CITY COUNCIL REPORT SUBJECT: LEA Architects, LLC Professional Services Agreement MEETING DATE: January 14, 2025 TO: Mayor and Council FROM: Chris Hamilton, City Engineer REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Development Services Department is requesting the approval of a Professional Services Agreement between the City of Tolleson and LEA Architects, LLC for architectural and engineering services related to the design of a new Utility Operations Building. BACKGROUND: Staff has been investigating the possibility of building a new new Operations Building for the Utility Department on the currently owned property near the southwest corner of 99th Avenue and Buckeye Road. In order to built this facility a design group would be needed. LEA Architects, LLC was selected through a Request for Qualifications (RFQ) process to provide these services. After preliminary discussions with LEA, it was decided that a study to determine the best location and layout for building would be best. Those items have been completed and a solid plan for the new Building design and construction can be formulated. DISCUSSION: The City of Tolleson requires professional architectural and engineering services for the design of a new Utility Operations Building located at the Tolleson Wastewater Treatment Plant. Agreement Term: Effective until June 30, 2025, with two one-year renewal options. Scope of Services: Includes architectural design, engineering, and project management services for the Utility Operations Building, including site plan development, schematic design, and construction document preparation. BUDGET IMPACT: The City shall pay the Consultant an amount for the services at the rates set forth in the Fee Proposal. Funds for this agreement are available in the approved budget under the appropriate accounts designated for capital improvement projects. Total compensation is not to exceed $860,943.
