Comments: 
The applicant is proposing to co-locate six new antennas on the 
existing monopole and expand the SUP area southward for a new 
equipment compound on a separate parcel to the south of the 
existing WCF. There are no outstanding concerns from reviewing 
agencies. The site is within the municipal planning area of the City 
of Chandler who were notified and has not commented. There is no 
known opposition.  
 
 
Recommendation: 
On 3/7/24, the Commission voted 8-0 to adopt a motion 
recommending the Board of Supervisors approve Z2023085 
subject to conditions ‘a’ – ‘l’:  
 
a. 
Development of the site shall be in substantial conformance with the Site Plan entitled 
“PH69223A Sun State Banjo“, consisting of seven full-size sheets, dated December 18, 
2023, and stamped received January 8, 2024, except as modified by the following 
conditions. Staff may determine slight refinements to remain in substantial conformance 
with the approved site plan.  Minor and major amendments to the site plan will be 
determined in accordance with Chapter 3 of the Maricopa County Zoning Ordinance. 
 
b. 
Development of the site shall be in substantial conformance with the Narrative Report 
entitled “PH69223A – Sunstate Banjo”, consisting of four pages, dated December 18, 
2023, and stamped received January 8, 2024, except as modified by the following 
conditions.

c. 
The following Planning Engineering conditions shall apply: 
 
1.  
Engineering review of planning and/or zoning cases is for conceptual design only. 
All development and engineering design shall be in conformance with Section 
1205 of the Maricopa County Zoning Ordinance; Drainage Policies and Standards; 
Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; 
and current engineering policies, standards, and best practices at the time of 
application for construction.  
 
2.  
Detailed Site Plans must be submitted with the application for building permits. 
Wall details shall be provided with the building permit submittal. 
 
3.  
This site is within the unincorporated urbanized area of Maricopa County, any 
disturbance greater than one acre will require SWPP plans during the building 
permit phase.  
 
4.  
All vehicle paths and roadways shall be surfaced with approved dust control 
materials and must comply with the County’s air quality standards.  
 
5.  
Any work in Queen Creek Road’s right-of-way, including utility extensions, will 
require a permit from the City of Chandler. 
 
d. 
The maximum diameter of the antenna array shall be twelve feet.   
 
e. 
Antennas and associated equipment of the co-location shall be painted to match the color 
of the monopole.  
 
f. 
The wireless communication tower shall retain the stealth properties as originally 
designed. Any damaged or missing fronds or branches shall be replaced within 60 days 
of such damage occurring.  
 
g. 
The screening walls and gate of the new equipment compound shall be painted to match 
the existing equipment compound.  
 
h. 
Any outdoor lighting of the site shall be in conformance with the County’s Outdoor Lighting 
Provisions outlined in Section 1112 and shall be screened from any adjacent rural 
residential property.  
 
i. 
Any new driveway or service parking area for this wireless communications facility shall 
be surfaced with alternative dust control materials that abide by the regulations of the 
County’s Air Quality Department.  
 
j. 
The conditions of approval of Z2017052 – Special Use Permit shall apply with this 
amendment.  
 
k. 
Noncompliance with any Maricopa County Regulation shall be grounds for initiating a 
revocation of this Special Use Permit as set forth in the Maricopa County Zoning 
Ordinance.  
 
l. 
The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner.  The granting of this approval allows the property to

enjoy uses in excess of those permitted by the zoning existing on the date of application, 
subject to conditions.  In the event of the failure to comply with any condition, and at the 
time of expiration of the Special Use Permit, the property shall revert to the zoning that 
existed on the date of application.  It is, therefore, stipulated and agreed that either 
revocation due to the failure to comply with any conditions, or the expiration of the Special 
Use Permit, does not reduce any rights that existed on the date of application to use, 
divide, sell, or possess the property and that there would be no diminution in value of the 
property from the value it held on the date of application due to such revocation or 
expiration of the Special Use Permit.  The Special Use Permit enhances the value of the 
property above its value as of the date the Special Use Permit is granted and reverting to 
the prior zoning results in the same value of the property as if the Special Use Permit had 
never been granted.

Project Summary: 
 
1. 
The applicant is requesting a major amendment of a Special Use Permit (SUP) that permitted a 
wireless communications facility (WCF) in the Rural-43 zoning district. The site is located 385 
feet northeast of the northeast corner of Queen Creek Rd. and Gilbert Rd. in the Chandler area.   
The SUP approved a 70-foot-tall monopole tower with faux pine needles to conceal the attached 
antennas. The applicant is proposing to co-locate six new antennas on the existing monopole and 
expand the SUP area southward to accommodate a 300 sq. ft. equipment compound for the new 
antenna array that will provide wireless service for T-Mobile USA customers. The main reason for 
this amendment is that the proposed equipment compound will be on a separate property south 
of the existing WCF.  The expanded SUP area will virtually eliminate the property line between the 
existing and proposed equipment compounds of the facility.  
 
2. 
On August 23, 2017, the Board approved a SUP for a WCF with a 70-foot tall, camouflaged 
monopole tower (Z2017052). The original SUP varied the required south setback of the monopole 
tower to the property line from 70 feet to 27 feet and the required west setback from 70 feet to 
26 feet. On August 15, 2023, staff met with the applicant to discuss the first submittal of this 
request in a Technical Advisory Committee Meeting.  Subsequently on December 6, 2023, an SUP  
(Z2022222) for a group facility of an educational/philanthropic nature was approved for six lots 
(that include the subject site) owned by The Grove Bible Church. As a condition of SUP approval, 
the six lots are being consolidated into a single parcel before the submittal of as-built permits for 
the site’s existing buildings. 
 
