Washington Street Phoenix, AZ 85003 Subject: Letter of Commitment for Climate Pollution Reduction Grant Program, Implementation Phase for the Phoenix-Mesa-Chandler MSA Dear Ms. Allen, Maricopa County commits to being a member of the Phoenix Regional Climate Pollution Reduction Grant Coalition. Maricopa County intends to sign a Memorandum of Agreement (MOA), developed in cooperation with fellow committed coalition members, as part of the application for federal funding being submitted by the City of Phoenix to the U.S. Environmental Protection Agency (EPA) for the Climate Pollution Reduction Grant Program, Implementation Phase for the Phoenix-Mesa-Chandler metropolitan statistical area. Maricopa County, along with the State of Arizona and municipalities in Maricopa and Pinal County have a long history of regional cooperation and collaboration. For decades, the Maricopa County Air Quality Department (MCAQD) has worked with the Pinal County Air Quality Department, the Maricopa Association of Governments, and the Arizona Department of Environmental Quality to estimate emissions, identify control measures, and develop air quality plans. In addition, MCAQD has hosted the Cities and Towns Workgroup since 2009 in order to foster partnerships and increase communication about topics related to air quality. The MCAQD Government Liaison sends periodic updates to members of the workgroup, and hosts workgroup meetings as needed, to keep representatives from cities and towns informed. Representatives from MCAQD and other Maricopa County departments also participate in external workgroups that include representatives from other municipalities. Maricopa County and the City of Phoenix also have extensive history of cooperation on projects, including affordable housing, heat relief for people experiencing homelessness, housing resources for individuals served by the Human Services Campus, and weather relief day and night shelter services for individuals experiencing homelessness. In addition, City of Phoenix has participated as a stakeholder in many of MCAQD’s regulatory processes and has consistently demonstrated their commitment to reduce emissions of greenhouse gases and criteria air pollutants. As part of this application, Maricopa County is requesting funding for the following projects: • Continuation of a low-income HVAC replacement program. • Development and implementation of a residential fireplace electrification program. • Implementation of the Maricopa County Electric Vehicle Infrastructure plan. • Development and implementation of a program to encourage the adoption and use of zero-emission, electric lawn mowers for commercial use. If funding from for these projects is awarded, Maricopa County commits to the following: • Install 1,250 new, high-efficiency HVAC systems for low-income households. • Install 1,500 electric fireplace inserts in existing, wood-burning fireplaces. • Install electric vehicle charging infrastructure for fleet vehicles at 15 County facilities (approximately 244 6.6 kW charging stations and 133 16.6 kW charging stations). • Replace 377 internal combustion engine fleet vehicles (including cars, light-duty pickup trucks, sport utility vehicles, vans, medium-duty pickup trucks, and box trucks) with zero-emission, battery electric vehicles. • Incentivize the purchase of 250 electric lawnmowers for use in government, university, and commercial landscaping fleets. Maricopa County commits to this endeavor by spearheading the projects listed in this letter of commitment.
