8151 West Palm Lane (Ordinance S-52355) - District 5

Request authorization for the City Manager, or his designee, to grant Tangalee, L.L.C.
an easement for irrigation purposes across City-owned property located at 8151 W.
Palm Lane for consideration in the amount of the appraised value and other
considerations. Further request authorization for the City Treasurer to accept all funds
related to this item.

Summary
A portion of an abutting farm parcel was acquired by Zen@Desert Sky for residential
development. In so doing, irrigation to the remaining portion of the farm will be cut off.
The requested easement, approximately 2,313 square feet, is required to maintain
irrigation to the remainder of the farm lying adjacent and west of the development. A
new route is proposed across the City parcel lying north of the proposed development
at the southerly portion of the City parcel. A request to extinguish the easement will be
submitted in the future when the balance of the farm is developed or improved and
irrigation is no longer required.

Financial Impact
Compensation for the easement will be reflective of market value.

Audio Visual Equipment and Services (COOP-25-0755) Contract - Request for
Award (Ordinance S-52359) - Citywide

Request to authorize the City Manager, or his designee, to enter into contracts with
Ford Audio-Video Systems, LLC; Inter Technologies Corporation; RTS Solutionz Inc.;
and Technology Providers, Inc. to provide additional Audio Visual (AV) Equipment and
Services for Citywide use. These cooperative contracts will be added to the existing
pool of approved vendors (Bluum USA, Inc.; Commercial Computer Services, Inc. dba
CCS Presentation Systems; and IES Communications, LLC) previously authorized by
Council on July 2, 2025, (Ordinance S-52174) for $18,000,000. No additional funds are
needed; request to utilize Ordinance S-52174 for these additional vendors.

Summary
The purpose of the AV Equipment and Services cooperative agreements is to provide
a broad range of audio and video equipment and professional engineering services to
departments Citywide. These additional contracts will ensure an adequate pool of
contractors and continuity of service across multiple departments, supporting AV
equipment and services for Emergency Operation Center, Convention Center, 911
operations, PHXTV, City Council Assembly Rooms and Council Chambers. The
contracts supports AV equipment purchases and replacements and provides direct
engineering support and services, such as analysis, design, configuration of existing
systems, software, hardware and ongoing maintenance. Examples of equipment that
are purchased on this contract are wireless headphones for Fire and Police
communication, sound system components, microphones and video equipment and
broadcast servers to address the loss of closed captioning capability. Ancillary services
that may be offered in conjunction with implementation or extension of a product
include design, installation, training, maintenance and integration.

Procurement Information
In accordance with Administrative Regulation 3.10, standard competition was waived
based on an approved Determination Memo citing Special Circumstance Alternative
Competition. The State of Arizona Solicitation No. BPM006242 (Audio & Visual
Commercial and Professional Broadcast Grade Equipment, Services, and Rental) was
awarded through a competitive process consistent with the City’s procurement
requirements as outlined in Phoenix City Code, Chapter 43. The requested AV



materials and services are essential to supporting Citywide operations. These
cooperative contracts enable departments to procure specialized or custom AV
products along with related services such as design, installation, and ongoing
maintenance. By leveraging this cooperative agreement, the City will benefit from
national government pricing and volume discounts.

Contract Term
The terms of these contracts shall commence on or about October 15, 2025, and end
on August 10, 2030, with a one-year option to extend the term.

Financial Impact
The aggregate cost of these contracts will not exceed $18,000,000. No additional
funds are needed.

The City Council approved:
Audio Visual Equipment and Services (Ordinance S-52174) on July 2, 2025.

Authorization to Extinguish Easement for Abandoned Water Line (Ordinance S-
52363) - Out of City

Request to authorize the City Manager, or his designee, to terminate and extinguish an
easement located at 3007 N. Granite Reef Road, recorded October 1, 1949, in Docket
1949-0026001.

Summary
The Verde transmission water main located within the easement was disconnected
from the City of Phoenix water distribution system and left in place in December 2011.
As a result, the 33-foot easement is no longer needed by the Water Services
Department and can be terminated upon complete removal, crush-in-place or
backfilling of the water main. As consideration for termination of the easement at this
location, the property owners excavated and completely removed the water line within
their property boundaries. Water Services staff confirmed that this work was completed
in June 2025.

