he CDC Foundation is a nonprofit that supports the Centers for Disease Control and Prevention (CDC) and
he critical work of public health. During the pandemic, the CDC Foundation established a recruitment and
iring program to place public health workers in state, tribal, territorial, and local public health departments
cross the country. They fill critical positions, from contact tracers and case investigators to lab techs, data
cientists and epidemiologists, to bolster capacity in understaffed health departments. This frontline workforce
Is supported by a group of program managers, project managers and IT specialists.

Maricopa County Procurement Code MC1-351 states: “Competition|mpracticable” means an acquisition where, competitionis

ITHISISA COMPETITION IMPRACTICABLE PROCUREMENT BECAUSE (attach additional pageifneeded):
MCDPH has not been successful in recruiting or hiring epidemiologists to full capacity since the
beginning of the pandemic (either hiring as a county employee or through our traditional temp
agency on contract). The CDC Foundation is the only known and trusted organization to
successfully recruit and hire approximately 2,500 public health workers to bridge gaps in public
health workforces across the country.

MCDPH has attempted to fill these positions through the normal Maricopa County recruiting
process as well as through various other means including our temporary personnel services
contract (ACRO) and our medical and locum tenens cooperative contract (Vizient) to no avail.
The state of Arizona has recently entered into a similar arrangement with the CDC Foundation
to fulfill the same need and the process has proven successful.
PRICE
MC1-352-B states: The Using Agency requesting a Competition Impracticable Procurement shall provide written evidence
to support a Competition impracticable determination containing an explanation of why the proposed procurement
process is advantageous to the County; and the scope, duration, and estimated total dollar value of the procurement.

The estimated amount of $486;756 $586,282.26 is the expected total to be used through
6/20/24 6/30/25. The number of positions it will assist with is-?- 8 and the base rates used are
in line with current Maricopa County compensation rates as well as rates received from our
current temporary services contractor for similar positions. A copy of the retention budget is
attached and will be included in the final contract with the CDC Foundation.
CERTIFICATIONS
I certify:
1) | recognize that the Maricopa County Procurement Code requires the use of competitive solicitations unless
exempted by law. | have reviewed the information and materials relevant to this procurement of goods and services,
and am requesting approval of an exception to the competitive process for the reasons described;
2) the price to be paid to the proposed vendor is fair, reasonable, and provides the best value to Maricopa County; and
3) this request for an exception to the competitive solicitation process is not the result of inadequate advance planning
or for purposes of securing the services of a preferred vendor.