3. 
With this request the applicant is requesting to vary two development standards for WCFs. The 
first request is for an antenna array diameter of 12 feet where the ordinance permits a maximum 
diameter of eight feet. The applicant states this is necessary due to modern antenna 
technologies.  Another request is to allow the use of alternative dustproofing for the new driveway 
and technician parking space instead of pavement. This will keep the rural residential aesthetic 
of the WCF’s location. In compensation, the developer will maintain the WCF’s pine tree 
concealment elements for monopole attachments and ensure that the newly installed equipment 
on the monopole will be painted to match the tree bark color of the existing tower.

residential uses, such as commercial, institutional, public facilities, and commercial offices based

Public Participation Summary:

The applicant has notified all property owners within 300 feet of the site and notified area 
stakeholders concerning this request. Moreover, the site has been posted to inform the public of 
this request and public hearings to decide this request. As of the writing of this report, staff have 
not received any concerns, support, or opposition to this request. Since the site is in the municipal 
planning area of Chandler, the City was notified about this request, and as of the writing of this 
report, staff have not received any comments from the City.

Staff supports this SUP amendment. The amendment will enable both a co-location on an existing 
communications tower and a new compound that will be spaced closer to an existing 
underground power line easement on the property to the south of the subject lot. Since the 
communication tower is camouflaged by faux pine needles the addition of new antennas will be 
undetectable by the surrounding properties. The new equipment compound will be screened by 
the same type of solid wall as the existing equipment compound, and this will appear to be all 
part of the same WCF. The distance the WCF is from any public street will also make the addition 
of the new equipment compound hardly noticeable to the public, especially since the existing 70-
foot tall monopole tower of this facility has been on the site for over six years. This co-location 
will boost mobile phone reception (especially useful in an emergency) and increase wi-fi speeds 
for T-Mobile USA customers. Therefore, staff recommends that the Commission recommend 
approval of this SUP amendment.   
 
Recommendation:

Staff recommends the Commission adopt a motion recommending that the Board of Supervisors

Purpose of Request 
 
T-Mobile is committed to improving coverage and expanding network capacity to meet customer demand 
throughout Maricopa County. T-Mobile is proposing to co-locate on an existing Wireless Communication 
Facility (WCF) that’s located at 13650 E Queen Creek Road, Chandler AZ 85249. The proposed co-location 
will provide residents, visitors and businesses with improved high quality reliable wireless service for both 
personal & business, in addition to enhancing emergency services in the area. This request is a major 
amendment of Z2017052 Special Use Permit (SUP) that approved the existing WCF with a 70’ tall MonoPine 
Tower. 
 
Description of Proposal 
 
T-Mobile is proposing to co-locate on the existing disguised WCF with an associated equipment compound 
enclosed by a masonry wall to be located 10’ South of the existing WCF on an adjacent property. The 
proposed 300 sq/ft equipment compound will be enclosed by an 8’ Masonry wall and will have the following 
setbacks:

T-Mobile is requesting a major amendment of an SUP to allow an expanded SUP area that was approved 
under Z2017052 with a new 300 sq/ft equipment compound on a separate adjacent property to the South.

The proposed WCF expansion will not alter or impact the existing conditions on the subject property, or 
surrounding properties, or impact traffic in the immediate area.

T-Mobile is requesting to vary the street side yard adjacent to the expanded SUP area from the required 20 
feet to 6 feet to be in line with the existing equipment compound previously approved under Z2017052.

The proposed site maybe visited once a month for routine maintenance, or the event of a 
breakdown, so the proposed use will not impact traffic in the area and will comply with all local, 
state and federal laws & regulations.

Summary- SPECIAL USE PERMIT Amendment to allow the expansion of the existing 
footprint approved under Z20174052 by approximately 300 square feet.  
Improvements include: co-locate on the existing wireless communication facility with 
associated equipment which will be housed just south of the existing facility and 
enclosed within 8 foot high masonry walls.     
Engineering Review has reviewed the first plan (EDR#1) routed for review on 
7.18.2023, for the subject application and no objections to this application provided 
any approvals include the following stipulations: 
 
General- 
1. Engineering review of planning and/or zoning cases is for conceptual design 
only. All development and engineering design shall be in conformance with 
Section 1205 of the Maricopa County Zoning Ordinance; Drainage Policies and 
Standards; Floodplain Regulations for Maricopa County; MCDOT Roadway 
Design Manual; and current engineering policies, standards and best practices 
at the time of application for construction.  
 
2. Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted 
with the application for Building Permits.  All grading that has occurred onsite 
shall be reflected in the submitted Grading and Drainage Plans.  All wall details 
to be provided with building permit submittal.   
 
3. This site is within the Unincorporated Urbanized Area of Maricopa county, 
disturbance greater than 1 acre will require SWPP plans during building permit 
phase.   
 
4. All vehicle paths/roadways shall be surfaced with approved dust control 
material.  
 
5. Applicant to contact City of Chandler regarding access, right of way and 
required improvements to Queen Creek Road.  These approvals must be 
provided to the County with building permit documents.
