advance of regular scheduled meeting times. Citizens may appear before the Council to present their
views on any subject concerning Town Government. The Council, however, may not discuss,
consider or decide items NOT on the Agenda (ARS § 38-431.02 (H)). The Council will, if necessary,
follow up at a later date. Due to limitation of time, citizens’ comments are requested not to exceed five
(5) minutes.

TOWN COUNCIL ACTION FORM
SUBJECT: Proposed Resolution 2026-18 STAFF PRESENTER: Nicole Smart, Town Clerk
declaring and adopting the results of the Primary
Election held on July 21, 2026. __
RECOMMENDATION: Approval of Resolution 2026-18 as presented.
COMMUNITY BENEFIT: This action will formalize and certify that the elections of Mayor Michael LeVault
and Councilmembers for the four-year term are Michael Francis, Margaret Chittenden, and Karen Haney
Duncan.
DISCUSSION: Final Official Results were received from the Maricopa County Election on Wednesday,
July 29, 2026, during the evening hours. Results were as follows:

In accordance with A.R.S. §9-821.01, the total votes for all ballots cast, including qualifying write-in
candidates if applicable, were 525 for Mayor. The Mayor was elected outright as an unopposed candidate
In accordance with A.R.S. §9-821.01, the total votes for all ballots cast, including qualifying write-in
candidates if applicable, were 1,321 for Councilmembers for a 4-year term.
Using the provided formula, it was determined that a Councilmember candidate would need 220 votes to be
considered elected at the Primary Election. This resulted in Margaret Chittenden (449 votes), Karen
Haney Duncan (443 votes), and Michael Francis (429 votes) being elected at the Primary Election.
In accordance with A.R.S. §16-642 (A), the governing body (Town Council) is required to adopt the
Canvass of Votes no later than 20 days following the Primary Election. The last day to complete this action
is August 10, 2026. Certificates of Election will be issued to the declared winners following the approval of
the Canvass of Votes, and will be effective on November 3, 2026 (A.R.S. §9-821.01). All newly elected
Councilmembers will be sworn in and seated at the Regular Council Meeting held on November 19, 2026
(Youngtown Code Section 2.04.030).

RESOLUTION NO. 2026-18
A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE
TOWN OF YOUNGTOWN, ARIZONA, DECLARING AND ADOPTING THE
RESULTS OF THE PRIMARY ELECTION ON JULY 21, 2026.
WHEREAS, the Town of Youngtown, Maricopa County, Arizona did hold a Primary Election
on the 21st day of July, 2026 for the election of the Mayor, and three (3) Councilmembers for the
four-year term; and
WHEREAS, the election returns have been presented to and have been canvassed by
the Maricopa County Board of Supervisors.
NOW, THEREFORE BE IT RESOLVED, by the Mayor and Council of the Town of
Youngtown, Maricopa County, Arizona, that the Official Canvass of Votes of the Maricopa
County Board of Supervisors, as follows:
Section 1. That the total number of ballots cast at said primary election, as shown by the
poll list, was 607.
Section 2. That the total number of ballots rejected was 4.
Section 3. That the votes cast for the candidates for Mayor were as follows, for a 4-year
term.
