site Plan Application

PURPOSE: 
City Council will consider the approval of Site Plan Application #25030001 as submitted by Erica Castro with 
Rick Engineering Company, on behalf of property owner, Virtua 91st LLC, for the proposed new construction of 
a four-story Echo Suites Extended Stay hotel to be located at southeast corner of 91st Avenue and McDowell 
Road, Tolleson, Arizona, 85353. 
 
BACKGROUND: 
The public hearing notice was published in the Arizona Republic on May 9, 2025.  A mailing notice was sent to 
property owners within 300 feet of the property at least 15 days prior to the public hearing. The proposed 
development site, APN 102-47-076, comprises approximately 160,280 square feet and is currently zoned 
Planned Area Development (PAD). 
 
DISCUSSION: 
The site plan documents have been reviewed and approved City Engineer Hamilton. Please refer to City 
Engineer Hamilton’s twelve recommended stipulations for site plan approval of this project, as well as the 
applicant’s submittal for further information on this proposal. 
 
BUDGET IMPACT: 
This item has no additional budget impact. 
 
RECOMMENDATION: 
The City Council has sole discretion over the approval of Echo Suites Extended Stay's Site Plan.
