67. AMENDMENT TO IGA WITH CITY OF CHANDLER FOR HOME INVESTMENT PARTNERSHIPS ACTIVITIES Approve financial Amendment No. 4 to the Intergovernmental Agreement between City of Chandler (“Subrecipient”) and Maricopa County (“County”) administered by its Human Services Department. The purpose of the Agreement is for the City of Chandler to provide single-family owner-occupied housing reconstruction and tenant based rental assistance programs. The County provided the City with U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program (HOME) funds. The Amendment will address the following: A. Change Lead Agency Point of Contact. B. Revise Section 3 (Work Statement), to add four new Work Statements for HOME funded activities for the Subrecipient to complete: 1. 2020 & 2021 Work Statement A. The Subrecipient shall purchase and rehabilitate single-family homes for low-income first-time homebuyers. The County shall provide the Subrecipient with $307,781 Program Year 2020 and 2021 HOME funds. All work performed, or costs incurred expenses shall be reimbursable through September 30, 2025. 2. 2021 HOME-ARP Work Statement. The Subrecipient shall provide development of affordable rental housing to qualifying populations defined by HUD Notice CPD-21-10 pages 3-8. The County shall provide the Subrecipient with $1,717,654 HOME ARP funds. All work performed, or costs incurred expenses shall be reimbursable through September 30, 2025. 3. 2020, 2021 & 2022 Work Statement B TBRA. The Subrecipient shall provide tenant based rental assistance to individuals and households in need. The County shall provide the Subrecipient with $407,331 Program Year 2020, 2021 and 2022 HOME funds. All work performed, or costs incurred expenses shall be reimbursable through September 30, 2025. 4. 2021 & 2022 Work Statement C. The Subrecipient shall purchase and rehabilitate single-family homes for affordable rental. The County shall provide the Subrecipient with $558,482 Program Year 2021 and 2022 HOME funds. All work performed, or costs incurred expenses shall be reimbursable through September 30, 2025. C. The Agreement funding amount shall be increased by $2,991,248 from $1,391,556.29 to $4,382,804.29. The Agreement is amended to incorporate the changes in this Amendment No 4. All other terms and conditions of the Agreement and previous Amendments remain the same and in full force and effect as approved and amended. 45. AMENDMENT TO IGA WITH CITY OF CHANDLER FOR HOME INVESTMENT PARTNERSHIPS ACTIVITIES Approve financial Amendment No. 5 to the Intergovernmental Agreement between City of Chandler (“Subrecipient”) and Maricopa County (“County”) administered by its Human Services Department. The purpose of the Agreement is for the City of Chandler to provide single-family owner-occupied housing reconstruction and tenant based rental assistance programs. The County provided the City with U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program (HOME) funds. The Parties agree to enter into this Amendment No. 5 to amend the Agreement as follows: A. Revise Section III (Work Statement) to address the following: 1. Add 2023 Work Statement A - The City to acquire and/or construction Multi-Family Rental Housing which will provide affordable housing opportunities for Chandler residents. The County shall provide the City with $442,726 HUD HOME PY2023 funding under ALN 14.239 for this activity. The expenditure timeframe is through September 30, 2025. 2. Remove 2019 Work Statement A that was added to the Agreement in Amendment No. 3 and reallocate $141,585 to a new revised 2019 Work Statement B. The City shall provide Tenant Based Rental Assistance (TBRA) to eligible individuals and families that reside in the City of Chandler. The funding for this Work Statement shall consist of $370,876.29 (HOME PY19 $141,585 and $229,291.29) previously allocated in Amendment No. 3. The expenditure timeframe for these funds is through September 30, 2025. B. Funding for Amendment No. 5 is $442,726 and the total Agreement funding amount has increased from $4,382,804.29 to $4,825,530.29. The Agreement is amended to incorporate the changes in this Amendment No 5. All other terms and conditions of the Agreement and previous Amendments remain the same and in full force and effect as approved and amended. This Amendment No. 5 shall be effective upon approval and signature by both Parties. These Work Statements are within the HUD approved Annual Action Plan. Supervisor District: 1 (C-22-17-048-3-05)

36. The County provided the City with U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program (HOME) funds. The purpose of this Amendment No. 6 is to address the following: A. Revise the Contract Termination Date on Page 1 to September 30, 2027. B. Update County Lead Agency Representative C. Revise Section II (Special Provisions), Paragraph Q (Regarding Subcontracts and Vendors), Subparagraph 2 (DUNS Number) to update with UEI Number provision D. Revise Section II (Special Provisions), Paragraph U (General Conditions), Subparagraph 4 (Changes) to update Administrative Change Order provision. E. Revise Section III (Work Statement) to address the following: 1. Remove 2020 & 2021 Work Statement A that was added to the Agreement in Amendment No. 4 and reallocate $307,781 to a new revised PY20, PY21, and PY22 Work Statement B-TBRA. The City shall provide Tenant Based Rental Assistance. The funding for this Work Statement shall consist of $715,112 (HOME PY20-$200,000, HOME PY21-$107,781, and $407,331 which was previously allocated in Amendment No. 4). This expenditure timeframe for these funds is through June 28, 2027. 2. Update the expenditure timeframe for the Work Statement 2021 HOME-ARP to September 30, 2027. Update the expenditure timeframe for PY2023 HOME Work Statement A to September 30, 2027. 3. Add PY24 Work Statement A TBRA- For the City to provide Tenant Based Rental Assistance. The County shall provide the City with $399,251 in PY24 HUD HOME funds under ALN 14.239 for this activity. The expenditure timeframe for these funds is through September 30, 2027. F. Funding for Amendment No. 6 is $399,251 and the total Agreement funding amount has increased from $4,825,530.29 to $5,224,781.29.
