Opposition to Re-Zoning on Carefree Highway
Joseph,  
 
Please excuse the lack of a reference number or case filing number.  
But I do wish to express my concern and opposition for the "garage condos" proposed near carefree highway and 
central ave.  
The northern area is experiencing exponential growth that is not sustainable for water resources, traffic control, 
population, reduction of open natural desert spaces, among others.  
Although this specific space would not be zoned for residential use it will increase interest in the area which will result in 
more homes that will then be tapping into an already depleted aquifer, or rely heavily on hauled or city water, again a 
resource that is significantly dwindling.  
Also there appears to be no need for a business of this nature in this area. The surrounding housing is already at 1 home 
per acre; most homes have plenty of room for a shop or garage for this specific purpose.  
This contributes nothing to the area while simultaneously proving that city and county officials are not concerned about 
anything but their bottom lines; they do not care what our opinions are which is aggravating and disrespectful.      
 
If there are any upcoming hearings or meetings where this is being discussed I would like to be added to the notification 
list.

Hearing to Rezone - Case# Z2023089

There are several concerns regarding the rezoning from Rural-43 (single family, one  acre)to C-2  (commercial 
medium intensity) 5.04 Acres approximately 1200 Ft East of Central Ave, South Side of Carefree Hwy. 
 
1.)  Access to the facility:  Where will the entrance(s) be in relationship to Carefree Highway and Central Avenue?  With 
the existing drainage ditch along Carefree, one would then assume that the entrance would have to be off the newly 
installed road, E Santa Cruz Road, which is already a residential area on the south-side. 
 
2.)  Fencing around the facility:  Will the fencing be brick & mortar or chainlink?   
 
3.)  Security Lighting used on the outside of the buildings:  The dark skies of Arizona are no longer that dark and 
depending on the type of security lighting used, those skies may get even lighter. 
 
4.)  Landscaping around the facility:  “Luxury entertaining space and “private gated development” might sound 
impressive, but what landscaping is planned to be in sync with the residential homes across the street?  The answer 
could impact the existing homes' value. 
 
5.)  Blocking the views for the homes in the area:  With existing one-story, residential homes on the south side of E Santa 
Cruz Road, is there no concern with regard to the blocked view that this presents? 
 
6.)  What happened to the status of Carefree Highway as a “Scenic Corridor:”  Carefree Highway used to be touted as a 
“Scenic Corridor,” which precluded certain structures from being allowed along the route, such as billboards, signage, 
lighting, etc.  Is that still the case or has that been changed? 
 
7.)  Density of “storage areas/facilities” along Carefree Highway between Central Ave and 16th Street:  Not certain how 
many storage areas/facilities are needed for this area, but with a major RV/Boat Storage facility already on the NE 
corner of Carefree Hwy and 7th Street, and another being built in the vicinity of SE corner of Carefree Hwy and 12th 
Street, how many are needed, especially in light of all the new homes being build with attached “toy storage” garages. 
 
8.)  Longterm impact of rezoning:  This issue was recently discussed at our annual homeowners association meeting and 
several members expressed concern about the longterm impact a C-2 zoning.  While the current proposers may have a 
particular plan for its use, the zoning would never change and future developers may not be so willing to address the 
concerns stated above. 
 
For the sake of the existing residential homes to the south of Carefree Highway, this rezoning should not be 
approved.  With existing C-2 zones already along Carefree Highway, those should be utilized and the rezoning of this 
existing Rural-43 property not allowed.

Dear Mr. Meuler,  
 
I am a resident in the Carefree Highlands neighborhood and have live there for 25 years.  
I am writing to voice my support for this zoning request because of the Staff Recommendations listed on page 7 of the 
Staff Report, #17, ‘a’ – ‘I’. 
 
The restrictions listed above & the CUPD standards listed below give more assurance that the commercial use of this 
property will be a positive commercial addition to our area and also respect us as neighbors who are just south of the 
planned development.  
 
(1) a maximum height of 30’ and  
(2) allowed uses to be limited to self-storage uses ancillary to self-storage 
 
I am also supportive of this particular commercial development because of our limited sewer and water resources in this 
area. 
It seems this type of commercial use will require a limited amount of both these resources.