Request authorization for the City Manager, or his designee, to grant an irrigation
easement to Salt River Project (SRP) within the 107th Avenue right-of-way, south of
Lower Buckeye Road, for consideration in the amount of the appraised value and other
consideration. Further request authorization for the City Treasurer to accept all funds
related to this item.

Summary
Development of the QuikTrip project requires SRP irrigation facilities to be relocated
from an open distribution ditch to an underground pipeline. The approximate 726
square foot easement within the east side of the 107th Avenue right-of-way will
connect SRP's irrigation pipe to the relocated facilities within the QuikTrip project. The
developer is paying for all costs related to the easement.

Financial Impact
Revenue will be reflective of the market value of the easement.

Safety and Non-Safety Uniforms, Accessories, and Related Services - IFB 20-057
- Letter of Agreement (Ordinance S-52366) - Citywide

Request to authorize the City Manager, or his designee, to enter into Letters of
Agreement to reinstate the terms and conditions for the following contracts:
International Textile Traders, Inc. dba Arizona Uniform & Apparel (152936); Ritz Safety
LLC (152935); and Tyndale Company, Inc. (152939). These contracts will continue to
provide safety and non-safety uniforms, accessories, and related services for Citywide
use. Request to continue using funds previously approved via Ordinances S-46906
and S-51387. The additional expenditures will not exceed $500,000. Further request to
authorize the City Controller to disburse all funds related to this item.

Summary
The purpose of the Letters of Agreement is to continue to provide safety and non-
safety related uniforms to employees across various Citywide departments.
Administrative Regulation 2.71 authorizes the provision for safety and non-safety City-
issued uniforms to employees in designated departments. These uniforms are
intended for staff who interact with the public, work in environments with health or
safety considerations and/or operate in a shop or field settings.

The awarded contracts supply a range of uniform items, including shirts, pants, hats,
jackets, arc-rated gear, and high-visibility reflective apparel. These items support
employees across various departments such as Aviation, Housing, Parks and
Recreation, Phoenix Conventions Center, Public Works, Street Maintenance and
Water Services in performing their assigned duties and ensuring adequate service
coverage and capacity. City staff will select the most cost-effective contract available to
meet their operational needs whenever feasible.

The Letters of Agreement are required to provide the various Citywide departments
these services until March 31, 2026, as needed.

Contract Term
The term of the Letters of Agreement will begin on or about October 30, 2025, and
expire on December 31, 2025, with a three-month option to extend through March 31,
2026.




Financial Impact
Upon approval of $500,000 in additional funds, the revised aggregate value of the
contracts will not exceed $6,042,570. Funds are available in the various departments'
operating budgets.

The City Council previously reviewed this request:

maintenance and repair services for City-owned and/or maintained facilities and
properties. Establishing a Qualified Vendor List (QVL) allows for a timely and
successful execution of services. The City’s usage is on an as-needed basis.

Regulation 3.10 to establish a Qualified Vendor List (QVL).

Fifteen offerors submitted qualifications and 11 were deemed to be responsive and

Summary
Ordinances S-47680 and S-47991 authorized the acquisition of 39.3 acres of real
property for South Mountain Preserve and the designation of that property as
“Mountain Preserve.” To restore the recently acquired preserve lands to natural
Sonoran Desert flora, existing structures on the parcel have been demolished. This
request will allow SRP to remove overhead power lines and utility poles on a property
located at 2333 W. Sunrise Drive. This construction contract represents the cost for
SRP to remove the overhead utility lines and utility poles.

Contract Term
The term of the contract will begin on or about October 15, 2025, and will expire when
the project is completed and accepted.

Financial Impact
The contract will not exceed $6,185.70. Funding is available in the Parks and
Recreation Department's Capital Improvement Program budget.

Agreement with Phoenix Children’s Hospital (PCH) for Clinical Experiences.

