Supervisor Sellers introduced his guest, Rabbi Israel Nelson, who has served at Beth 
Emmanuel Messianic Congregation for the past 10 years. In addition to his religious 
involvement, Rabbi Nelson has been active in the business community locally and 
worldwide. 
Rabbi Nelson offered the invocation.

PET SHOWCASE BY MARICOPA COUNTY ANIMAL CARE AND CONTROL - 
PRESENTACIÓN DE ANIMALES DOMESTICOS POR EL DEPARTAMENTO DE
CONTROL Y CUIDADO DE ANIMALES
Callie MacDougall, with Animal Care and Control introduced Paws, a one-year-old 
Husky mix. She said he is a good combination of energy and gentleness, sweet and 
puppyish. Paws is available for adoption or foster care. For more information go to 
Pets.maricopa.gov.
Chairman Hickman asked the Clerk if there were any announcements or corrections to 
the agenda. The Clerk said on item 17, there was a clarification to be noted: The amount 
$4,873 of the $ 5,459 was received and spent in a prior year.
Chairman Hickman asked County Manager, Jen Pokorski, to give an update on the 
Diamond Fire that broke out yesterday near the Rio Verde Foothills. Ms. Pokorski said 
Maricopa County Emergency Management was contacted and asked to set up an 
Emergency Operations Center (EOC) to assist. McDowell Mountain Preserve was 
impacted and there has been evacuation of people and livestock. The Diamond Fire is 
being fought by many agencies and good progress was being made by airtankers and 
firefighters on the ground. Ms. Pokorski thanked Chairman Hickman for being ready for 
an emergency declaration if needed. Chairman Hickman thanked Ms. Pokorski for the 
update. Supervisor Galvin spoke and said this quick action is a testament to our ability 
to respond and thanked all the agencies who stepped up to assist.

IRRIGATION WATER DELIVERY DISTRICT
Pursuant to A.R.S. § 48-261 and § 48-263, convene the scheduled public hearing on the
impact statement for the proposed Woodland Terrace Irrigation Water Delivery District.
The Board of Supervisors will hear those who appear for and against the proposed district 
and shall determine whether the creation of the district will promote public health, comfort, 
convenience, necessity, or welfare.
If the Board determines that the public health, comfort, convenience, necessity, or welfare 
will be promoted, it shall approve the district impact statement, a bond of $250, and authorize

SYSTEM SERVICES
Approve an Intergovernmental Agreement (IGA) with Washington Elementary School District
for the purpose of outlining the responsibilities of each of the parties’ management of the 
County
and School District Financial System of record as part of the MCSS Financial System 
Support Consortium. The IGA shall become effective from and after the date of its execution
and expire June 30, 2024.
Maricopa County is authorized to enter into this IGA under A.R.S. §11-952 for the purposes 
of exercising joint powers or contracting for services.
As a result of this IGA and pursuant to A.R.S. §42-17106(B), approve an expenditure 
adjustment to the FY 2023 County School Superintendent (D370) School Communication 
Fund (782) Non Recurring Non Project (NRNP) budget in the amount of $846,110.

In accordance with A.R.S. §42-17106(B), approve the following budget adjustments for 
Fiscal Year 2023:
1. Increase the expenditure budget for the County School Superintendent (D370) School 
Communication Fund (782) Non Recurring Non Project (NRNP) budget by $582,612.
2. Increase the expenditure budget for the County School Superintendent (D370) 
Educational Supplemental Program Fund (790) Non Recurring Non Project (NRNP) budget
by $22,485.
3. Decrease the expenditure appropriation in Non Departmental (D470) Non Departmental 
Grants Fund (249) Non Recurring Non Project (NRNP) Contingency (4711) in the line 
“Unassigned” by $605,097.
4. Increase the revenue and expenditure budgets for the County School Superintendent
(D370) School Grants Fund (715) Operating (OPER) budget by $515,693.
The adjustment to Fund 782 is needed after reconciling invoices for the Maricopa County 
Financial System Services. The adjustment to Fund 790 is needed after reconciling invoices
for grant reporting services provided by the Maricopa County School Superintendent’s Office.
The adjustment to Fund 715 is needed to increase budget authorization to receive and spend 
ESSER grant monies, the acceptance of which was approved by the Board of Supervisors 
at its 5/4/2022 meeting (C-37-22-023-X-00).
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This
budget adjustment does not alter the budget constraining the expenditure of local revenues 
duly adopted by the Board pursuant to A.R.S. §42-17105.

FUNDING BUDGET ADJUSTMENT AND ACCEPT DONATION FROM APS-PALO 
VERDE TO PURCHASE ENERGY KITS FOR MARICOPA K-12 CLASSROOMS
Approve and accept donation from APS-Palo Verde to the Maricopa County School 
Superintendent’s Office (MCSSO) to purchase Energy Classroom Kits for Maricopa K-12 
schools. These Energy Classroom Kits are aimed to provide access to and enhance student
experiential learning, technical skills, and critical real-world learning significant to education 
development and our future workforce in Maricopa County. Teachers in Maricopa County 
will check out the APS-Palo Verde Classroom Kits to implement lessons with their 
classrooms.
  
The APS-Palo Verde non-competitive donation is in the amount of $5,459 for 20 Energy 
Kits.  The Energy Kits will be purchased in February 2023 with teachers to begin to check-
out the Energy Kits in June 2023.

This is new one-time funding from APS-Palo Verde and is not expected to reoccur.  The 
funding does not require an in-kind match. Indirect costs are not applicable for this donation.
This is not a mandated function but provides a resource benefit to both Maricopa County 
teachers and students by removing teacher barriers to access classroom resources and 
technology and increase student experiential learning and technical skills for education and 
future workforce development.   
 
