RESOLUTION NO. 5910 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, APPROVING A PARTIAL RELEASE OF AND AMENDMENT TO 
THE 2021 DEVELOPMENT AGREEMENT BETWEEN VALLEY CHRISTIAN 
SCHOOLS AND THE CITY OF CHANDLER FOR THE DEVELOPMENT OF 
PROPERTY LOCATED IN THE AREA OF NORTH 56TH STREET AND WEST 
GALVESTON STREET. 
 
WHEREAS, in February 2021, the City Council approved Resolution 5439 authorizing a 
development agreement between the City of Chandler and Valley Christian Schools (“Developer”) 
governing the development of a private high school campus on approximately 32.5 acres of real 
property spread over four parcels located in the area of North 56th Street and West Galveston Street 
(the “Agreement”); 
WHEREAS, the Agreement required Developer to install certain offsite public infrastructure 
improvements necessary to serve the property, including roadway and traffic signal improvements 
at the intersection of North 56th Street and West Galveston Street; 
WHEREAS, Developer has constructed a private high school campus on the northernmost parcel 
and has completed the required offsite infrastructure improvements; and 
WHEREAS, Developer ultimately did not develop the two southernmost parcels as part of the high 
school campus, and those parcels consisting of approximately 13.9 acres have been sold to a third 
party for development as industrial properties; and  
WHEREAS, because the two southernmost parcels will not become part of the high school campus, 
the City of Chandler and Developer desire to amend the Agreement to release those parcels from 
the Agreement’s requirements; and 
WHEREAS, A.R.S. § 9-500.05 authorizes the City of Chandler to enter into development 
agreements that provide for the conditions, terms, restrictions, and requirements for public 
infrastructure associated with a proposed development, including any amendments thereto. 
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chandler, Arizona, 
as follows:  
Section 1. 
Approves the agreement titled “Partial Release of and Amendment to Development 
Agreement” (the “Amendment”) in substantially the form attached hereto as Exhibit 
“A” and incorporated herein by this reference. 
 
Section 2. 
Authorizes the Mayor of the City of Chandler to execute the Amendment and related 
documents for and on behalf of the City of Chandler.

Section 3. 
Authorizes the City Manager to execute and provide necessary documentation 
needed to implement the Amendment.