Summary
This agreement facilitates an opportunity for Phoenix Children’s Hospital Fellows to
observe Phoenix Fire Department personnel delivering emergency medical services in
the pre-hospital environment. Through direct observation of pre-hospital emergency
care, Fellows will develop competence in the skills essential for patient care prior to
hospital arrival while also gaining insight into the complexities and challenges of
various emergency scenes. Additionally, this experience will enhance the Fellows’
understanding of the role and integration of Fire/EMS response systems within a large
metropolitan setting. The clinical experience will adhere to the duty hour requirements
established by the Accreditation Council for Graduate Medical Education (ACGME).

Contract Term
The agreement will be for five years from the date executed.

Medical Direction Services Contract RFP PS-25-0543 - Request for Award
(Ordinance S-52365) - Citywide

Request to authorize the City Manager, or his designee, to enter into a contract with
International Medical Direction LLC to provide medical direction services for the Fire
Department. Further request to authorize the City Controller to disburse all funds
related to this item. The total value of the contract will not exceed $4,134,476.

Summary
The Phoenix Fire Department (PFD) is required to have medical direction for the
Emergency Medical Services (EMS) program including its Emergency Medical
Technician (EMT) and Emergency Medical Technician-Paramedic (EMT-P) programs.
International Medical Direction LLC will provide a team of qualified physicians to offer
consultation and oversight across all aspects of pre-hospital emergency and non-
emergency medical services for PFD. A designated Administrative Medical Director will
serve as the lead and primary point of contact to ensure compliance with the terms of
the Agreement.

This contract is responsible for establishing the overall medical direction for patient
care in accordance with state rules and regulations; establishing standards for basic
and advanced training; providing continuing education programs for all EMS
personnel; establishing appropriate medical protocols for all operational phases of the
basic and advanced life support programs; and establishing policy on the selection and
use of medications, supplies and medical equipment in coordination with the Fire
Department. This contract will also provide management and coordination of online
direction to PFD paramedics and provide oversight to other physicians that may be
used to provide medical direction to PFD paramedics while they are working in the
field.

In addition, the State of Arizona requires that any agency that provides medical
transports to patients (to the hospital) must have medical direction services. Only then
can an agency such as PFD receive a "certificate of necessity" from the State to
provide emergency transportation (ambulance) services.

Procurement Information



A Request for Proposal procurement was processed in accordance with City of
Phoenix Administrative Regulation 3.10.

Two vendors submitted proposals deemed responsive and responsible. An evaluation
committee of City staff evaluated those offers based on the following criteria with a
maximum possible point total of 1,000:
· Approach to Scope of Work (0-400 points)
· Qualification, Experience, and References (0-350 points)
· Price (0-250 points)

After reaching consensus, the evaluation committee recommends award to the
following vendor:
· International Medical Direction LLC, 825 points.

The contract will begin on or about January 1, 2026, for a five-year term with no
options to extend.

Financial Impact

Intergovernmental Agreement with Maricopa County for Scuba Diver Training at
Lake Pleasant Regional Park (Ordinance S-52367) - Out of City

Request to authorize the City Manager, or his designee, to allow the Police
Department to enter into an Intergovernmental Agreement (IGA) with Maricopa County
for Scuba Diver training at Lake Pleasant Regional Park. Also request, under the
authority of Phoenix City Code section 42-20, the City Council waive indemnification
and liability requirements of Phoenix City Code section 42-18.

Summary
The Phoenix Police Department is equipped with a Dive Team who have specialized
training in water search and rescues, including under water search and rescues in the
lakes, rivers and canals throughout the City. Additionally, the team is often called by
the Maricopa County Sheriff's Office Search and Rescue team to assist their team(s)
with searches in larger bodies of water such as Lake Pleasant where scuba training is
essential.

The agreement will provide the Phoenix Police Dive team access to areas of Lake
Pleasant designated specifically for scuba diving training.

Contract Term
The term of the agreement will be five years, commencing on the date it is fully
executed.

Financial Impact
There is no financial impact to the City.

