CITY COUNCIL REPORT SUBJECT: Chasse Building Team Professional Services Agreement MEETING DATE: May 27, 2025 TO: Mayor and Council FROM: Chris Hamilton, City Engineer REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Development Services Department is seeking authorization for the City Manager to enter into and execute the Construction Manager at Risk (CM@R) Agreement between the City of Tolleson and Chasse Building Team, Inc., for Phase I and Phase II in the amount of $3,225,511 for pre-construction services and procurement of long lead items related to the Tolleson Aquatics Center project. BACKGROUND: On June 25, 2024, Council approved the first amendment with Adaptive Architects for the final design of the Tolleson Aquatics Center due to a site relocation. A Request For Statement of Qualifications was advertised in March of 2023. 3 submittals were received, reviewed and scored by Staff. After interviews, Chasse Building Team was selected as the candidate to move forward with as CM@R contractor. DISCUSSION: With the design nearing completion, the first phase of Contractor engagement includes review of design, specifications and construction costing to prepare the final guaranteed maximum price (GMP). The Contractor would like to move forward with the procurement of long lead items that are on the critical path of construction. Upon completion of the design, a guaranteed maximum price for construction will be developed by the team and presented to Council for approval. BUDGET IMPACT: The City shall pay the Contractor an amount for the services at the rates set forth in the Fee Proposal. Funds for this agreement are available in the approved budget under the appropriate accounts designated for capital improvement projects through the Tolleson Aquatics Center line. Phase 1 is $160,000 and Phase 2 budget is $3,065,511. RECOMMENDATION: Staff recommends the City Council authorize the City Manager to enter into and execute the Construction Manager at Risk (CM@R) Agreement between the City of Tolleson and Chasse Building Team.