As a result of this funding and pursuant to A.R.S. §42-17106(B), approve an adjustment to 
the FY 2023 County School Superintendent (D370) Schools Grants Fund (715) Operating 
(OPER) revenues and expenditures budget in the amount of $5,459. 
Donations are not local revenues for the purpose of the constitutional expenditure limitation, 
and therefore expenditure of the revenues is not prohibited by the budget law.  This budget 
adjustment does not alter the budget constraining the expenditure of local revenues duly 
adopted by the Board pursuant to A.R.S. §42-17105.  Funding for this Agreement is provided
by APS—Palo Verde and will not affect the County’s general fund.

Pursuant to A.R.S. 42-17106(B), authorize the following appropriation adjustments to the FY 
2023 budget:
1. Increase the expenditure authority in the Sheriff’s Office (D500) General Fund (100) 
Operating (OPER) budget by an amount not to exceed $3,000,000.
2. Decrease the expenditure authority in the Sheriff’s Office (D500) Detention Fund (255) 
Operating (OPER) budget by an amount not to exceed $3,000,000.
3. Approve a decrease to the FY 2023 fund transfer from the General Fund (100) to the 
Detention Fund (255) by an amount not to exceed $3,000,000. 
4. Decrease the expenditure authority in the Non Departmental (D470) General Fund (100) 
Operating (OPER) budget in the transfer line “Jail Excise Maint of Effort Above Base” (4712) 
by an amount not to exceed $3,000,000.
5. Decrease the revenue authority in the Non Departmental (D470) Detention Fund (255) 
Operating (OPER) budget in the transfer line “Jail Excise Maint of Effort Above Base” (4781) 
by an amount not to exceed $3,000,000.
6. Offsetting revenue and expenditure appropriation adjustments for the fund transfer in the 
Eliminations (D980) Eliminations Fund (900) Operating (OPER) by an amount not to exceed
$3,000,000.
These actions will have a net zero impact on the County-wide budget and do not alter the 
budget constraining the expenditure of local revenues duly adopted by the Board pursuant 
to A.R.S. 42-17105.

AGREEMENT WITH THE MARICOPA COUNTY, DEPARTMENT OF EMERGENCY 
MANAGEMENT FOR SECURING THE CITIES (STC) FY24 FUNDING
Approve the Agreement and acceptance of grant funds to the Sheriff’s Office (Subrecipient) 
from the Maricopa County Department of Emergency Management (County), Securing the 
Cities (STC) in the amount of $175,680 for the award period beginning July 1, 2023 and 
terminating on June 30, 2024. This Agreement may be terminated immediately by the County
upon written notice to Subrecipient due to loss or reduction of Federal grant funds. Both the 
County and the Subrecipient may terminate, in whole or in part, as set forth in 2 CFR 
§200.340. The purpose of the award it to prevent the successful possession, movement, and
deployment of a nuclear or radiological weapon and component materials by an adversary 
within Maricopa County by enhancing the nuclear detection capabilities of the county and 
local agencies. Funding will be used to cover personnel costs (regular and overtime salaries)
of the MCSO employees participating in DEM’s training events and MCSO’s personnel costs
to cover the normal duty posts of those participating in the training events. 
On January 26, 2022, the BOS approved the Memorandum of Understanding (MOU) 
between Maricopa County Securing the Cities Program through the Department of 
Emergency Management (DEM) and the Maricopa County Sheriff’s Office (MCSO) in 
connection with the Securing the Cities (STC) Program for Maricopa County (C-5-22-094-X-
00) This is the second time the Sheriff’s Office has received this funding.  The award was 
non-competitive and there is no match requirement and there are no future or ongoing 
contributions required after the grant period ends.  The Sheriff’s Office indirect cost rate for 
FY24 is 16.72%, applicable to the award amount of $175,680 with no capital expenses for 
an indirect cost base of $175,680 and indirect costs of $29,373.70.  Indirect costs will be 
absorbed by the General Fund.  This is not a mandated function although it supports the 
MCSO public safety mandate. The Maricopa County Sheriff’s Office is one of several local 
law enforcement agencies in the Phoenix metro area that participate in this effort.
These revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore, expenditures of these revenues are not prohibited by the budget 
law.

SERVICE
Approve Amendment No. 1 to Intergovernmental Agreement (IGA) with the City of Phoenix 
for independent investigator service that is effective upon signature of the parties. This 
amendment extends the IGA entered into on July 1, 2022 (C-50-23-004-X-00) by one-year 
to June 30, 2024. The original terms and conditions, including the value of this IGA 
($250,000), remain unchanged.
A separate Maricopa County Sheriff's Office (MCSO) agenda request is submitted to extend
a corresponding contract with an independent investigator.

beginning July 1, 2023, through June 30, 2024.  Deployments will be intermittent, as needed,
and as Maricopa County Sheriff's Office (MCSO) staffing levels and priorities permit.   
The Town will be charged according to Schedule A of the Amendment.  The number of patrol 
details is unknown and the impact to General Fund revenue will be nominal.

This vehicle will be assigned to the Major Crimes Division, this vehicle is equipped with cage
and will be used to transport inmates with Page 2 or warrant to and from ITR with assigned 
detective will ensure safety of both the inmate and detective. The annual operating expense
for this vehicle is expected to be $5,000 and will be absorbed by the General Fund. This 
vehicle will be retired at the end of its useful life with no funding from the general or detention 
fund for replacement.