Summary
The City of Phoenix is the designated recipient of FTA grant funds for the Phoenix-
Mesa-Scottsdale Urbanized Area (UA) and the direct recipient of FTA grant funds for
the Phoenix West-Goodyear-Avondale UA. Phoenix submits FTA grant applications on
behalf of all local governments and agencies in the region. All projects are in the
Maricopa Association of Governments’ approved Transportation Improvement Plan
and the Arizona Department of Transportation’s approved State Transportation
Improvement Plan. The use of grant funds includes, but is not limited to, the purchase
of new and replacement transit fleet vehicles; preventative maintenance funding for
vehicles and transit assets/systems; and program administration.

Financial Impact
Grant funds sought in the applications total $138,327,142. Within this total, the funding
directly sought for Phoenix programs amounts to approximately $51,235,595, for which
the matching funds of approximately $9,442,472 are available in the Public Transit
Department’s budget.

(Ordinance S-52370) - Citywide

Request to authorize the City Manager, or the City Manager's designee, to
retroactively apply for and accept funding from the Federal Transit Administration
(FTA) for grant assistance from the Fiscal Year (FY) 2025 Competitive Funding
Opportunity: Low or No Emission Grant Program and the Grants for Buses and Bus
Facilities Competitive Program and enter into agreements with the FTA for the purpose
of accepting any grants awarded. Further request to authorize the City Treasurer to
receive, and the City Controller to disburse, all funds related to this item in accordance
with the terms of the grant and agreements. The total of all grant funds will not exceed
$14,487,203.

Summary
On July 15, 2025, Phoenix applied for the FTA’s FY 2025 Low or No Emission Grant
Program and the Grants for Buses and Bus Facilities Competitive Program for the
purchase of zero-emission buses. This is a combined competitive grant program which
Phoenix has applied for in previous years, successfully being awarded in the FY 2022
program. This application requests grant funds for between 10 and 12 battery electric
buses to be purchased as replacements for buses which have met their useful life. The
grant request is scalable, with one option for 10 buses and a second for 12.

Financial Impact
Grant funds for the 10-bus option would be $12,072,669 with a local match of
$2,130,471. Grant funds for the 12-bus option would be the maximum total of
$14,487,203, with a local match of $2,556,565. The local match portion is available in
the Public Transit Department’s budget.

grant funding sought from FTA will not exceed fourteen million four hundred eighty-

seven thousand two hundred three dollars ($14,487,283) with scalable options for

between 10 and 12 buses as follows: Grant funds for the 10-bus option will be twelve

million seventy-two thousand six hundred sixty-nine dollars ($12,072,669) with two

million one hundred thirty thousand four hundred seventy-one dollars ($2,130,471) as a

local match; Grant funds for the 12-bus option will be fourteen million four hundred

eighty-seven thousand two hundred three dollars ($14,487,203) with a two million five

hundred fifty-six thousand five hundred sixty-five dollars ($2,556,565) local match.




Section 2. The City Manager or the City Manager’s designee is also

authorized to execute agreements with the FTA to accept any awarded grant

assistance to receive any pass-through FTA grant funds. The City’s local match for its

portion of federal funding sought from FTA will not exceed two million five hundred fifty-

six thousand five hundred sixty-five dollars ($2,556,565).

Section 3. The City Treasurer is authorized to receive and the City

Controller is authorized to disburse all funds for the purpose of this ordinance.

Water Purification Systems Service and Parts Contract - IFB 26-FMD-019
Request for Award (Ordinance S-52354) - Citywide

Request to authorize the City Manager, or his designee, to enter into a contract with J
Harris Industrial Water Treatment, Inc. to provide water purification systems service
and parts for the Public Works and Water Services departments. Further request to
authorize the City Controller to disburse all funds related to this item. The total value of
the contract will not exceed $750,000.

Summary
This contract will provide inspection, testing, and monitoring of bacteria levels in
laboratory reagent water for the Water Services Environmental Laboratory and the
Crime Laboratory. Additionally, the contractor will inspect, drain, clean, or replace
membranes in the humidification system at the Phoenix Art Museum.

The vendor will perform repairs, supply parts, and replace equipment as needed to
ensure that all water purification systems operate efficiently. These systems are critical
to City operations, as the Crime Laboratory requires accurate water quality to ensure
reliable testing for law enforcement purposes, and the Phoenix Art Museum depends
on precise humidity control to preserve and protect artwork displayed and stored on-
site.

