AMENDMENT TO THE IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR COMMUNITY ACTION SERVICES PROGRAM Approve revenue Amendment No. 6 to the Intergovernmental Agreement (Agreement) between Arizona Department of Economic Security (DES) and Maricopa County, administered by its Human Services Department (County). The purpose of Amendment No. 6 is to: 1. Revise the Itemized Services Budget for the period of July 1, 2021 through June 30, 2022. 2. In accordance with the Alert issued on February 16, 2022, the revised allocations are as follows: a. The total value of the budget is revised from $10,897,565 to $12,272,938.62 as detailed in the attached itemized service budget. The itemized service budget is added and attached. The funding amount shall be increased by $1,375,373.62. The purpose of Amendment No. 8 is to addresses the following: 1. To revise the Itemized Service Budget for the period of July 1, 2022, through June 30, 2023, in accordance with the Alert issued on 9/7/2022. 2. DES shall provide an increase of $653,796, the Agreement amount shall increase from $5,194,682.00 to $5,848,478. This amount includes the estimated carryover funding from State Fiscal Year 2022 in the amount of $1,117,845. 3. The following funding allocations ended on September 30, 2022: a. LIHEAP, b. LIHEAP American Rescue Plan Act (ARPA), c. CSBG Coronavirus Aid, Relief, and d. Economic Security (CARES). 4. Pursuant to the IGA, Uniform Terms and Conditions, Section 5. 0, Contract Changes, Subsection 5.1, Amendments, the parties hereby agree to amend the IGA to revise and replace the Scope of Work in its entirety to add the Community Resource Navigator Service, described in Section 10. The purpose of Amendment No. 10 is to addresses the following: 1. To add the Itemized Service Budget for the period of July 1, 2023, through June 30, 2024. 2. In accordance with the Alert issued on May 9, 2023, the allocations are as follows: a. The total value of the budget is $3,341,569 as detailed in the attached Itemized Service Budget. b. The Itemized Service Budget is added and attached. DES contracts with the County on an annual reoccurring, non-competitive basis for service delivery of the Community Action program activities. Receipt of the funds from DES does not require in-kind or match funds and no future or ongoing contributions by the County at the end of the Agreement term. The services provided under this Agreement are not a mandated function but provide a benefit to the citizens by providing eligible low-income residents with financial assistance and services for economic self-sufficiency. The Human Services Department provisional indirect rate is 22.2% by the U.S. Department of Health and Human Services for FY2024 for salaries and employee related expenses. The Amendment fiscal year 2024 funding amount is $3,341,569 of which $508,739 is for salaries and employee related expenses. The total estimated indirect costs are $112,940 and fully recoverable and shall be effective as of July 1, 2023. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this Amendment through future budget reconciliation. Approval of this Amendment will not impact the County General Fund. DES provides funding to the County for administration of community services. The Human Services Department administers the Community Action Agency Program SERVICES to provide eligible residents with low-incomes with eviction prevention services and crisis navigation. The purpose of the Amendment is to amend the Agreement as follows: A. To revise the Itemized Service Budget for the period of July 1, 2023, through June 30,2024 B. In accordance with the Alert issued on 11/20/2023, the revised allocations are as follows: The total value of the budget is revised from $3,341,569.00 to $4,027,092.36 as detailed in the attached Itemized Service Budget. This amount includes the estimated carryover funding from State Fiscal Year 2023 in the amount of $685,523.36. DES contracts with the County on an annual reoccurring, non-competitive basis for service delivery of the Community Action Agency program activities. Receipt of the funds from DES does not require in-kind or match funds and no future or ongoing contributions by the County at the end of the Agreement term. The services provided under this Agreement are not a mandated function but provide a benefit to the citizens by providing eligible low-income residents with financial assistance and services for economic self-sufficiency.