IGA WITH THE TOWN OF CAREFREE FOR LAW ENFORCEMENT SERVICES
Approve an intergovernmental agreement (IGA) for Law Enforcement Services with the
Town of Carefree and Maricopa County on behalf of the Sheriff's Office contracting for .30 
beats of service plus a .5 FTE traffic deputy in the not-to-exceed amount of $583,349.17 for 
the first fiscal year (FY 2024).  Costs are updated annually with notice provided to the Town 
by February 20 for the next fiscal year.   The initial term of this agreement is July 1, 2023, 
through June 30, 2026, to be followed by one, three-year automatic renewal unless a non-
renewal notice has been issued by either party.
This contract supersedes the current agreement (C-50-17-096-3-00 and C-50-17-096-3-01) 
and is terminable without cause upon twelve (12) months written notice or within (90) days 
of an uncured breach.
This contract is managed through Sheriff's District IV.   The Town of Carefree has contracted
with the Sheriff’s Office for many years.

Approve the revisions to the Maricopa County Community Outreach Policy (A1120) effective
June 28, 2023. These revisions remove language requiring certain community outreach 
funds to be spent on unincorporated areas of Maricopa County, adds language clarifying that
purchases are to be made in full compliance  with Maricopa County Procurement Code, 
increases the cost limit per event from $5,000 to $10,000, and increases the limit of total 
costs of all events charged to Board Member’s approved budget from $15,000 to $35,000.
This Policy applies to the Maricopa County Board of Supervisors. This policy was originally

Advanced Molecular Immunological Therapies (CAMI) that will support the research of new 
immunotherapies to combat ongoing COVID-19 effects.

animals that have been deemed eligible for the New Hope program. Maricopa County will 
provide a rabies vaccination, dog license tag, and new owner transfer fee within the first year 
of transfer for each dog three months of age or older at no cost to the Contractor. The cost 
for these services is $52 for each animal transferred in FY 2023 and thereafter. Animal Care
and Control estimates two hundred (200) New Hope transfers annually, for a total of $10,400 
per year, over the term of the agreement. The term of this agreement shall commence upon 
approval and execution by the Board and will expire on June 28, 2026.

PUBLIC SAFETY WIRELESS RADIO ACCESS
Approve the First Amendment (Amendment) to the existing Intergovernmental Agreement 
(IGA) between Maricopa County and United States Department of Veterans Affairs Police 
(VA) for access to the Maricopa County wireless radio system. The IGA was approved by 
Maricopa County Board of Supervisors on October 6, 2021 (C-41-22-017-X-00). The 
Amendment commences when the document is signed by both parties and will be in effect 
until the end of the term of the IGA, October 10, 2026.
The Amendment adds twelve (12) handheld radios to the VA inventory, as part of the opening 
of a new medical center. The IGA dictates amendments to enable use of additional radios. 
Additionally, the subscriber license fee of $12.15 per radio was added to the Amendment, 
as it was not included in the IGA.

RESOLUTION FOR DECLARATION OF OFFICIAL INTENT TO REIMBURSE FOR 
PURPOSES OF SECTIONS 103 AND 141-150 OF THE INTERNAL REVENUE CODE OF 
1986
Authorize the Chairman to approve and execute the Resolution, which constitutes a 
Declaration of Official Intent to Reimburse required for the issuance of tax-exempt securities 
to reimburse prior expenditures, related to the construction, acquisition and equipping of 
County capital projects scheduled for Fiscal Years 2023-24, 2024-25, 2025-26 and 2026-27. 
The maximum original amount of obligations expected to be issued related to these projects
is $418,257,083. This is in addition to the Declaration of Official Intent to Reimburse 
$277,127,083 of project expenditures approved by the Board of Supervisors on June 22, 
2022 (C-18-22-196-X-00). The County is anticipating issuing tax-exempt obligations to 
finance capital projects in the Capital Projects Fund (Fund 444).  The maximum original 
amount of obligations expected to be issued is $418,257,083.  Exhibit A shows the proposed 
capital project expenditures by anticipated fiscal year.  The County reasonably expects to 
reimburse the expenditures with proceeds of a tax-exempt borrowing.

DESIGNEE FOR EXPENDITURE LIMITATION REPORT
Approve Cynthia Goelz, Chief Financial Officer, as the designated individual to submit and 
certify the accuracy of the expenditure limitation report (ELR) as annually prepared by the 
Office of Budget and Finance for the Auditor General.
Pursuant to Arizona Revised Statutes §41-1279.07(E), each political subdivision shall
provide to the Auditor General by July 31 each year the name of the chief fiscal officer 
designated by the governing board of the political subdivision to submit the current fiscal 
year's expenditure limitation report. The political subdivision shall notify the auditor general 
of any changes of individuals designated to file the required reports. The designated chief 
fiscal officer shall certify to the accuracy of the annual expenditure limitation.
The ELR chief fiscal officer designation is applicable for fiscal year 2024.

ELECTRONIC FUNDS TRANSFER AUTHORIZATION
Pursuant to the Electronic Fund Transfer Policy A2512, the Office of Budget and Finance is 
requesting authorization to have the Treasurer’s Office process Electronic Funds Transfers 
(wire transfers) due to the Trustee(s) for annual debt service payments for certificates of 
participation in the amount of $89,752,285 and pledged revenue obligations in the amount 
of $254,335,489, and other County business as necessary in Fiscal Year 2024. The 
payments have been budgeted. The following individuals are authorized to initiate wire 
transfers with the Treasurer’s Office: Lee Ann Bohn, Assistant County Manager, Cynthia 
Goelz, Chief Financial Officer,  Bridget Harper, Deputy Finance Director,  and Kirstin 
Chernin, Deputy Budget Director.  Two authorized individuals are required to initiate wire

