CITY COUNCIL REPORT SUBJECT: Second Amendment to San Tan Auto Partners Cooperative Purchasing Agreement MEETING DATE: May 27, 2025 TO: Mayor and Council FROM: Rudy Mendoza, Public Safety Director/Police Chief REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Police Department is requesting the approval of the Second Amendment to the Cooperative Purchasing Agreement between the City of Tolleson and San Tan Auto Partners, LLC for the purchase of vehicles. BACKGROUND: Over the past year, the police department experienced the loss of three patrol vehicles due to damage, wear and tear including excessive mileage, and the donation of one vehicle to the West Valley Law Enforcement Academy for driving training. The replacement of these three vehicles was not included in the previous purchase of vehicles to satisfy the department's vehicle take-home program. In addition, the Department is currently using a 2011 Chevy Impala as an administrative vehicle. This vehicle is 14 years old, has well over 100,000 miles, and is consistently in the mechanic's shop for a multitude of mechanical issues. DISCUSSION: An opportunity was presented to purchase four 2025 Ford Explorer Police Interceptor Hybrids from San Tan Ford at a discounted price due to the vehicles being ordered by a different law enforcement agency and delivered to the emergency equipment outfitters (AEP). These vehicles were ordered as hybrids by mistake, so the agency refused them. In addition, AEP had already ordered and received the emergency equipment for each vehicle. The department will use remaining Public Safety Sales Tax funds to purchase and outfit three of these vehicles for use as patrol vehicles, with the fourth vehicle serving as an administrative vehicle for the use by non-sworn police personnel on an as-needed basis. With the purchase of these four vehicles, the department will be able to replace all four vehicles previously discussed with hybrid gas/electric vehicles, at a discounted price and before vehicle prices are increased next year. In addition, the Department will be able to take possession of these vehicles in less than one month as opposed to waiting, sometimes ten months or more, for vehicles and equipment to be ordered, delivered, and outfitted before taking delivery. The payment to San Tan Ford for the purchase of these four vehicles, with outfitting included, totals $273,954.45. For this reason, the annual aggregate amount of the existing Agreement with San Tan Ford needs to be increased. BUDGET IMPACT: The City desires to amend the existing Agreement to increase the annual aggregate amount from $200,000 to $500,000 for additional equipment and to retroactively extend the term of the Agreement from March 16, 2025 to March 16, 2026. RECOMMENDATION: Staff recommends the City Council approves the Second Amendment to the Cooperative Purchasing Agreement with San Tan Auto Partners, LLC.
