R26-05-10 Adopting FY26-27 Tentative Budget

RESOLUTION R26-05-10 
 
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF EL 
MIRAGE, MARICOPA COUNTY, ARIZONA, APPROVING AND 
ADOPTING THE ESTIMATED EXPENDITURES AND REVENUES OF 
THE CITY OF EL MIRAGE FOR FISCAL YEAR 2026–27 
WHEREAS, in accordance with Arizona Revised Statutes, Title 42, Sections 
42-17101 through 42-17110, the City Council did, on the 5th day of May, 2026, 
make estimates of the amounts required to meet public expenditures for the ensuing 
fiscal year, estimates of revenues from sources other than direct taxation, and the 
amount to be raised by taxation upon the real and personal property within the City 
of El Mirage; and the advance planning of the City’s infrastructure needs will achieve 
an efficient, effective, reliable, and responsive pattern of capital improvements; and 
 
WHEREAS, it appears that the sums to be raised by primary property 
taxation, as specified therein, do not in the aggregate exceed the amount permitted 
under Arizona law and the City’s expenditure limitation approved by the voters at 
the General Election held August 26, 2014; and 
 
WHEREAS, it appears that publication will be duly made as required by law 
of said estimates, together with notice that the City Council will hold a public hearing 
on May 19, 2026, at 6:00 p.m., at El Mirage City Hall, 10000 N. El Mirage Road, El 
Mirage, Arizona, for the purpose of hearing taxpayers and approving the final budget 
as set forth in said estimates; and 
 
WHEREAS, it appears that publication will be duly made as required by law 
of said estimates, together with notice that the City Council will meet on May 19, 
2026, at 6:00 p.m., at El Mirage City Hall, 10000 N. El Mirage Road, El Mirage, 
Arizona, for the purpose of making tax levies as set forth in said estimates; and 
 
WHEREAS, Section 2 of the City of El Mirage Employee Policy Manual, 
Classification and Compensation Structure, provides that plan amendments must be 
approved by the City Manager and ratified by the City Council by ordinance, 
resolution, motion, or adoption of the City’s annual budget; and 
 
WHEREAS, Article 3.i. of the El Mirage Police Employees Association (EMPEA) 
and Article 3.3 of the El Mirage Fire Fighters Association (EMFFA) , Memorandum of 
Understanding (MOU), provides that the City will apply city-wide compensation study 
recommendations for the Police Officer, Police Sergeant, Firefighter, Fire Engineer, 
and Fire Captain pay step plans consistent with those used for positions in the 
Classification and Compensation structure for non-MOU positions. 
 
WHEREAS, beginning in December 2025, the prior holiday closure period 
between Christmas Day and New Year’s Day will be discontinued and City facilities 
will remain open during that period; and 
 
WHEREAS, the estimated expenditures and revenues for Fiscal Year 2026–

27 are available for public inspection at El Mirage City Hall, 10000 N. El Mirage Road, 
El Mirage, Arizona; the El Mirage Library, 14011 N. 1st Avenue, El Mirage, Arizona 
85335; and on the City’s website. 
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of El 
Mirage: 
 
1. 
The estimated expenditures and revenues for Fiscal Year 2026–27 are 
hereby approved and adopted. 
 
2. 
The Mayor and City Council hereby approve and adopt the 
classification and compensation adjustments reflected in the Fiscal 
Year 2026–27 budget, which shall constitute the City’s compensation 
plan for MOU and Non-MOU employees.  
 
3. 
The City Clerk is hereby directed to publish the estimates of 
expenditures and notice of the public hearing as required by law.