LEASE DOCUMENTS FOR FINANCING OF COUNTY EQUIPMENT AND THE 
DECLARATION OF OFFICIAL INTENT
Authorize the Chairman to approve and execute all lease financing documents (to be
periodically submitted for Board signature by the Office of Budget and Finance), including 
the “Declaration of Official Intent,” in an amount not to exceed $18,953,900 (principal), as 
required for reimbursement of expenditures related to the acquisition of County equipment 
such as vehicles, radios, computers, and other equipment. Authorize appropriate 
departmental representatives to co-sign lease documents pertaining to their respective 
departments. All lease financing documents are subject to County Attorney approval.
The Office of Budget and Finance will facilitate the reimbursement from lease financing 
during fiscal year 2024. Expenditures associated with equipment purchases will be bundled 
for lease financing at which time the interest rate(s) will be bid and repayment terms and 
amounts for principal and interest will be known.  Lease(s) maturity will be thirteen months. 
Lease financing will be facilitated by the County’s master personal property lease contract 
as approved by the Board of Supervisors on December 1, 2020. 
There is a need for the County to enter lease financing for equipment purchases. Purchased 
equipment will be financed by the master personal property lease contract for County capital
purchases.
The Declaration of Official Intent will satisfy the 60-day reimbursement period for 
reimbursement of original expenditures, as required by Treasury Regulation §1.150-2(d)(1) 
(1993). Capital outlay expenditures from lease financing proceeds and the corresponding 
debt service payments for principal and interest are not subject to the County Expenditure 
Limitation Report (ELR). Lease financing will extend the debt service payments into the 
subsequent fiscal year (FY 2024-25). The benefit to the County for entering into lease 
financing is that both the capital outlay expenditures from the lease proceeds and the debt 
payments are exempt from the ELR.

effective June 28, 2023. These revisions add language to restrict the authorization of 
electronic funds transfers (EFT) to Office of Budget and Finance only, clarifies the process 
required for EFT requests, and makes overall policy language clarifications. 
This Policy applies to all Maricopa County elected offices and appointed departments as well 
as the Flood Control District of Maricopa County, the Maricopa County Library District, and 
the Maricopa County Stadium District (Special Districts). The Board of Supervisors is

Approve the revisions to the Maricopa County Administering Grants Policy (A2505) effective
June 28, 2023. These revisions update the policy to align with the County’s Grant Manual 
and clarify the disclosure requirements for grant applications and agreements on Board 
agendas and intergovernmental agreements. The revisions also update and clarify 
departmental responsibilities and requirements regarding grant regulations and procurement
rules and regulations. The policy was also updated for overall language clarifications and 
edits.
This Policy applies to all Maricopa County elected offices and appointed departments as well 
as the Flood Control District of Maricopa County, the Maricopa County Library District, and 
the Maricopa County Stadium District (Special Districts). The Board of Supervisors is 
authorized to jointly adopt policies applying to the Special Districts under the

Approve an extension of the Intergovernmental Agreement (IGA) between the City of 
Phoenix and Maricopa County to authorize the participation in the Phoenix Transit Platinum 
Pass Program which will provide electronic fare collection and billing services for bus and 
light rail boardings covered under the County’s approved subsidy program. This would 
extend the IGA until September 30, 2026.

to provide quality services to County residents.
This plan applies to the County’s elected offices, appointed departments, the Judicial Branch 
of Maricopa County who receives performance-based funding from Maricopa County, and

In accordance with A.R.S. § 42-17106(B), authorize the following transfer of expenditure 
authority within the FY 2023 Non-Departmental (D470) General Fund (100) Non-Recurring 
Non-Project (NRNP) budget:
a) Decrease the expenditure appropriation in the line "Unreserved Contingency" (4711) by 
$52,144;
b) Increase the expenditure appropriation in the line "Park Rangers PSPRS Accrued Liability"

Approve financial Amendment No. 1 to the Intergovernmental Agreement (“Agreement”) 
between the City of El Mirage (“Subrecipient”) and Maricopa County (“County”) administered 
by its Human Services Department. The purpose of the Agreement is for the Subrecipient to
purchase a Class A Pumper Fire Apparatus to serve the residents of the City of El Mirage. 
The Subrecipient and the County shall be referred to as the “Parties.”
The purpose of the Amendment is to address the following:
A. Increase Agreement funding amount by $200,000 from $319,840 to $519,840. Funding 
for this Amendment is provided under Assistance Listing Number 14.218, U.S. Department 
of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) 
Program Year/Fiscal Year 2022/2023 funds. 
The Agreement is amended to incorporate the changes contained in this Amendment No. 1. 
All other terms and conditions of the Agreement shall remain unchanged and in full force and
effect.

AMENDMENT TO IGA WITH CITY OF CHANDLER FOR HOME INVESTMENT 
PARTNERSHIPS ACTIVITIES
Approve financial Amendment No. 4 to the Intergovernmental Agreement between City of
Chandler (“Subrecipient”) and Maricopa County (“County”) administered by its Human 
Services Department. The purpose of the Agreement is for the City of Chandler to provide 
single-family owner-occupied housing reconstruction and tenant based rental assistance 
programs. The County provided the City with U.S. Department of Housing and Urban 
Development (HUD) HOME Investment Partnerships Program (HOME) funds.
The Amendment will address the following:
A. Change Lead Agency Point of Contact.
B. Revise Section 3 (Work Statement), to add four new Work Statements for HOME funded 
activities for the Subrecipient to complete:
1. 2020 & 2021 Work Statement A. The Subrecipient shall purchase and rehabilitate single-
family homes for low-income first-time homebuyers. The County shall provide the 
Subrecipient with $307,781 Program Year 2020 and 2021 HOME funds. All work performed, 
or costs incurred expenses shall be reimbursable through September 30, 2025.

