4. CONSENT AGENDA
Items on the consent agenda are of a routine nature or have been previously studied by the City Council
at a work session. They are intended to be acted upon in one motion. Council members may pull items
from consent if they would like them considered separately.
a. MINUTES
City Council will consider a request to approve the September 28, 2026, City Council meeting
minutes. The Council will take appropriate action.
b. APPOINTMENTS TO BOARDS AND COMMISSIONS
City Council will consider a request to approve the following Board and Commission appointments as
recommended by the City Council Subcommittee on Boards and Commissions and authorize the City
Clerk to execute the necessary documents. The Council will take appropriate action.
• Ben Ruoti - Planning Commission Alternate Member - Partial Term to expire on 12/31/2028; and
• Cimone Rogers - Municipal Art Committee Alternate Member - Partial Term to expire on 12/31/2026.
c. SERIES 12 (RESTAURANT) LIQUOR LICENSE — THE KICKIN CRAB
City Council will consider a request to recommend approval to the Arizona Department of Liquor
License and Control of an application for a Series 12 (Restaurant) Liquor License submitted by
Carlson Bui for the sale of alcohol at The Kickin Crab located at 1035 North Avondale Boulevard in
Avondale and authorize the City Clerk to execute the necessary documents. The Council will take
appropriate action.
d. SERIES 9 (LIQUOR STORE) AND SERIES 10 (BEER AND WINE STORE) LIQUOR LICENSE —
WALGREEN ARIZONA DRUG CO - MULTI-LICENSE ACQUISITION OF CONTROL
City Council will consider a request to recommend approval to the Arizona Department of Liquor
License and Control of a Multi-License Acquisition of Control application for a Series 9 (Liquor Store)
and Series 10 (Beer and Wine Store) Liquor License submitted by Andrea Lewkowitz for the sale of
alcohol at Walgreen Arizona Drug Co located at 1451 N Dysart Rd (Series 9) and 10710 W McDowell
Rd (Series 10) in Avondale and authorize the City Clerk to execute the necessary documents. The
Council will take appropriate action.
e. UNIFORM VIDEO SERVICE LICENSE AGREEMENT WITH HOTWIRE INFRASTRUCTURE
GROUP, LLC
City Council will consider a request to approve a new Uniform Video Service License Agreement with
Hotwire Infrastructure Group, LLC, to provide Video Service and authorize the Mayor or City
Manager, City Attorney and City Clerk to execute the necessary documents. The Council will take the
appropriate action.
f. RESOLUTION 1069-1026 - AUTHORIZING EXECUTION OF THE FIRMING WATER DELIVERY
AGREEMENT BETWEEN THE CENTRAL ARIZONA WATER CONSERVATION DISTRICT AND
AVONDALE
City Council will consider a request to adopt Resolution 1069-1026, authorizing entry into the Firming
Water Delivery Agreement between the Central Arizona Water Conservation District (CAWCD) and
the City of Avondale, and authorize the Mayor or City Manager, City Attorney and City Clerk to
execute the necessary documents. The Council will take appropriate action.

5. REGULAR AGENDA
a. PUBLIC HEARING AND ORDINANCE 2042-1026 – AVONDALE COMMONS – MAJOR PLANNED
AREA DEVELOPMENT AMENDMENT – APPLICATION PL-26-0210
City Council will hold a public hearing and consider a request to adopt Ordinance 2042-1026,
approving a major amendment to the Avondale Commons Planned Area Development, comprised of
approximately 25.23 gross acres and located at the northwest corner of Avondale Boulevard and
McDowell Road, and authorize the Mayor or City Manager, City Attorney and City Clerk to execute
the necessary documents. The major amendment will remove Stipulation No. 2 from the original
rezone Ordinance 2052-0921, related to commercial construction and the timing of multi-family
residential development. The Council will take appropriate action.
b. AVONDALE TRANSIT UPDATE – WERIDE
City Council will receive an update from staff regarding the City’s WeRIDE program. This item is for
information and discussion only.

6. SUMMARY OF CURRENT EVENTS FROM MAYOR, VICE MAYOR, AND COUNCILMEMBERS

7. ADJOURNMENT INTO EXECUTIVE SESSION
City Council will consider a request to adjourn the Regular Meeting and hold an Executive Session
pursuant to (i) Ariz. Rev. Stat. 38-431.03 (A)(9) for discussion with the City Auditor and designated city
representatives regarding the information technology general controls audit report, (ii) Ariz. Rev. Stat. 38-
431.03(A)(3) and(A)(7) for discussion and consultation with the City Attorney for legal advice and
discussion with the City Manager and designated representatives of the City in order to consider its
position and instruct the City Attorney, City Manager and designated representatives regarding
negotiations for the purchase of real property for the Dysart Road and McDowell Road intersection
improvement project, and (iii) Ariz. Rev. Stat. 38-431.03(A)(3) and(A)(7) for discussion and consultation
with the City Attorney for legal advice and discussion with the City Manager and designated
representatives of the City in order to consider its position and instruct the City Attorney and City Manager
regarding negotiations for the lease of real property for the Southwest Valley Advocacy Center.
