Maricopa County Board of Supervisors
Public Meeting Rules and Decorum
It is the intent of the members of the Board of Supervisors to follow orderly procedures for 
conducting business.  Accordingly, the following Resolution of the Maricopa County Board of 
Supervisors Regarding Public Meeting Rules and Decorum are adopted to accomplish these 
goals.
I.
Open Meetings
Maricopa County Board of Supervisors Formal and Informal meetings are open to 
the public and will proceed under ARS 38-431 et. al. 
II.
Public Speaking
The Chairman of the Board has the authority to compel compliance with the following 
rules during open meetings:
1.
Attendees shall be allowed to request to speak on individual agenda items or 
during the Board’s call to the public.
2.
Attendees will be required to complete a “request to speak” form and return it to 
the Clerk of the Board of Supervisors, or designee, no later than ten minutes 
after the Board meeting formally begins. The Chairman is the arbiter of when the 
time has elapsed, if necessary.
3.
Attendees may be limited to speaking on a maximum of two agenda items as 
well as the call to the public, at the discretion of the Chairman.
4.
Attendees’ comments on individual agenda items and during call to the public will 
be limited to 2 minutes.
5.
During attendees’ comments on agenda items or the call to the public, the 
speaker shall only address the Board members through the Chairman and shall 
only address agenda items or issues directly under the authority of the Board of 
Supervisors. The Chairman is the arbiter regarding the relevancy of speaker 
comments.
III. Rules of Decorum During Open Meetings
The Chairman of the Board of Supervisors has the authority to maintain order and 
professional standards during Open Meetings and may enforce the following rules. 
Those disregarding the rules will be subject to removal.
1.
Attendees should remain seated during an Open Meeting to minimize 
distractions to the Board or other attendees, unless called upon by the Chairman 
to address the Board or if leaving the meeting room.
2.
No person attending an Open Meeting shall engage in disorderly or boisterous 
conduct – including but not limited to applause, whistling, stamping of feet, 
booing or making any loud, threatening, profane, abusive, personal, impertinent 
or slanderous utterance that disturbs, disrupts, or otherwise impedes the orderly 
conduct of the meeting.

3.
Signs, placards, banners, or other similar items shall not be permitted in the 
audience during an Open Meeting if the presence of such items disturbs, 
disrupts, or otherwise impedes the orderly conduct of the meeting. 
IV. Public Hearings
The Chairman may deviate from these rules if Board members request 
accommodations to acquire information relevant to an item listed on the agenda.