2. 2021 HOME-ARP Work Statement. The Subrecipient shall provide development of 
affordable rental housing to qualifying populations defined by HUD Notice CPD-21-10 pages
3-8. The County shall provide the Subrecipient with $1,717,654 HOME ARP funds. All work 
performed, or costs incurred expenses shall be reimbursable through September 30, 2025.
3. 2020, 2021 & 2022 Work Statement B TBRA. The Subrecipient shall provide tenant based
rental assistance to individuals and households in need. The County shall provide the 
Subrecipient with $407,331 Program Year 2020, 2021 and 2022 HOME funds. All work 
performed, or costs incurred expenses shall be reimbursable through September 30, 2025.
4. 2021 & 2022 Work Statement C. The Subrecipient shall purchase and rehabilitate single-
family homes for affordable rental. The County shall provide the Subrecipient with $558,482
Program Year 2021 and 2022 HOME funds. All work performed, or costs incurred expenses
shall be reimbursable through September 30, 2025.
C. The Agreement funding amount shall be increased by $2,991,248 from $1,391,556.29 to 
$4,382,804.29.
The Agreement is amended to incorporate the changes in this Amendment No 4. All other 
terms and conditions of the Agreement and previous Amendments remain the same and in 
full force and effect as approved and amended.
This Amendment No. 4 shall be effective upon approval and signature by both Parties.

SCHOOL DISTRICT NO. 213 P50397
Approve and execute this Facilities Use/Revocable License Agreement between Tempe 
Union High School District No. 213 (P50397) (“Licensor”) and Maricopa County (“Licensee”) 
for Head Start Program use of the premises known as the Innovation Center located at 500 
West Guadalupe Road, Tempe, AZ 85283.
The term of the Agreement shall be for a five (5) year period commencing July 1, 2023 
through June 30, 2028 (“Term”), and may be renewed by Amendment executed by both 
Parties for one (1) additional five-year term (“Renewal Option”). The County’s Assistant 
County Manager and/or the Real Estate Director may administer this Agreement.

The purpose of the Contract is for the County to provide case management services and 
facilitate services to assist eligible seniors and adults with disabilities to maintain 
independence in their homes. Area Agency shall provide the County with a Contract amount 
of $2,592,359 for service delivery. 
The Contract term is July 1, 2023, through June 30, 2024, and shall be effective upon 
approval and signature by both Parties. Funding period of availability shall begin July 1, 
2023, to June 30, 2024. Receipt of the funds from Area Agency requires the County to 
provide a non-federal cash amount. The County shall provide a non-federal cash amount of 
$1,660,957 provided by the Human Services Department appropriated County General 
funds. The County shall also allocate $764,350 in American Rescue Plan Act (ARPA) 
provided to the County by the U. S. Department of Treasury under Assistance Listing
Number 21.027 for the Contract term. The cumulative Contract amount is $5,017,666. 
Area Agency contracts with the County on an annual reoccurring, non-competitive basis to 
provide Senior Adult Independent Living (SAIL) services to eligible individuals to continue 
their living safely and independently to avoid the need for long-term care services.

County are collectively referred to herein as the “Parties” and individually as “Party.”
The purpose of this Agreement is to integrate the County’s workforce development system 
into the City’s social and community services resource network. The Parties agree to support 
workforce development and training efforts that will enable the City’s employers to attract 
and retain top talent and to provide adult and youth services. Service activities shall be 
delivered at the City’s Resource Center (“Center”) located at 12425 West Bell Road, Building
A, Suite 124, Surprise, Arizona 85378. A Workforce Development staff will be utilized to 
provide services under this Agreement, as a Workforce Development Coordinator (WDC). 
The City shall compensate the County a not to exceed amount of $167,150 for service 
delivery.
The Agreement term is a three-year agreement extending July 1, 2023 through June 30, 
2026. The Agreement may be extended upon acceptance and approval by the Parties.

Approve financial Intergovernmental Agreement between the City of Mesa (“Subrecipient”) 
and Maricopa County administered by its Human Services Department.
The purpose of the Agreement is to expand shelter infrastructure for homeless individuals or 
families in Maricopa County. The Subrecipient shall expand homeless shelter availability by 
acquiring a hotel/motel located at 6733 E. Main Street, Mesa, AZ 85205 to offer temporary 
emergency shelter and services to people experiencing homelessness or transitioning out of 
homelessness. The execution of the project shall provide up to 70 shelter rooms for 
approximately 500 homeless individuals annually.
The County shall provide Subrecipient with $4,000,000 in American Rescue Plan Act 
Coronavirus State and Local Fiscal Recovery (ARPA) Funds under the Assistance Listing 
Number 21.027.
The term of this Agreement is from June 28, 2023, through June 30, 2024.

Natalie Lewis, Deputy City Manager of Mesa, came forward to speak on item 72. She 
began by thanking the Board for all they do in their work for Maricopa County. She said 
in her role, she helps to oversee many of the homeless programs in Mesa and she was 
thankful for the great leadership the County showed during the COVID crisis and 
beyond.

Supervisor Galvin thanked Ms. Lewis for coming down to the meeting for this one item 
and he said that epitomizes the great relationship the County has with the City of Mesa. 
He said the City of Mesa is doing great work for their citizens and the County

Supervisor Gallardo echoed the previous comments and said he appreciated all the 
work that is being done in all the municipalities.

IGA WITH CITY OF GLENDALE FOR AFFORDABLE HOUSING OPPORTUNITIES
Approve a financial Intergovernmental Agreement between the City of Glendale 
("Subrecipient") and Maricopa County (“County”) administered by its Human Services
Department.
The purpose of the Agreement is to expand affordable housing availability in the greater
Glendale area. The Subrecipient shall acquire property to build, rehabilitate and develop 
multifamily affordable rental units for individuals and families. It is anticipated that 790 rental
units will be made available, which will serve an estimated 1,465 people annually.
The County shall provide the Subrecipient with $7,211,000 in American Rescue Plan Act, 
Coronavirus State and Local Fiscal Recovery (ARPA) Funds under the Assistance Listing 
Number 21.027.
The Agreement is effective beginning June 28, 2023, through December 31, 2025.

