Tegner, Suite A, Wickenburg, Arizona 85390 until 11:00 AM Arizona Time, December 10, 2025, for furnishing all necessary labor, equipment, materials and performing all work for the Project. Any bid received after the time specified will be returned unopened. It is the bidder’s responsibility to assure proposals are received at the above location on or before the specified time. The sealed envelope must be clearly marked with the bidder’s name, address, project name and project number. Bid Documents: The Bid Documents are available at www.wickenburgaz.org/bids and consist of the bid packet, CDBG Forms and Federal Requirements, WIFA Contact Documents, Federal Wage Determination, and Consor Engineered Plans. All bids must be submitted in a sealed envelope clearly marked “Adams/Santa Cruz Waterline Project” with solicitation number Bid 25-04 identified on the envelope. Bidders should also list their business name and address on the front of the sealed envelope. Bidders shall submit their Bid with an original and two (2) copies and the Bid shall be submitted either on the forms provided in this Solicitation or on their substantial equivalent. Any substitute document must be legible and contain the same information requested on the forms provided. Pre-Bid Conference: A pre-bid conference will be held on Wednesday, November 5, 2025, at 11:00 AM, in the Council Chambers, Wickenburg Town Hall, 155 N. Tegner, Suite A, Wickenburg, Arizona 85390. It is highly recommended that all prospective bidders attend, as bidder responsibility issues will be discussed, along with Project requirements. Project Summary: Portions of the Town of Wickenburg existing water and sewer lines are at or nearing the end of their service life. As part of the Town of Wickenburg’s Water Master Plan these systems are being replaced within a 50 year horizon. The Town of Wickenburg is seeking construction services to install 8-inch ductile iron watermains, 6-inch sewer line, and other improvements within sections of Adams Street and Santa Cruz Street. The installation of the watermain will be a mix of replace-in-place and new alignments. The replacement of the water distribution main runs within the roadway of Adams Street between Apache Street and Santa Cruz Street and within Santa Cruz Street between Adams Street and Washington Street. The replacement of a section of 6-inch Vitrified Clay Pipe (VCP) sewer with SDR PVC pipe occurs within Santa Cruz Street between Adams Street and Jefferson Street. The sewer line will be removed and replaced along its existing alignment and grade. Existing water and sewer services will need to be reconnected, relocated, and/or replaced as part of this work. Coordination with customers for outages and other community outreach will be required for work within the area. Other improvements include replacing two fire hydrants and installing a new one and pavement/surface treatments. Pavement resurfacing will be from gutter to gutter along the impacted roadways of the project area. Pavement will be milled and replaced to existing elevations. Additional flat work includes section of degraded sidewalk, curb, and gutter to be removed and replaced. The Town has identified specific locations for these replacements and improvements, including the installation of four ADA-compliant concrete sidewalk ramps at the intersection of Adams St and Yavapai St. The project site is located in Section 12, Township 7 North, Range 5 West. Bid Security: Each bid shall be in accordance with the Contract Documents. Any bid that does not conform in all material respects to the Contract Documents will be considered non- responsive. Each bid shall be submitted on the bid form(s) included in the Contract Documents; shall be accompanied by a certified or cashier’s check or bid bond for ten percent (10%) of the amount of the bid, made payable to the order of the Town of Wickenburg; and shall be included in the bid as a guarantee that the successful bidder will enter into a contract to perform the work in accordance with the Contract Documents. The bid bond shall be executed pursuant to Section 1.4.1 of the Contract Documents, and solely by a surety company or companies holding a certificate of authority to transact surety business in the State of Arizona issued by the Director of the Department of Insurance pursuant to Title 20, Chapter 2, Article 1. All bid securities will be returned to the bidders whose bids are not accepted, except for the three lowest bidders. The bid security of the three lowest bidder(s) will be returned immediately after the fully completed Contract Documents have been executed. The difference between the amount specified in the bid and such larger amount for which Town may in good faith contract with another party to perform the work covered by the bid, not to exceed the amount of the bond penalty, shall be declared forfeited as liquidated damages if the successful bidder refuses to enter into the contract and provide the bonds and certificates of insurance after being requested so to do by TOWN. Bid Opening: Bids will be opened in the Council Chambers at Wickenburg Town Hall located at 155 N. Tegner, Suite A, Wickenburg, Arizona 85390, and the proposed bid price will be publicly read aloud immediately after the time for receiving bids has expired as set forth above. The Town reserves the right to postpone the bid opening date at any time prior to bid opening. A Non-Collusion Affidavit executed by bidder shall be submitted with the bid. Right to Reject Bids: TOWN reserves the right to reject any or all bids, waive any informality in a bid or to withhold the award for any reason TOWN determines. Funding Source: This project is funded as a Community Development Block Grant (CDBG) made available by the U.S. Department of Housing and Urban Development, managed by Maricopa County, Housing and Community Development Division and awarded through a competitive process by the Maricopa County Community Development Advisory Committee and the Board of Supervisors. There are federal regulations related to CDBG funded projects, Davis Bacon and Related Acts and HUD Section 3 requirements included in this solicitation. There is also funding from the Water Infrastructure Finance Authority of Arizona (WIFA) with a contract packet for governmental borrowers.