Procurement Information
An Invitation for Bid procurement was issued in accordance with Administrative
Regulation 3.10.

One vendor submitted a bid that was determined to be responsive to the specifications
and responsible for providing the required goods and services. Following an evaluation
based on price, the procurement officer recommends an award to the following vendor:

Contract Term
The contract will begin on or about January 1, 2026, for a three-year term with two,

aftermarket refuse truck parts for the Public Works Department. Further request to
authorize the City Controller to disburse all funds related to this item. The total value of
the contract will not exceed $36,975,795.

Summary
These contracts will provide repairs and maintenance to ensure all City refuse and
recycling collection vehicles are safe, efficient, and reliable for operations to provide
refuse trash and recycling collection services to City residents. It will also allow OEM
and aftermarket refuse truck parts to be purchased for regular maintenance and
necessary repairs of the refuse truck fleet.

Schedule I, Local Speed Limits at Nine Locations (Ordinance G-7438) - Districts
3, 5, 6 & 8

Request to amend Phoenix City Code, Section 36-158, Schedule I, Local Speed Limits
due to local speed limit changes at nine locations.

Summary
Speed limits are established under Arizona Revised Statutes, Section 28-703, which
requires an engineering study and traffic investigation. The Phoenix City Code and
Charter require that all changes to local speed limits on City streets be approved by
Attachment A.

The Street Transportation Department conducted a comprehensive review of the
speed limit ordinance and is recommending local speed limit changes at nine
locations, as summarized in Attachment B. All nine changes are related to road and
traffic conditions. All recommended speed limit changes are based on traffic
investigations conducted with the engineering judgment of Street Transportation staff.

Concurrence/Previous Council Action
The Transportation, Infrastructure, and Planning Subcommittee recommended City
Council adopt the recommended changes to Phoenix City Code, Section 36-158,
Section I, Local Speed Limits on October 15, 2025, by a vote of 4-0.

ARTICLE XII. PENALTY AND SCHEDULES

36-158 Schedule I—Local speed limits.

It is hereby determined upon the basis of an engineering and traffic investigation that the speed limit
permitted by state law on the following streets or intersections is greater or less than is reasonable
under existing conditions, and it is hereby declared that the maximum speed limits shall be as
hereinafter set forth on those streets, parts of streets or intersections herein designated at the times
specified when signs are erected giving notice thereof.

The City Traffic Engineer may declare a maximum speed limit that is determined pursuant to this
section to be effective at all times or at such times as indicated on the speed limit signs. The City
Traffic Engineer may establish lower speed limits for different times of day, different types of vehicles,
varying weather conditions, special events, work zones for construction, maintenance or other activity
in the roadway and other factors bearing on safe speeds. The lower limits are effective when posted
on appropriate fixed, variable or portable signs.

Intergovernmental Agreement with the City of Tolleson, Maricopa County, and
the Arizona Department of Transportation for the Installation, Maintenance, and
Operation of the Fiber Infrastructure along McDowell Road: 83rd Avenue to 91st
Avenue and 91st Avenue: McDowell Road to Lower Buckeye Road (Ordinance S-
52371) - Districts 5, 7 & Out of City

Request to authorize the City Manager, or his designee, to enter into an
Intergovernmental Agreement (IGA) between the City of Phoenix and the City of
Tolleson, Maricopa County, and the Arizona Department of Transportation (ADOT) for
the installation, maintenance and operation of fiber and conduit infrastructure being
installed as part of the McDowell Road: 83rd Avenue to 91st Avenue and 91st Avenue:
McDowell Road to Lower Buckeye Road Project. Further request the City Council to
grant an exception pursuant to Phoenix City Code section 42-20 to authorize
indemnification and assumption of liability provisions that otherwise would be
prohibited by Phoenix City Code section 42-18. The total estimated financial impact to
the City is $133,118. Additionally, request the City Controller to disburse all funds
related to this item.