1. Rescind the action taken by the Board of Supervisors on June 14, 2023, which approved 
Maricopa County administered by its Human Services Department to renew Three-Year 
Cooperation Agreements with the following municipalities: Buckeye, Cave Creek, El Mirage, 
Fountain Hills, Gila Bend, Guadalupe, Litchfield Park, Tolleson, Wickenburg, and 
Youngtown. 
The Town of Cave Creek opted not to renew the Three-Year Cooperation Agreement.
2. Substitute the action approval request as follows:
Approve Maricopa County administered by its Human Services Department to renew Three-
Year Cooperation Agreements with the following municipalities: Buckeye, El Mirage, 
Fountain Hills, Gila Bend, Guadalupe, Litchfield Park, Tolleson, Wickenburg, and 
Youngtown.
With Town of Cave Creek opting to not renew, the County will continue the Three-Year

SHARE MATCH FROM THE OFFICE OF HEAD START FOR HEAD START/EARLY 
HEAD START PROGRAM ACTIVITIES
1. Approve the receipt of Carryover Grant Funds from the U.S. Department of Health and 
Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head 
Start (OHS), Grant No. 09CH012079-02-04 in the amount of $238,670 for Head Start/Early 
Head Start program activities for the Budget period of July 1, 2022, through June 30, 2023. 
The Carryover funds will be used for Head Start and Early Head Start classroom supplies 
for center-based classrooms and family services, for upgrades and new information 
technology and supplies for childcare partners, and to facilitate contractual training services.
2. Acknowledge the reduction of the required County Non-Federal Share (NFS) from 
$4,941,192 to the new reduced amount of $1,269,125 for the Budget period of July 1, 2022,
through June 30, 2023. The Board of Supervisors approved the submittal of a reduction of 
the NFS Waiver at its March 15, 2023, formal meeting.
The Head Start program receive a Notice of Award for the Carryover and NFS. Maricopa 
County is the recipient of Grant No. 09CH012079 from OHS for the administration of Head 
Start/Early Head Start service delivery. The Maricopa County Human Services Department 
administers the Head Start/Early Head Start programs. The Grant project period began July
1, 2021, and is through June 30, 2026. The Carryover funds are provided to the County
through a non-competitive process and is a one-time occurrence. Future or ongoing 
contributions are not required after the grant period ends.
The Grant funding for FY2023 is now increased from $21,622,170 to $21,860,840. 
The total Federal and Non-Federal amount for the Project Period is now $42,278,205.

Approve a non-financial Amendment No.1 to the Intergovernmental Agreement (IGA) 
between Washington Elementary School District (WESD) and Maricopa County by and 
through its Department of Public Health, Office of Oral Health Dental Sealant Program for 
free dental sealant services for WESD students.  This Amendment extends the term for one
(1) year to begin July 01, 2023 and end June 30, 2024.  All terms and conditions of the 
original IGA shall remain in full force until terminated by either party.  The contract may be 
extended for additional (1) year periods, not to exceed a total extended term of five (5) years.
This Amendment is for year two of the five-year term.  
This IGA represents a long-term commitment that has existed between ADHS and MCDPH 
for 35+ years.  The current work activities require the administration of a Dental Sealant 
Program in Maricopa County.  This school based dental sealant program is an evidenced-

based, comprehensive strategy that is effective in reducing tooth decay.  It is available to 
Maricopa County schools with 50% or greater participation in the National School Lunch
Program.  Dental sealants are applied to the permanent molars of second and sixth grade 
students who are uninsured, or who are eligible for AHCCCS/KidsCare.  Tooth decay is a 
transmissible bacterial infection that infects the majority of children by age 17.  In the United 
States, an estimated 16 million children have untreated tooth decay.  This important school-
based dental sealant program reduces disparities by providing decay prevention 
opportunities to children unlikely to receive them otherwise.

Board of Regents for and on behalf of Arizona State University (ASU) for services related to
using social determinants of health to reduce tobacco use in Maricopa County.
The above-named Contract is hereby amended as specified below:  
A. Contract Expiration date shall be extended thru June 30, 2026.
B. This amendment is a no cost extension. Any future increases to the budget or changes to
the deliverables shall be subject to an amendment that shall be signed by both parties.

PH RFP 230197 CONTRACTS SUPPORTING MARICOPA COUNTY’S LGBTQ+ 
POPULATION
Pursuant to MC1-329 of the Maricopa County Procurement Code, authorize the Chairman 
of the Board of Supervisors to execute one or more Public Health Request for Proposal (PH 
RFP) contracts, in a form approved by the County Attorney’s Office, to the successful 
bidder(s) in response to PH RFP 230197 Supporting Maricopa County’s LGBTQ+ 
Population.  
The RFP was released on May 30, 2023, and responses are due by 2:00pm on June 30, 
2023.  A Public Health Evaluation Committee will review all responses received utilizing 
evaluation criteria included in the RFP and select the most advantageous to Maricopa 
County.  
Successful respondents will be awarded funds to address health disparities that were 
created or worsened by the COVID-19 Pandemic in direct relation to the LGBTQ+ 
Community, who are struggling due to unequal access to resources that meet their needs.  
The contracts will be for 9 months, beginning on August 23, 2023 and ending May 31, 2024.
The anticipated amount to be spent on this project is $1,000,000, with proposed budgets 
not-to-exceed $500,000 per entity.  Funding is being provided by the Centers for Disease 
Control and Prevention Health Disparities Grant.  
Should the funding source cease and alternate funding not be available, Section 4.2 of the 
RFP, Availability of Funds, will apply allowing for a change or termination of the Agreement.
If additional funds become available, any award resulting from this solicitation may be 
amended and/or extended based on the need for additional services to compliment the 
existing scope of work.

