THISISA COMPETITION IIMPRACTICABLE PROCUREMENT BECAUSE (attach additional page Ifneeded):

Hill's is identified as the sole, standardized shelter feeding program which provides consistent product
availability and client service that includes an Adopter feeding program. Hill's cannot bid prices in a bid
process because they cannot guarantee price. Their program is a discount based program, therefore
they can only guarantee the discount. When Hill's takes a price increase, this is applied to all customers,
is implemented as of a specific date, and they cannot honor previous contracted prices after a price
increase occurs. Hill's does not have a team that supports a contract-based business model.

The existing contract began February 25, 2021, with an initial term for one year and auto renewed for an
additional two year term. This Competition Impracticable has been renewed each year that the contract
has been executed and needs to be renewed for FY 2024.

Contracted vendors lack consistent product availability, no easy mechanism for replacing
unavailable items, while costing much more annually (no feed discount listed on contract).
Vendors contacted do not offer veterinary diets or client product/service programs.

Other national vendors no longer offer shelter feeding programs and do not offer veterinary
diets. For example, Purina supports rescue efforts through donations and coupons, not formal
agreements to provide feed and have limited veterinary diets.

PRICE
MC1-352-B states: The Using Agency requesting a Competition Impracticable Procurement shall provide written evidence
to support a Competition Impracticable determination containing an explanation of why the proposed procurement
process Is advantageous to the County; and the scope, duration, and estimated total dollar value of the procurement.

-Companion Animal Feed vendors(County Contracted) were contacted, variety of feed not
available, what was available much higher in cost. No mechanism in place to support high
volume feed orders (online ordering, account support}

-Hill's Pet Health offers a shelter feed program which provides online account and client
support, high quality product, and a large variety of veterinary diets.

-Outside animal agencies in Iilinois, New York and Ohio provided positive feedback on Hills
services and products when first researching feed programs.

-Vendor quote attached.
