BOARD OF SUPERVISORS
Chairman Sellers opened the meeting and asked the Clerk to call the roll. 
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session 
at 1:00 PM on Friday, February 16, 2024, in the Supervisors’ Conference Room 301 W 
Jefferson, 10th Floor Phoenix, AZ 85003, with the following members present:  Jack Sellers, 
Chairman, District 1 (remote);  Thomas Galvin, Vice Chairman, District 2 (remote);  Bill Gates, 
Supervisor, District 3 (remote);  Clint Hickman, Supervisor, District 4 (remote);  Steve Gallardo, 
Supervisor, District 5 (remote). Also present: Juanita Garza, Clerk; Mia Vagas, Minutes 
Coordinator; Valerie Beckett, Deputy County Manager; Andrea Cummings, Legal Counsel.
ACTION
1.
APPOINT CITIZENS' COMMITTEE REGARDING REPRESENTATIVE VACANCY 
LEGISLATIVE DISTRICT 22
Pursuant to ARS 41-1202(B), appoint individuals to a citizens’ panel to submit to the 
Board of Supervisors the names of three qualified electors who are members of the 
Democratic party and residents of Legislative District 22 to fill the vacancy created by 
the resignation of Leezah Sun. Also, designate one of the individuals as the Chairman 
for the Citizens' Committee. (C-06-24-584-X-00)
Vice Chairman Galvin began by asking for legal clarification on the timetable for this 
appointment. He sited ARS 41-1202 A.5 and asked when the notification from the State 
Party Chairman was received by the Board of Supervisors. Andrea Cummings said she 
could not advise the Board on this as she was not aware of when it was received or in 
what format. Vice Chairman Galvin said he was not aware of any notification from the 
LD 22 Chairman, and, per statute, the Board will appoint a Citizens Committee within a 
particular timeframe after the receipt of the notification. He asked if the Democratic 
State Party Chairman has complied with this notification so the Board can legally move 
forward with this Citizens’ Committee.
Supervisor Hickman said he appreciated Supervisor Gallardo tabling this action at the 
previous meeting due to the Party Chairman not being prepared with names to fill the 
vacancy. He suggested the Board reschedule this meeting and related action to ensure 
the Board is following statute.

Supervisor Gallardo said he has not been able to speak with the Democratic Party 
Chairman over the last few days. He said he would be in favor of delaying this action to 
make sure the Board is following statute. Supervisor Gallardo asked the Clerk if her 
office has received notification on this matter. The Clerk replied no notification had been 
received in the Clerk’s Office. 
Vice Chairman Galvin stated he was shocked that the Democratic State Party Chairman 
had not fulfilled their statutory duty so the Board could move forward with theirs. 
Supervisor Gallardo was surprised that this question had not been asked prior to this 
meeting and was under the impression that notification had been received. He said if 
he had known that the notice had not been received, he would have made more phone 
calls this morning.
The Board all agreed that they would make themselves available and reconvene when 
notification has been confirmed.
Chairman Sellers recessed the Special Board meeting.

Chairman Sellers recessed the meeting waiting for correspondence from Arizona Democratic Party 
State Chair.

Chairman Sellers reconvened the meeting.

Chairman Sellers asked Supervisor Gallardo to address agenda item 1.  
Supervisor Gallardo thanked the Board for their patience on this item and said it was 
time to move forward to address the vacancy in LD22. He named each proposed 
nominee for the Citizens’ Committee and gave a brief background on each.
Chairman Sellers acknowledged there was some discrepancy on the timing issue of 
the receipt of notification and the Board has received legal counsel to go ahead with 
this Citizens’ Committee appointment. 
Motion to approve the appointment of Francisca Montoya, Adan Morado, Sandra Cole, 
Eleanor Perez, and Lorenzo Sierra as Chairman of the panel by Supervisor Steve 
Gallardo, seconded by Supervisor Thomas Galvin
Vice Chairman Galvin thanked Supervisor Gallardo for his diligence on this item. He 
noted that the Board follows the law. Vice Chairman Galvin said the Board did receive 
the notification from the Democratic Party Chairman in the afternoon and so the Board 
was able to move forward.