JUSTICE REINVESTMENT FUNDS
Pursuant to MC1-329 of the Maricopa County Procurement Code, a contract was awarded 
to Just Communities Arizona who was a successful bidder to PH RFP 230170 Fiscal Agent 
to Manage Reinvestment Funds.  The RFP was released on April 07, 2023 and responses 
were due by 2:00pm on May 15, 2023.  A Public Health Evaluation Committee determined, 
by evaluation criteria included in the RFP, that Justice Communities Arizona was the most 
advantageous to Maricopa County.
Approve the awarded contract between Just Communities Arizona and Maricopa County by
and through its Department of Public Health (MCDPH) for the fiscal management of justice 
reinvestment funds. 
Just Communities Arizona will be responsible for ensuring that those who are at the highest
risk for justice interactions are being supported through community based, holistic 
approaches, that can supplement current justice models for prevention and service 
provisions to individuals and neighborhoods that are disproportionately impacted by high 
arrest and incarceration rates.
The term of the awarded contract shall be July 01, 2023 through June 30, 2024 with a not-

IGA WITH THE STATE OF ARIZONA FOR THE DEACTIVATION OF SALT RIVER 
PROJECT (SRP) IRRIGATION STRUCTURE: BROADWAY ROAD BRIDGES AT THE 
TEMPE CANAL
Approve the Intergovernmental Agreement (IGA) between Maricopa County and the State 
of Arizona, through its Department of Transportation to deactivate a Salt River Project (SRP)
irrigation structure: BROADWAY ROAD BRIDGES AT THE TEMPE CANAL.
The purpose of this Intergovernmental Agreement is to identify and define the Parties’
respective roles in the deactivation of a non-active and privately owned irrigation delivery 
facility that is connected to SRP’s canal system. 
 
The County is currently in the final design phase of the Broadway Road Bridge Replacement
Transportation Improvement Project and needs to expand the structure over the canal 
system to continue providing the City of Tempe’s primary water supply. The facility, which
has been inactive for over a decade, is no longer capable of functioning and resides with the
State’s right-of-way.

Upon execution of this agreement, the State will deactivate the line and issue Maricopa 
County an encroachment and demolition permit to remove the facility during the construction
phase of the Transportation Improvement Project. The State will also issue annual 
maintenance permits to complete the necessary inspections of the new structure, and 
emergency maintenance permits if necessary.
This Agreement may be cancelled at any time up to 30 days before the award of the Project
contract, so long as the cancelling Party provides at least 30 days’ prior written notice to the

Set a public hearing, as required by Arizona Revised Statutes (A.R.S.) § 49-479(b), for 
August 9, 2023, at 9:30 a.m. to solicit comments on the proposed revision of Maricopa 
County Air Pollution Control Regulations, Rule 100 (General Provisions and Definitions) and 
the associated proposed revision to the Arizona State Implementation Plan (SIP). Following 
the public hearing, the Board is requested to adopt the proposed amendments to the rule 
and to approve submission of the amended rule as a revision to the Arizona SIP.
The Maricopa County Air Quality Department (MCAQD) submitted its original Title V permit
program to the U.S. Environmental Protection Agency (EPA) on November 15, 1993, and 
received full approval from the EPA on November 30, 2001. The EPA recently requested 
MCAQD submit a program revision for approval. As part of the program revision submittal, 
the EPA requested MCAQD make a limited number of revisions to Rule 100. The purpose 
of this rulemaking is to make only the necessary revisions to the rule to address the EPA 
requests along with some minor clarifications so the revised rule can be submitted to the

REAPPOINT DIRECTOR - ELECTIONS (ELECTIONS DAY AND EMERGENCY VOTING)
Reappoint Scott Jarrett as the Elections Director (Election Day and Emergency Voting), 
effective July 1, 2023.  The Elections Director shall report to the County Manager. This item 
was heard at the June 26, 2023 Executive Session.

Dianne Barker, resident, spoke in opposition of this item saying there were too many 
questions and problems regarding elections to support the reappointment of staff who 
were involved. Ms. Barker said there needs to be fresh faces in the department to 
restore faith in the process.
Each Board member took an opportunity to speak in support of Scott Jarrett and the 
diligent work he has done as Election Day and Emergency Voting Director.
Supervisor Gallardo said he respected Ms. Barker’s thoughts on this reappointment 
and he disagreed with her assessment. He worked in elections for 14 years and he said 
he understands the challenging circumstances that staff faces. Mr. Jarrett has lead 
Maricopa County through the most difficult elections in history and Supervisor Gallardo 
supports his reappointment.
Supervisor Gates echoed his colleague’s comments. He added that when the Board 
took back the statutory authority for elections, Mr. Jarrett rose to the top as the most 
qualified candidate for the Election Day Director position. Supervisor Gates said that 
Mr. Jarrett was part of the audit team that investigated previous elections including the 
2018 election and he has an understanding of elections that is vital. Supervisor Gates 
said that when problems occurred in elections, the buck stopped with the Board of 
Supervisors and they took responsibility for resolving the problems, as was done, in 
2022 under his leadership. Supervisor Gates stated a change has been made in the 
chain of command and going forward, Mr. Jarrett will be reporting to the County 
Manager rather than the Board. 
Supervisor Sellers added to Supervisor Gates’ comments regarding the importance of 
distance between the Elections Department and the elected officials, specifically, the 
Board of Supervisors.
Supervisor Galvin stated he is very process-oriented and that means making 
improvements as needed. He reiterated that the Board has a statutory responsibility in 
elections but the day-to-day process of reporting will now go through the County 
Manager. Supervisor Galvin said the goal is to make it better going forward.
Chairman Hickman echoed all of his colleagues’ comments.