Summary
The City of Phoenix intends to install approximately four miles of fiber and conduit
infrastructure along McDowell Road from 83rd Avenue to 91st Avenue and along 91st
Avenue from McDowell Road to Lower Buckeye Road, located within the City of
Phoenix, the City of Tolleson, and Maricopa County. The project will connect to the
existing City of Phoenix and City of Tolleson infrastructure with a direct fiber
connection to coordinate during non-recurring congestion and provide an agency-to-
agency communication path for the City of Tolleson to connect to the Regional
Community Network. The project will implement reliable communication paths to
connect Maricopa County fiber infrastructure and traffic signals and connect the City of
Phoenix and City of Tolleson's traffic signals to extend all three agencies' real-time
traffic management capabilities. The project will also provide a dependable connection
to ADOT fiber. The IGA sets forth the responsibilities of the participating agencies for
the construction and maintenance of the project.

Contract Term
Unless otherwise lawfully terminated by the Parties, this Agreement expires upon



completion and acceptance of the project and fulfillment of all terms of the agreement.

Financial Impact
The project is funded from local and federal funds through the Maricopa Association of
Governments (MAG) Transportation Improvement Program (TIP). The estimated
construction cost is $2,335,395, which is made up of federal funds of $2,202,277 and a
local match of $133,118. This agreement is contingent upon the availability of federal
funds through the MAG TIP. Funding is available in the Street Transportation
Department's Capital Improvement Program.

Within the City of Phoenix, the City of Tolleson, and Maricopa County along McDowell

Request to authorize the City Manager, or his designee, to enter into separate master
agreements with the three contractors listed below to provide Sanitary Sewer
Rehabilitation Job Order Contracting services for the Water Services Department.
Further request to authorize execution of amendments to the agreements as
necessary within the Council-approved expenditure authority as provided below, and
for the City Controller to disburse all funds related to this item. The total fee for all
services will not exceed $30.6 million.

Additionally, request to authorize the City Manager, or his designee, to take all action
as may be necessary or appropriate and to execute all design and construction
agreements, licenses, permits, and requests for utility services relating to the
development, design, and construction of the project. Such utility services include, but
are not limited to: electrical, water, sewer, natural gas, telecommunications, cable
television, railroads and other modes of transportation. Further request the City
Council to grant an exception pursuant to Phoenix City Code 42-20 to authorize
inclusion in the documents pertaining to this transaction of indemnification and
assumption of liability provisions that otherwise should be prohibited by Phoenix City
Code 42-18. This authorization excludes any transaction involving an interest in real
property.

Summary
The Job Order Contracting (JOC) contractors’ services will be used on an as-needed
basis to provide Sanitary Sewer Rehabilitation services to maintain the reliability and
integrity of the wastewater collections system by rehabilitating existing infrastructure.
Additionally, the JOC contractors will be responsible for fulfilling Small Business
Enterprise program requirements.

Procurement Information
The selections were made using a two-step qualifications and price-based selection
process set forth in Section 34-604 of the Arizona Revised Statutes (A.R.S.). In
accordance with A.R.S. Section 34-604(H), the City may not publicly release
information on proposals received or the scoring results until an agreement is

agreements performed under these master agreements for up to $4 million each. In no
event will any job order agreement exceed this limit without Council approval to
increase the limit.

Funding is available in the Water Services Department's Capital Improvement
Program. The Budget and Research Department will review and approve funding
availability prior to issuance of any job order agreement. Payments may be made up to
agreement limits for all rendered agreement services, which may extend past the

testing services for the Street Transportation Department.

On September 17, 2025, Ricker, Atkinson, McBee, Morman, & Associates, Inc.
formally notified the City of Phoenix that it had been acquired by Sandhill Holdings,
LLC - the parent company of Alta CMTI, LLC, doing business as Alta Environmental
and Infrastructure - effective August 2, 2025.

This amendment is necessary due to the acquisition finalized on August 2, 2025,
between Ricker, Atkinson, McBee, Morman, & Associates, Inc. and Sandhill Holdings,
LLC, and is now operating under the name Alta CMTI, LLC dba Alta Environmental
and Infrastructure.

Contract Term
The term of the agreement remains as originally established upon issuance of the
Notice to Proceed. Scope of work identified and incorporated into the agreement prior
to the expiration date may be mutually agreed upon by the parties, and such work may
continue beyond the termination of the agreement. However, no additional changes

The land use license is necessary for the City of Phoenix to maintain the block wall,

structures, located on the south bank of the South Canal. The license will allow
nonpossessory and nonexclusive right and privilege to enter upon and use certain real
property for the maintenance of the inlet structures.