The Clerk said there was one speaker slip from Blue Crowley. 
Blue Crowley, resident, talked about a recent survey on the ridership demographic of 
public transportation. He questioned the accuracy of that survey that indicated it is 
mostly white male riders. He believes it is mostly used by minorities. Mr. Crowley also 
talked about the system being destination-oriented and disallows the homeless from 
riding the light rail with no destination in order to get out of the heat.

performance. She said this helps to retain the talented staff in Maricopa County in a 
tight labor market.
Supervisor Gallardo said he looks forward to summer with the variety of activities in the 
parks.
Supervisor Sellers listed several activities he attended: 

the Grand Opening for Dignity Health, Graduate Medical Education for Internal 
Medicine facility in Chandler. He said he is hopeful that some of those in the 
Graduate programs will stay in the area for their work. 

He also attended a Grand Opening for the Gila River Resort, South Mountain 
in Chandler. He said he had the opportunity to speak with the Mayor regarding 
transportation issues. 

He also went to a Gilbert Chamber of Commerce event business awards 
luncheon and was able to catch up with people he does not see often.

 He attended Taiwan Tech Day, where 40 high tech companies from Taiwan 
came to explore the possibility of coming to the Valley with their businesses. 

He was in Anthem at the NaCo Federal Fellowship and spoke about the 
Anthem Test Bed demonstration project and the importance of our advancing 
technology that will potentially qualify Maricopa County for federal grants. 

He mentioned his continued interest in moving Prop 400 e forward for the future 
of transportation in the valley.
Supervisor Galvin thanked Human Services Director, Jacqueline Edwards, for all her 
work on the Mesa transitional housing project. He met with Bishop Dolan and they 
talked about the many issues that plague our society and the importance of including 
faith leaders in the conversation. Supervisor Galvin said he took a tour of Dominion, a 
new affordable housing project for seniors. He thanked County Manager, Jen Pokorski 
for the quick response to the Diamond Fire and for the fire update.

Supervisor Gates said he met with the NACo group too and they talked about elections. 
He confirmed the news about Steve Kaiser’s resignation from the State Senate in 
Legislative District 2 and the process and role of the Board in appointing a replacement.

Chairman Hickman said he also met with the NACo group out at Lake Pleasant. He 
talked briefly about water policy and the multijurisdictional effort that allows for good 
water management. Chairman Hickman expressed his concern about drownings at this

Approve Change Order No. 12 to On-Call Contract FCD 2009C005 for the final design 
services of Buckeye Flood Retarding Structure No. 1 Rehabilitation Project.  Change Order 
No. 12 for On-Call Contract FCD2009C005 adds funds in the amount of $500,000.00 to the 
existing contract increasing the value of the contract to $6,470,000.  The additional funds are
required to continue with post design services. The end date of the contract will remain 
unchanged at December 31, 2026. 
Several dam safety deficiencies have been identified at Buckeye FRS No. 1 and overall 
rehabilitation of the dam best meets District goals and objectives related to dam safety and 
public safety. Phase 2B will complete the rehabilitation for the structure. This item impacts 
Supervisorial District 4.

IGA FOR THE ROOSEVELT STREET STORM DRAIN PROJECT
Approve IGA FCD 2022A017 for the Roosevelt Street Storm Drain Project (PROJECT) for 
the Rights-of-Way Acquisitions, Utility Relocations, Construction, Construction Management,
and Operation and Maintenance of the Roosevelt Street Storm Drain (PROJECT) between 
the City of Tempe (TEMPE), City of Scottsdale (SCOTTSDALE), and the Flood Control 
District of Maricopa County (DISTRICT).
The estimated total PROJECT cost is $10,000,000 and will be shared 65% DISTRICT, 
17.5% TEMPE, and 17.5% SCOTTSDALE.  The DISTRICT’s estimated share of the 
PROJECT’s cost is $6,500,000.
TEMPE will be the lead agency for the PROJECT and will operate and maintain the portion 
of the PROJECT within TEMPE, and SCOTTSDALE will operate and maintain the portions 
of the PROJECT within SCOTTSDALE.  The DISTRICT does not have any operation or 
maintenance responsibilities.
 
The PROJECT was identified in the Indian Bend Wash Area Drainage Master Study as being
a necessary solution to mitigate the flood hazards in the area.  The PROJECT will provide 
100-year flood mitigation to 43 structures and will reduce the frequency of flooding and flood
damage for these structures. This Agenda Item impacts Supervisorial District 1.

DEBRIS MITIGATION IMPROVEMENTS PROJECT
Approve Intergovernmental Agreement (IGA) FCD 2020A010 Amendment No. 2 for the 
Golden Eagle Park Dam Debris Mitigation Improvements Project between the Town of 
Fountain Hills (Town) and the Flood Control District of Maricopa County (District). The 
purpose of this Amendment is to extend the PROJECT construction and funding from June 
30, 2023 to June 30, 2024. The estimated total Project cost is $121,000. The District’s 
estimated share of the Project cost is $90,750 and is limited to $500,000; the Town’s 
estimated share of the Project cost is $30,250. The Town will operate and maintain the 
completed Project. This Agreement shall become effective as of the date it has been 
executed by all PROJECT PARTNERS and shall expire two years from that date, or upon 
Project completion, whichever occurs first.  
The Town proposed the Project for the District’s evaluation under the District’s Small Project
Assistance Program for Fiscal Year 2021. The Project was recommended, scoring 7th 
among 11 submittals by various municipalities. This IGA is proposed in accordance with the 
terms of the Small Project Assistance Program, adopted by the Board under Resolution FCD
2009R003A (C-69-09-062-6-01).
The Project will reduce the flood hazard to the Golden Eagle Park and to roadways in the 
vicinity, both of which have experienced historic flooding.  This Agenda Item impacts 
Supervisorial District 2.