Contract Term
The term of the license shall be for ten years beginning on October 1, 2025, and
ending September 30, 2035. The license may be renewed upon written agreement by
the parties.

Financial Impact
The financial impact is a one-time license fee in the amount of $7,982 paid by the City

Summary
The purpose of this project is to provide a complete rehabilitation of Reservoir 3 at the
Val Vista Water Treatment Plant.

This amendment is necessary because additional scope has been added to the
construction therefore additional scope needs to be added to the Engineering
Services. This amendment will provide additional funds to the agreement.

Consultant’s additional services include, but are not limited to: construction
administration and inspections services for Reservoir 3 which may include general
construction administration and oversight; construction inspection and materials testing
services, including preparation of punch lists for corrective work to be performed by the
contractor and any subsequent re-inspections; confirm contractor's work progress and
qualities of work completed, certify contractor progress payments, provide data from
construction to update Computerized Maintenance Management System per direction
of the City's Water Asset Management Team; preparation of record documentation and
maintenance procedures; startup and commissioning services; and programming

Summary
This contract provides laundry, rental, and dry cleaning services, including uniforms,
dry-cleaning, full laundry cleaning, decontamination services and pick-up and delivery,
on an as-needed basis. Items that have been biologically contaminated require
laundering and decontamination in accordance with all federal, state, county, and City
laws. These services are essential to providing clean and sanitary uniforms and other
items to departments Citywide. The additional services and funding will support
laundering of flame resistant uniforms for the Water Services Department.

This report provides the City Council with information in response to a citizen petition
submitted by Reverend Jarrett Maupin, Jr. at the October 15, 2025, Formal City
Council meeting regarding a request to rename the 7th Street Bridge from Jefferson
Street to Lincoln Street, Attachment A.

Summary
On October 15, 2025, pursuant to Chapter IV, Section 22 of the Phoenix City Charter,
Reverend Jarrett Maupin, Jr. submitted a citizen petition to request the City of Phoenix
to deliberate and enact, within 15 days, a resolution, ordinance or measure to
redesignate the 7th Street Bridge.

The Street Transportation Department is responsible for local bridges, which are City-
owned infrastructure. The department's Bridge and Dam Safety group ensures safe
operation of the structure through proper inspection, maintenance and rehabilitation.
This program manages 290 bridges around the City. While the department has a
procedure for ceremonial signs, it does not have a procedure for ceremonial renaming
of local bridge infrastructure.

Options for Council Action
A. Accept the petition.
B. Reject the petition.
C. Refer to the Transportation, Infrastructure, and Planning Subcommittee for further
study and consideration.

Staff recommends that the citizen petition be rejected, as the current Ceremonial Sign
Procedure only applies to the unofficial renaming of public streets. Ceremonial signs
may be installed along streets and/or at intersections as part of existing street sign
infrastructure. In 2020, the Street Transportation Department developed the
Ceremonial Sign Procedures (CSP), incorporating feedback from all City Council
offices at that time. The CSP outlines the process, criteria, and design standards for
ceremonial naming within the public right-of-way. As part of the process, the requesting
party must sign a letter of agreement and is responsible for covering all associated



costs related to the installation of ceremonial signage.

City staff did not identify any vehicle bridges that have been ceremonially named within
the City. However, one pedestrian bridge was renamed in 2012. The Isaac Pedestrian
Bridge, located over McDowell Road east of 35th Avenue, was renamed the Ed Pastor
Pedestrian Bridge. Originally constructed in 2008 as a Percent for the Arts Project, the
bridge was designed by artist Rosemary Lonewolf to connect elementary school
students who were walking across McDowell Road to their school. The 2012 renaming
effort was supported by then Councilman Tom Simplot, the Office of Arts and Culture,
and the Heritage Commission, all of whom recommended the name change to the City
Council. This initiative predated the adoption of the more comprehensive CSP, which
was established in response to multiple prior efforts to rename portions of the public
right-of-way.
